Looking back at the 2021-2026 term, the City People's Council's scope of activities was enormous, with a massive workload and increasingly demanding requirements. Over the five years, the People's Council held 40 sessions, issued 799 resolutions, including 187 normative legal resolutions and 612 individual resolutions; specifically in the field of normative legal documents, 219 resolutions were passed. Practical implementation shows that, alongside many effective policies, a considerable number of resolutions still face difficulties in being put into practice. Some documents required multiple revisions, and some content was slow to be implemented.
At the conference summarizing the activities of the 8th term of the People's Council, 2021-2026, the leaders of the Department of Justice pointed out several issues that need attention. Accordingly, the work of appraising legal normative documents plays a role in ensuring the constitutionality, legality, consistency, and feasibility of policies before submitting them to the People's Council for approval. However, the adherence to the document drafting process in some agencies has not been truly serious; the quality of proposals and drafts is still limited, lacking investment in research, and failing to fully clarify the legal and practical basis.
In many cases, documents are submitted for review close to the deadline, causing the review process to be rushed and directly affecting the quality of the documents. The process of soliciting input for lawmaking still falls short of requirements and remains largely superficial; many comments lack in-depth critical analysis, and some even lack consensus among agencies, leading to difficulties in policy refinement and requiring multiple rounds of consultations...
While voter outreach activities have seen many positive changes, the resolution of some petitions still needs to be expedited. This shows that, for the resolution to be truly effective, it requires synchronized, decisive action and close monitoring throughout the entire implementation process, from drafting to deployment and supervision.
Innovate the way things are done.
In the context of increasingly demanding development, policy approaches require a strong shift towards substance and effectiveness. Each resolution should not only be issued but also meticulously prepared based on comprehensive practical data, with clear impact assessments, and specifically identifying resources and implementation roadmaps.
At the Conference summarizing the activities of the 8th term of the People's Council, 2021-2026, the Director of the Department of Justice, Nguyen Van Hung, proposed focusing resources to ensure progress and improve the quality of document drafting. He emphasized the responsibility of the head of department in advising and issuing policies. He stressed the importance of leveraging collective intelligence and mobilizing the participation of experts, scientists , and citizens, making it a mandatory requirement rather than a mere formality. Simultaneously, he called for the promotion of technology application and the digitalization of policy development and monitoring processes, thereby enhancing transparency and management efficiency.
Recently, at the regular March meeting of the City People's Committee, Vice Chairman Tran Huu Thuy Giang requested that departments and agencies comprehensively review all programs set forth by the People's Committee, including the preparation of proposals, projects, and resolutions, and proactively implement them on schedule; resolutely rejecting delays in submission. At the same time, it is necessary to overcome the problem of accumulating documents at the last minute, ensuring quality and proactiveness in advising and submitting proposals to the People's Committee for consideration and decision by the City People's Council in accordance with regulations.
According to the Standing Deputy Secretary of the City Party Committee and Chairman of the City People's Council, Pham Duc Tien, in the new term, the City People's Council will focus on core pillars, first and foremost improving the quality of policy decisions, prioritizing the work of review and critique, ensuring that each resolution has a solid practical basis, is linked to resources, and has a clear roadmap.
Strengthening the supervision of the implementation of resolutions, as well as key programs and projects of the city, is identified as a crucial step in improving the effectiveness and efficiency of the People's Council in the new term.
