Pù Nhi commune is a mountainous border area in the western part of Thanh Hóa province, with a border stretching over 15km bordering Viêng Xay district, Hủa Phăn province (Laos). With 2 trails and 3 border markers covering a total area of ​​65km2, this area is often exploited by individuals to organize illegal immigration and other law violations.

The police in Pù Nhi commune regularly monitor the area, gather information, and educate and mobilize the people.

In response to this situation, the Pù Nhi Commune Police have advised the local Party Committee and government on numerous solutions to ensure security and order. Specifically, the commune police have focused on implementing a comprehensive range of professional measures in a proactive and holistic manner, closely monitoring the area and engaging with the people. Beyond simply reviewing and strictly managing individuals under their supervision, the commune police force regularly analyzes, assesses, and forecasts the situation at different times and in different areas, thereby identifying potential risks that could lead to complex security and order issues. In particular, the work of monitoring households, individuals, and population movements is carried out scientifically, with a clear focus and priorities. From this, the commune police force not only maintains strict control but also proactively approaches, educates , and deters offenders, collaborating with families and community organizations to prevent crime at its root and minimize the conditions that give rise to it.

Na Meo commune has a long border, numerous trails and openings, and the Na Meo international border gate, making it a potentially vulnerable area for security and order. To maintain security and order, the commune police regularly monitor the situation at the grassroots level, proactively keeping abreast of border developments, promptly detecting, combating, and thwarting all subversive plots and activities of hostile forces. Simultaneously, they intensify efforts to disseminate and educate the people on the law through integration into village meetings. This includes clearly outlining the methods and tactics of various types of criminals so that the people are aware, vigilant, and can take preventative measures. In addition, the commune police coordinate with officers and soldiers of the Na Meo International Border Gate Border Guard Post to develop a plan for patrolling and protecting the border and boundary markers, and to increase the number of officers and soldiers in the villages to effectively manage temporary residence and absence, and organize patrols to ensure security and order in the villages. They proactively monitor the situation, review prominent and pressing issues related to security and order in each village to develop timely solutions. Specifically, in the first five months of 2026, the Na Mèo Commune Police, in coordination with border guards, arrested and prosecuted 3 cases/6 individuals for drug-related crimes, seizing 0.421 grams of heroin and 16 synthetic drug pills...

Thanh Hoa province has 213.6km of border with Hua Phan province (Laos), with one international border gate, two national border gates, and hundreds of trails and crossings along the border. In recent times, the security and order situation along the border of Thanh Hoa province has been generally stable. However, due to the rugged mountainous terrain and scattered population, this area still poses a potential risk for individuals to exploit for illegal activities, especially illegal entry and exit, smuggling, and other crimes. In response to this situation, the police in border communes have proactively advised local Party committees and authorities to implement comprehensive solutions to ensure security and order; at the same time, they have closely coordinated with all levels, sectors, organizations, and border guards to strengthen the dissemination of laws, raise awareness, and enhance the responsibility of all segments of the population in strictly complying with legal regulations in general, and regulations on entry, exit, and residence in particular. Identify the methods, tactics, and consequences of various types of crimes; and encourage the public to raise awareness, proactively provide information, and report violations. In addition, strengthen coordination with relevant agencies, implement professional measures, and effectively combat various types of crimes and violations of the law, ensuring security and order in border areas and border gates.

Through various practical solutions and activities, in recent years, political security and social order in border communes have been consistently maintained; crimes, social vices, and law violations have been controlled. In the coming period, the police forces in border communes will continue to proactively advise local Party committees and authorities, coordinate with border guards and local organizations to effectively carry out propaganda and awareness campaigns; and strengthen patrols and controls, closely monitor the local situation, and resolutely handle violations. This will contribute to maintaining border security and promoting the socio-economic development of the locality.
