The Chairman of the People's Committee of An Giang province addresses difficulties and obstacles in projects serving APEC 2027.

On the afternoon of December 18th, in the Phu Quoc Special Economic Zone, Mr. Ho Van Mung, Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang Province, chaired a meeting to review the progress of implementing sub-projects and infrastructure projects serving the APEC 2027 Conference (17th session).

Strengthen propaganda and mobilize the people.

Speaking at the meeting, Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang Province, Ho Van Mung, emphasized that preparing for APEC 2027 is a very important task for the entire political system, requiring decisive, synchronized, and unified involvement from the provincial level to the grassroots.

The comrade requested that during the implementation of projects and works, all regulations and principles must be strictly adhered to, preventing any errors and ensuring thoroughness and compliance with the law.

The Chairman of the Provincial People's Committee noted that handling related tasks for APEC 2027 should be done in the spirit of a "green channel," shortening the time, simplifying procedures while still ensuring compliance with regulations, contributing to accelerating progress and improving the efficiency of implementing key tasks.

Ho Van Mung, alternate member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang province, delivered a speech at the meeting.

Comrade Ho Van Mung requested that the departments and agencies directly involved in preparing for the APEC Conference focus intensely on their assigned tasks, organize implementation according to the daily schedule, and promptly resolve any difficulties or obstacles that arise.

The Chairman of the Provincial People's Committee requested that efforts be intensified in mobilizing and disseminating information to create consensus among the people regarding the handover of land and premises to contractors for the construction of projects.

At the same time, investors are urged to proactively coordinate closely with the government and relevant agencies to participate in propaganda and mobilization efforts at the grassroots level, recognizing this as a particularly important task that is decisive to the overall progress.

The comrade acknowledged the attention of the Party Committee and the government of the Phu Quoc Special Economic Zone and requested that efforts in propaganda, dialogue, and explanation be further strengthened so that the people understand, share, and cooperate with the local authorities.

The Chairman of the People's Committee of An Giang province requested strict handling of cases of exploiting policies for compensation and resettlement support in the implementation of the project.

The Chairman of the Provincial People's Committee affirmed the province's consistent policy of expanding investment in Phu Quoc International Airport, and requested media agencies to strengthen information and propaganda to fully and promptly clarify the overall benefits of the project for socio-economic development, creating high consensus among the people…

Disbursement of guaranteed funds

According to the Department of Construction, the disbursement rate for the projects: Undergrounding of technical infrastructure in Duong Dong area; Undergrounding of technical infrastructure in An Thoi area; and Provincial Road DT.975 (section from DT.973 - Phu Quoc Airport - DT.975 - DT.973) is basically in line with requirements.

The first phase of the urban metro line project has completed the appraisal and submitted for project approval; the contract is expected to be signed on December 19, 2025, and construction to begin, with completion scheduled for June 2027.

The APEC Convention Center project is expected to be submitted for project approval in January 2026; contract negotiations and construction will begin in February 2026, with completion in June 2027.

According to the An Giang Provincial Project Management Board for Agricultural and Rural Development Construction Projects, the Cua Can reservoir investment project has a total estimated investment (construction component project) of VND 863.577 billion. VND 300 billion has been allocated, with 97% already disbursed.

The Duong Dong 2 reservoir investment project has a total investment (construction component project) of VND 1,520.698 billion. The allocated capital plan has been VND 237 billion, with 100% disbursed.

Regarding the project to construct embankments and level the ground for the APEC Conference Center and other functional facilities, the People's Committee of An Giang province issued an emergency construction order and approved the project. The investment scale for the construction of embankments to protect the shoreline and level the ground to create a land reserve of 57 hectares in the Bai Dat Do area, classified as a Group B project under the Public Investment Law, has a total investment of 1,400 billion VND. The implementation period is 2025-2026.

The APEC Boulevard project was approved by the People's Committee of An Giang province with an emergency construction order and a total investment of approximately 1,820 billion VND. The project is scheduled for implementation between 2025 and 2027.

Regarding the project to invest in technical infrastructure and digital transformation to build a smart monitoring and control center for comprehensive management of Phu Quoc to serve the APEC 2027 Conference, the Department of Science and Technology of An Giang province, in coordination with the People's Committee of Phu Quoc Special Economic Zone, is implementing a plan to construct items such as cameras, security monitoring systems, traffic monitoring systems, environmental monitoring systems, etc.

Continue coordinating with departments and divisions of the Phu Quoc Special Economic Zone People's Committee to conduct supplementary surveys of the current situation and finalize the detailed design (construction drawings and cost estimates) for the investment project in technical infrastructure and digital transformation to build a smart monitoring and control center for comprehensive management of Phu Quoc.

The Department of Science and Technology continues to deploy the digital citizen application software (field reporting software); and coordinates with the People's Committee of Phu Quoc Special Economic Zone to deploy remote sensing image software to serve the management needs of Phu Quoc Special Economic Zone, which is part of the software subsystem of the project…

According to the Department of Agriculture and Environment of An Giang province, regarding construction materials, the total projected demand for projects serving APEC 2027 includes approximately 16.3 million ^m³ of sand for embankment; approximately 4.8 million ^m³ of various types of stone; and approximately 5.2 million ^m³ of earth for embankment.
