The amount of users' personal information stolen in the first six months of 2024 increased by 50% compared to the same period in 2023. Meanwhile, from 2011 to the present, the estimated area of forest damaged is over 22,800 hectares.
On November 4th, the National Assembly held a plenary session to discuss: evaluating the results of the implementation of the socio- economic development plan for 2024; and the projected socio-economic development plan for 2025.

Representative Tran Quoc Tuan (Tra Vinh delegation) mentioned the need to strengthen the handling of fraud and information theft cases on social media. According to Mr. Tuan, statistics show that in 2023, Vietnam was among the top 10 hotspots for cybercrime in the world . The Vietnam Information Security Warning Portal recorded approximately over 13,900 cyberattacks on agencies, organizations, and businesses, and received nearly 16,000 reports of online fraud cases.
Mr. Tuan estimated that the total amount of money people were scammed out of online was approximately 8-10 trillion VND, a 1.5-fold increase compared to 2022. Of this, 91% involved impersonation and fraud in the banking and finance sectors. In addition, the amount of personal information stolen from users in the first six months of 2024 increased by 50% compared to the same period in 2023, causing many negative consequences for society.
Therefore, Mr. Tuan suggested that the National Assembly and the Government should focus on directing proactive and effective measures to prevent and promptly handle cases when they are discovered.
Representative Nguyen Thi Yen (from Ba Ria-Vung Tau delegation) assessed that, in the past period, the Government has not only issued and directed the rectification of outstanding documents, but also prepared many draft laws to be submitted to the National Assembly, including some laws passed through a single session, in order to remove "bottlenecks" and create a solid legal framework for comprehensively managing and governing socio-economic affairs.
To ensure effective implementation, Ms. Yen suggested that outstanding documents be issued soon, and that sub-laws be promptly promulgated to ensure synchronized implementation when the Law comes into effect, focusing on disseminating and educating the public about the law.

Meanwhile, National Assembly Deputy To Van Tam (Kon Tum delegation) expressed concern that forest damage continues and is at risk of increasing. Data shows that from 2011 to the present, the estimated area of damaged forest is over 22,800 hectares. Of this, approximately 13,000 hectares were damaged by fire, while the remainder was due to illegal logging.
According to Mr. Tam, forest damage causes many serious consequences such as loss of biodiversity, reduction in the natural and cultural value of forests, climate change, soil erosion, and is one of the factors contributing to extreme and unusual weather. “Illegal deforestation remains a pressing issue that needs to be thoroughly addressed. The government needs to further strengthen forest management and protection, and thoroughly deal with illegal deforestation,” Mr. Tam said, and suggested that the National Assembly and the Standing Committee of the National Assembly should supervise reforestation and replacement forest planting.
Regarding the government, Mr. Tam suggested that it is necessary to assess the effectiveness of forest cover on biodiversity, the forest environment, the impact of climate change mitigation, drought, and landslide prevention; strictly control economic and social development projects that involve forest conversion; and have effective reforestation plans in place before granting permits for forest clearing.
Representative Nguyen Thi Thu Nguyet (Dak Lak Delegation) stated that data from 2024 shows that traffic safety and security continue to worsen. Among the causes, the management and control of electric bicycles is particularly noteworthy. Although the number of traffic accidents caused by electric bicycles is not yet high, many are very serious, leaving tragic consequences for families and society.
With the rapid increase in number, variety, and the majority of riders being students, electric bicycles pose a potential risk to safety and cause traffic accidents. "Given this alarming situation, we propose that the Government promptly issue a Decree and guiding legal documents once the Law on Road Traffic Order and Safety officially comes into effect," Ms. Nguyet stated.
