The Department of Health currently manages 19 city-level hospitals, 05 regional general hospitals, 02 branches; 07 specialized centers; 05 Social Protection Centers; 375 Commune, Ward, and Special Zone Health Stations. In the city, there are 06 hospitals under the Ministry of Health. In addition to the public health system, private health facilities include: 13 private hospitals; 89 general clinics, 1,503 specialized clinics, 151 health service facilities, 20 traditional medicine examination and treatment facilities... After merging the administrative boundaries of Hai Phong City and Hai Duong Province, the City Department of Health has strengthened state management, stabilized the organizational apparatus, resolutely implemented professional activities, focused on digital transformation, technology transfer, remote medical examination and treatment... in the field of treatment. Through implementation, the gap in quality and effectiveness of diagnosis and treatment between professional levels has been gradually narrowed; creating conditions for all people to access and enjoy high-quality medical services, contributing to the implementation of equity in health care; reducing the overload situation at specialized hospitals. Treatment units in the city have received 36 technical packages from the central level, city-level units have transferred 16 techniques to lower-level hospitals... The rate of referrals to central-level hospitals has gradually decreased.

The infection control system has not been invested in enough to meet the medical examination and treatment needs of the units. There are not many services provided on demand. Units have not shared much experience in improving quality on forums. The development of diagnostic and treatment guidelines and technical procedures at a few units has not been updated regularly...

Strictly implement professional regulations, medical record regulations, drug use regulations, technical processes of the Ministry of Health, improve professional and technical qualifications. Accelerate the digital transformation of the health sector. Ensure adequate equipment, medicines, medical supplies, and testing chemicals for medical examination and treatment. Mobilize resources from the central budget, city budget, aid, and socialization... to invest in health infrastructure. Continue to review and upgrade the overall health sector, invest in modern medical equipment.
