Speed up site clearance for key projects

Many problems need to be solved

Currently, in Thuy Nguyen ward, there are 10 projects implementing site clearance, of which 8 projects are in the national defense land area and 2 projects are in the new urban area North of Cam River, with a total recovered area of more than 48 hectares, involving nearly 700 organizations and individuals.

Major projects include: Project to invest in building technical infrastructure for land areas belonging to the Navy Command (land area of Squadron 4); 2 projects to invest in building technical infrastructure for military land areas of Regiment 238/f363 and the barracks area of Division 363 (Air Defense - Air Force) in the area of 2 communes Thuy Son and Tan Duong (old); Anti-aircraft artillery site C172 (Unit 30017/Air Defense - Air Force directly used by Regiment 240); Minefield site C171 (Unit 30017/Air Defense - Air Force directly used by Regiment 240); Official site of Battalion TL72/e285; Factory X46 - new urban area North of Cam River; Squadron 4 - new urban area North of Cam River; Technical infrastructure investment project in the new urban area North of Cam River (Binh Bridge foot) and the project to build a road from the urban area North of Cam River to the VSIP industrial park road to Vu Yen island.

Although being deployed simultaneously in 2025, up to now, no project has completed site clearance. The main reason identified by the People's Committee of Thuy Nguyen Ward is the problem of verifying the origin of the land, compensation price, support... Specifically, the technical infrastructure project of the military land of Regiment 238/f363 and Division 363 (Air Defense - Air Force) in the area of Thuy Son commune (old) involves 165 households with agricultural land, up to now 163/165 households have received money, 2 households have not received it due to the petition of low compensation price and request to re-determine the origin of the land. The People's Committee of the ward is continuing to verify and resolve according to regulations.

At the Project to return land of the Navy 4 National Defense (former Hoa Dong commune), 8 households renting land with a total area of 5.28 hectares have expired, so they have not been compensated. However, 4 households have not yet handed over the land, causing delays. Some other projects also have construction works violating construction order, such as the project of the road from the North Cam River urban area to the VSIP industrial park road to Vu Yen island (2.4 km long). After checking, there are about 20 construction works with signs of violations within the project land area. The ward People's Committee is collecting documents, identifying the construction investor and strictly handling violations as a basis for site clearance.

Difficulties in legal procedures, people's rights and illegal construction works are causing the progress of many key projects to be behind schedule, affecting the implementation of defense projects and the development of urban space north of the Cam River, which is identified as one of the city's strategic development directions.

The project to invest in building technical infrastructure for the military land of Regiment 238/f363 and the barracks land of Division 363 (Air Defense - Air Force) in Thuy Son commune (old) is being leveled.

Strive to complete in November

In order to overcome the difficulties, on October 28, Mr. Le Anh Quan, Standing Vice Chairman of the City People's Committee, directly inspected the progress of key projects in Thuy Nguyen Ward, directing to focus on site clearance, compensation, resettlement support and completion of technical infrastructure. According to the Standing Vice Chairman of the City People's Committee, in 2025, Thuy Nguyen Ward was assigned a large investment capital, so it is necessary to focus on site clearance for key projects. The Thuy Nguyen Area Project Management Board must speed up the site clearance progress for the North Song Cam projects and defense land areas, striving to complete it in November 2025. In case of non-compliance, enforcement will be carried out in December. This is a drastic direction, demonstrating the city's determination to speed up the progress of strategic infrastructure projects, especially the route connecting North Song Cam - VSIP industrial park - Vu Yen island, opening up new development space for transportation, urban and tourism for Hai Phong.

Chairman of Thuy Nguyen Ward People's Committee Nguyen Van Vien said that, implementing the direction of the city's leaders, the ward mobilized the entire political system to propagate and mobilize people to agree and hand over the site soon. The goal is to complete in November, no later than December 2025. Along with that, the Ward People's Committee strengthened coordination with investors, city departments and branches to review each problem, propose specific solutions for each project, and ensure the assigned progress.

Specifically, for the Project of returning land to the 4th National Defense Fleet, the ward will issue a decision to enforce land recovery on November 10, organize enforcement on November 15 for the remaining 4 households, and is expected to hand over the clean site to the investor on November 20. For the Project of the 238th Regiment/f363 and Division 363 military land in Tan Duong commune (old), the ward will handle violations of 9 households with illegal constructions on the ditch behind provincial road 359, organize enforcement if they do not comply with demolition. At the same time, review 2 households living on agricultural land to consider appropriate support policies and move undeclared graves to complete the site clearance work.

With a determined spirit, the site clearance work for key projects in the ward is being accelerated, aiming to hand over the entire clean site in 2025. This is not only a condition to promote the progress of key projects in the area, but also contributes significantly to the development of a modern and sustainable urban area at the northern gateway of the city.
