A particularly important content in the 6 solutions emphasized by General Secretary Nguyen Phu Trong is: It is necessary to focus on training and fostering the army cadres in the spirit of "7 dares": "Dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, be creative, dare to face difficulties and challenges and dare to act for the common good". This is both an urgent and consistent requirement for army cadres in the current period.
In my opinion, to meet the requirements of the mission, military officers, regardless of their position, must possess four qualities: ethics, courage, intelligence and responsibility. In which, the role of responsibility is emphasized, not only to fulfill one's own duties and tasks, but each person must have awareness and responsibility for the collective and the community. Responsibility is both a driving force and a "steering wheel" to help each officer overcome all difficulties to fulfill assigned duties and tasks well.

In the past, for many reasons, there were still a few cadres with different ages and positions whose responsibilities at work were limited. Manifestations include: Still being respectful, avoiding, afraid of conflict, saying things that do not match with doing things; lacking enthusiasm, working slowly, shirking responsibility, taking credit and blaming; following the old path, lacking flexibility and creativity; comparing gains and losses, choosing jobs and positions, being afraid of difficulties and hardships; falling into individualism, seeking benefits for themselves... The above negative manifestations greatly affect the nature, tradition and image of military cadres. They weaken the solidarity, unity, fighting strength and ability to complete the unit's tasks.
In fact, at Brigade 101, Naval Region 4, the main task is to train, be ready for combat, and act as a mobile force to support the protection of the sovereignty of the sea and islands of the Fatherland, focusing on the Truong Sa archipelago and other assigned tasks. The nature of the special mission of the naval infantry force is fraught with many difficulties and complexities. The harsh operating environment is closely linked to the sea and islands. Although the lives of soldiers and the military rear have been given attention and gradually improved by all levels, they still do not meet the practical requirements of life. If the cadres lack responsibility or do not have a high level of responsibility, they cannot complete their tasks.
In the coming time, with the task of building a revolutionary, disciplined, elite, modern unit and enhancing its strength and combat readiness, firmly protecting the sovereignty of the sea and islands of the Fatherland, the requirements are increasingly high. Therefore, in order to successfully complete the assigned tasks, the units need to pay attention to training and developing the army cadres to perform well the "7 dares" in the spirit of the direction of General Secretary Nguyen Phu Trong.

The management and command work of grassroots cadres today is under a lot of pressure, high work intensity, high requirements, difficult family economy, solving social relationships... creating many worries and great pressure for each individual. If one does not dare to face difficulties and challenges, and promote one's own responsibility, it is easy to falter, become discouraged, and fall into individualism. Therefore, each cadre, regardless of position, must actively cultivate and train political qualities, study to improve qualifications, knowledge, and comprehensive capacity, and promote spirit and responsibility for work.
In addition, each Party Committee and commander at all levels needs to closely pay attention to, care for, and build a team of cadres in all aspects. Thoroughly grasp, seriously, fully, and effectively implement regulations and procedures for cadre work. Have appropriate policies to encourage, motivate, promote, and appoint cadres who dare to face difficulties and challenges, dare to take responsibility, and create motivation for cadres to strive to rise up, be ready to receive and determined to complete all assigned tasks well. Only then can we meet the requirements of the mission, build a revolutionary, disciplined, elite, and modern Vietnam People's Navy, as the core to firmly protect the sacred sovereignty of the sea and islands of the Fatherland.
