Recently, the National Assembly delegations from Dong Thap and Hung Yen provinces proposed to the Ministry of Finance to extend the implementation of the 2% value-added tax (VAT) reduction policy until the end of 2024 to support businesses in the current difficult circumstances.
According to the two petitioners, businesses are currently facing many difficulties in production. To encourage greater consumption and contribute to the recovery of business production, voters propose a further 2% reduction in the VAT rate for goods and services currently subject to a 10% VAT rate (to 8%).
At the same time, the delegations from Hung Yen and Dong Thap proposed a further 30% reduction in land lease fees.

Regarding the issue of further reducing VAT by 2%, the Ministry of Finance stated that, to support people and businesses, on June 29, 2024, the National Assembly passed Resolution No. 142/2024/QH15 at the 7th session of the 15th National Assembly.
The resolution states: Continue to reduce the VAT rate by 2% for the groups of goods and services specified in Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies supporting the socio-economic recovery and development program, from July 1, 2024 to December 31, 2024.
Regarding the proposal to further reduce land rent by 30%, the Ministry of Finance stated that it had sent Official Letter No. 5461/BTC-QLCS dated May 29, 2024, to the Prime Minister reporting on the policy of reducing land and water surface rent in 2024, and the Prime Minister had given instructions in Official Letter No. 4932/VPCP-NN dated July 12, 2024, from the Government Office.
Accordingly, the Government has assigned the Ministry of Finance to research and report to the Government on regulations regarding land rent reduction in 2024, ensuring compliance with the authority and provisions of the 2024 Land Law.
To provide a basis for carrying out the tasks assigned by the Prime Minister, the Ministry of Finance is requesting ministries, sectors, localities, corporations, and general companies to summarize and evaluate the implementation of the Prime Minister's decisions on reducing land rent in previous years and propose policies on reducing land and water surface rent to further alleviate difficulties and support production and business activities.
However, according to Clause 2, Article 157 of the 2024 Land Law (effective from August 1, 2024), the Government may prescribe other cases of exemption or reduction of land use fees and land rent not stipulated in Clause 1 of this Article after obtaining the approval of the Standing Committee of the National Assembly.
