(Baothanhhoa.vn) - Thanh Hoa province is urgently preparing the final tasks to operate the two-tiered local government model as planned. From June 18th to 25th, all 166 newly established communes and wards in the province will simultaneously conduct trial operations.

This content was reported by the Standing Committee of the Provincial Party Committee and the Provincial People's Committee and received unanimous agreement at the Provincial Party Standing Committee meeting on the afternoon of June 13th. This shows that Thanh Hoa province is ready for the historic moment of transforming its operational model from a three-tiered to a two-tiered local government.

According to the report, the trial operation includes organizing the first meeting of the newly established People's Committee of the commune/ward to approve the working regulations, work program, and implement specific tasks; organizing an emergency response conference for natural disasters; operating the on-site command and control mechanism; inspecting logistics, evacuation of people, and coordination of forces for disaster prevention and control... In addition, a trial operation of the commune-level public administrative service center will be conducted based on a service-oriented, professional, and efficient government model.

Also at this conference, the Standing Committee of the Provincial Party Committee gave its opinion on the proposed program for the first session of the People's Councils of communes and wards, term I, 2021-2026; and the plan for a simulated exercise on organizing a conference to implement the plan for the Party congresses of communes and wards, term 2025-2030.

Preparing human resources, facilities, and information technology infrastructure for the newly established communes and wards has been identified by the province as a particularly important task. This work has been carried out by the province, relevant agencies, and localities within the province with urgency but also utmost caution, ensuring thoroughness and meticulousness in every stage and step.

Accordingly, the selection of the working headquarters for the Party Committee, People's Council, People's Committee, Fatherland Front Committee, and political and social organizations of the new communes and wards is based on many factors with the goal of ensuring smooth, efficient, and effective leadership, direction, and management, as well as best serving the needs of the people and businesses.

One of the very important issues is ensuring the information technology infrastructure, LAN networks, and information systems serving the operations of the two-tiered local government. The Standing Committee of the Provincial Party Committee has given specific opinions, and the Provincial People's Committee has directed relevant departments and units to urgently and synchronously implement these measures. During the implementation process, provincial leaders regularly check progress and promptly direct the resolution of obstacles.

Another issue is organizing the commune-level public administrative service center to ensure the best possible service for citizens and businesses, without interrupting work. The staffing plan is considered based on many factors, ensuring that personnel can immediately meet the demands of new tasks.

These actions are aimed at ensuring that beneficiaries experience the superiority of the new system right from the start of its operation.

In addition to the planned pilot activities in the coming days, at the meeting of the Provincial Party Standing Committee to discuss the preparation of conditions for organizing and operating the new model of Party committees, government agencies, and mass organizations at the commune and ward levels, Provincial Party Secretary Nguyen Doan Anh requested that additional training content be considered regarding citizen reception; the provincial-level direction and management of commune-level activities; and the implementation of online reporting mechanisms from commune-level to provincial-level authorities. For each training content and scenario, a detailed operational plan must be developed, specifying the timeframe; clearly assigning responsibilities, especially to the person in charge; and establishing a plan for evaluation and lessons learned immediately after the training.
