This information was presented at two thematic workshops: "Current Situation and Solutions for Improving and Perfecting Professional Processes in Handling Administrative Procedures at NAFOSTED" and "Current Situation and Solutions for Promoting the Implementation of Digital Government and Full-Process Online Public Services at NAFOSTED," organized by NAFOSTED from May 8-9, 2026, at Duy Tan University.
The two workshops were organized to enhance professional exchange, gather feedback from the scientific community, higher education institutions, and management agencies, thereby contributing to the improvement of management mechanisms, enhancing the efficiency of administrative procedures, and promoting digital transformation in the Fund's science and technology management activities.
Speaking at the workshop, NAFOSTED Director Dao Ngoc Chien emphasized the need to continue innovating management methods and perfecting professional processes towards transparency and modernity, with scientists and leading organizations at the center of service. The Fund is gradually promoting the application of digital technology and deploying full-process online public services to improve the efficiency of processing applications, reduce intermediate procedures, and enhance transparency in the management of science and technology tasks.

The workshops focused on discussing many important issues related to the management mechanism of science and technology tasks, digital transformation in resolving administrative procedures, and the implementation of a full-process online management system. Many innovative points were clarified, such as a strong shift from pre-approval to post-approval, increased autonomy for the lead organization, enhanced risk management, and ensuring scientific integrity.
Notably, the entire process, from application submission, selection, evaluation, to project approval, is being digitized to be more streamlined, transparent, and convenient for scientists.
Applications are accepted online, explanatory forms are streamlined, intermediate administrative procedures are reduced, and flexibility in managing and implementing research tasks is increased.

The report presented at the workshop focused on clarifying the key innovations in the management mechanism of science and technology tasks.
The workshop also introduced several new policies aimed at enhancing national science and technology capacity, supporting international publications, postdoctoral research, talented young scientists, as well as promoting academic cooperation and international integration. The "block funding" mechanism was considered a significant step forward in developing high-quality science and technology human resources.
In addition, the online management system for science and technology tasks is introduced as a synchronized digital platform, allowing for the complete process from application submission, digital signing, progress tracking to research result management. This is considered a crucial platform for promoting the development of digital government and online public services in the field of science and technology.

Through these two workshops, the National Science and Technology Development Fund continues to affirm its strong commitment to innovation in science and technology management, aiming for a modern, transparent, efficient governance system that adapts to the requirements of digital transformation in the new era.
