Many obstacles

According to the report, for the North-South railway safety corridor project and the corridor in front of the Chu Lai - Truong Hai Automotive and Mechanical Industrial Park (Tam Hiep commune, Nui Thanh district), the Nui Thanh District People's Committee has prepared and approved compensation plans for affected households in accordance with relevant regulations.

However, the households did not agree to accept the compensation, hand over the land, and proceeded to file lawsuits with people's courts at all levels. To date, the appellate people's court has heard the case and rejected the lawsuit.

Mr. Truong Van Trung, Vice Chairman of the People's Committee of Nui Thanh District, said that the district government has directed relevant agencies to consolidate the dossiers for the forced land reclamation in accordance with regulations, with completion expected before March 31st.

For the Chu Lai - Truong Hai Automotive Mechanical Industrial Park Project, Phase 3, the People's Committee of Nui Thanh District has approved the compensation, support, and resettlement plan for 10.34 hectares; of which, people have received compensation for 9.98 hectares, and 0.36 hectares, comprising 6 plots and 5 households, have not yet received compensation (total amount of 759 million VND).

The households are requesting compensation for land and housing; they are requesting full compensation for their houses and architectural structures. The People's Committee of Nui Thanh District will organize campaigns to persuade households to accept the money and hand over the land before March 10th. Furthermore, for this project, the People's Committee of Nui Thanh District has not yet developed a compensation, support, and resettlement plan for the 10.68 hectares.

While the compensation and resettlement plan is still facing many obstacles due to the uncertainty surrounding land ownership and compensation rates, seven households not located within the project area are significantly impacted by the project's implementation.

Mr. Pham Tu (Phai Nhon village, Tam Hiep commune) said that since the project started, every time there is heavy rain, seven houses are always flooded because the water is blocked and cannot drain; environmental pollution and dust constantly occur; and the lack of roads makes travel difficult. "We hope that when the project is implemented, the investor will address the aforementioned shortcomings," Mr. Tu said.

The THACO Chu Lai Industrial Park infrastructure construction and operation project (451 hectares, Tam Anh Nam commune) has been unable to clear land for many years. The reason is that households believe the compensation offered is too low.

Mr. Pham Van Danh (Tien Xuan 2 hamlet, Tam Anh Nam commune) said that although the area planted with perennial trees is worth a lot less than the area of ​​forest land designated for production, the authorities have not yet agreed on a compensation plan.

Urgent action needed

Recently, Chairman of the Provincial People's Committee Le Van Dung chaired a working session with the People's Committee of Nui Thanh District and relevant departments and agencies regarding obstacles in compensation and land clearance for key projects invested by THACO.

Representatives from THACO's office in Nui Thanh district expressed their desire for the Provincial People's Committee to direct the District People's Committee and relevant units to focus on resolving obstacles and promptly hand over the land so that THACO can commence key projects in 2025.

Regarding this, Mr. Le Van Sinh, Chairman of the People's Committee of Nui Thanh District, said that in the past period, the locality has focused all resources on implementing land clearance and compensation for key projects.

The local authorities have made great efforts but have not yet met the requirements. The district will focus on monitoring, urging, and rectifying shortcomings to better perform the task in the future.

Chairman of the Provincial People's Committee Le Van Dung stated that promoting THACO's investment projects will contribute to Quang Nam 's growth. Therefore, it is necessary to expedite land clearance and compensation to accelerate the implementation of THACO's key projects.

Chairman of the Provincial People's Committee Le Van Dung requested Nui Thanh district to effectively fulfill its responsibility in resolving obstacles and completing land clearance and compensation so that THACO can start construction of projects in 2025, disburse all capital according to THACO's plan this year, and promote growth for the province.

Nui Thanh District needs to coordinate closely with provincial agencies, making maximum use of policies and mechanisms to support people affected by the project; and continue to encourage people to hand over the land as soon as possible. Once the agencies of Nui Thanh District implement land compensation and clearance strictly, in accordance with regulations, and with fairness and reason, it is expected that the people will agree and support it.
