Many obstacles need to be overcome.

Currently, in Thuy Nguyen ward, there are 10 projects undergoing land clearance, including 8 projects in the national defense land area and 2 projects in the North of Cam River new urban area, with a total land area of ​​over 48 hectares to be acquired, affecting nearly 700 organizations and individuals.

Major projects include: Investment project for the construction of technical infrastructure on land belonging to the Naval Command (land of Naval Squadron 4); 2 investment projects for the construction of technical infrastructure on military land of the 238th Regiment/363rd Division and the barracks area of ​​the 363rd Division (Air Defense - Air Force) in the area of ​​Thuy Son and Tan Duong communes (formerly); C172 anti-aircraft artillery position (Unit 30017/Air Defense - Air Force, directly used by Regiment 240); C171 minefield position (Unit 30017/Air Defense - Air Force, directly used by Regiment 240); Official position of Battalion TL72/e285; X46 Factory - North Cam River new urban area; Naval Squadron 4 - North Cam River new urban area; The projects include the investment in technical infrastructure in the new urban area north of the Cấm River (at the foot of the Bính Bridge) and the construction of a road from the North Cấm River urban area to the VSIP industrial park road leading to Vũ Yên Island.

Despite being implemented simultaneously in 2025, none of the projects have completed land clearance to date. The main reason, as identified by the Thuy Nguyen Ward People's Committee, is the difficulty in verifying land ownership, compensation rates, and support. Specifically, the technical infrastructure project for the military land of the 238th Regiment/363rd Division and the 363rd Division (Air Defense - Air Force) in the area of ​​the former Thuy Son commune involves 165 households with agricultural land. To date, 163 out of 165 households have received compensation, while 2 households have not yet received it due to complaints about low compensation rates and requests for re-determination of land ownership. The Ward People's Committee is continuing to verify and resolve the issue according to regulations.

At the National Defense Land Return Project for Naval Squadron 4 (formerly Hoa Dong commune), eight households leasing land totaling 5.28 hectares have had their contracts expire, meaning they are not eligible for compensation. However, four households have yet to hand over the land, causing delays. Several other projects have also seen violations of construction regulations, such as the project for the road connecting the North Cam River urban area to the VSIP industrial park and Vu Yen Island (2.4 km long). A review has identified approximately 20 structures showing signs of violations within the project land area. The People's Committee of the ward is currently collecting documents, identifying the construction investors, and strictly handling violations as a basis for land clearance.

Legal procedural obstacles, issues related to citizens' rights, and construction violations are causing delays in the progress of many key projects, affecting the implementation of defense projects and the development of urban space north of the Cấm River, which has been identified as one of the city's strategic development directions.

To address the difficulties, on October 28th, Mr. Le Anh Quan, Standing Vice Chairman of the City People's Committee, directly inspected the progress of key projects in Thuy Nguyen ward, directing a high level of focus on land clearance, compensation, resettlement support, and completion of technical infrastructure. According to the Standing Vice Chairman of the City People's Committee, Thuy Nguyen ward will be allocated a large investment capital in 2025, therefore, a high level of focus is needed on land clearance for key projects. The Thuy Nguyen Area Project Management Board must accelerate the land clearance process for the North Song Cam projects and national defense land areas, striving to complete it by November 2025. Those who do not comply will be subject to enforcement in December. This is a decisive directive, demonstrating the city's determination to accelerate the progress of strategic infrastructure projects, especially the road connecting the North of Cam River - VSIP industrial park - Vu Yen island, opening up new development opportunities for transportation, urban areas, and tourism in Hai Phong.

According to Nguyen Van Vien, Chairman of the Thuy Nguyen Ward People's Committee, following the city leaders' directives, the ward has mobilized the entire political system to promote and encourage residents to agree and hand over the land as soon as possible. The goal is to complete the project in November, or at the latest, December 2025. In addition, the Ward People's Committee is strengthening coordination with investors and city departments to review each obstacle and propose specific solutions for each project, ensuring the assigned schedule is met.

Specifically, for the National Defense Land Reclamation Project of Squadron 4, the ward will issue a decision to forcibly reclaim the land on November 10th, and organize the forced eviction on November 15th for the remaining 4 households, with the handover of the cleared land to the investor expected on November 20th. For the land project of the 238th Regiment/363rd Division and the 363rd Division in Tan Duong commune (formerly), the ward will address the violations of 9 households with illegal structures on the ditch behind Provincial Road 359, and organize forced demolition if they do not comply. At the same time, it will review 2 households currently living on agricultural land to consider appropriate support policies and relocate unregistered graves to complete the land clearance process.

With a resolute spirit, land clearance for key projects in the ward is being accelerated, aiming to hand over all cleared land by 2025. This not only facilitates the progress of key projects in the area but also contributes significantly to the development of a modern and sustainable urban area at the northern gateway of the city.
