The Ministry of Justice has released the assessment report on the draft decree stipulating the functions, tasks, powers, and organizational structure of the Ministry of Ethnic Minorities and Religions.
According to the draft decree, the organizational structure of the Ministry of Ethnic Minorities and Religions comprises 12 units.
This includes the Planning and Finance Department, the Personnel and Organization Department, the Legal Department, the International Cooperation Department, the Department of Propaganda on Ethnic and Religious Affairs, and the Office.
Along with that are the Government's Religious Affairs Committee, the Department of Ethnic Strategy and Policy, the Center for Digital Transformation, the Academy of Ethnic and Religious Studies, Vietnamnet newspaper, and the Journal of Ethnic and Religious Studies.
Upon review and assessment, the organizational structure of the ministry during the 2021-2026 government term is found to be fundamentally reasonable and consistent with its assigned functions, tasks, and powers.
The departments, the Government Religious Affairs Committee, the Ministry's Office, and the affiliated units serving the state management functions under the Ministry all meet the establishment criteria.
Therefore, the proposal is to maintain the stability of 7 state management units including the Planning and Finance Department, the Personnel and Organization Department, the Legal Department, the International Cooperation Department, the Department of Propaganda on Ethnic and Religious Affairs, the Office, and the Government Religious Affairs Committee (Type 2 department).
The Ministry proposes establishing a Department of Ethnic Strategy and Policy (a type 2 department) based on the existing Policy Department, with additional responsibilities.
The proposal is based on the Central Committee's guidelines in the Party's 14th National Congress documents, the Politburo's conclusions, and the Ethnic Affairs Strategy for the period 2021-2030, with a vision to 2045.
The establishment of this department aims to strengthen state management in advising, researching, and planning strategies, and organizing the implementation of ethnic policies, ensuring adherence to the Party's guidelines on strengthening ethnic policies in the new situation.
The department is expected to perform the functions and tasks of advising the Minister on state management of ethnic policies, science and technology, basic research, and environmental protection.
In addition, they preside over the development of legal documents and specific policies for socio-economic development in ethnic minority and mountainous areas, especially in difficult areas, border regions, and security zones.
The Department will advise on policies regarding culture, language, influential figures, and address social issues such as gender equality and child marriage. It will also be responsible for reviewing and inspecting the implementation of ethnic policies nationwide to propose improvements and manage tasks...
The Ministry also proposed maintaining the stability of three public service units: Vietnamnet newspaper, the Journal of Ethnic and Religious Studies, and the Center for Digital Transformation.
It is proposed to rename the National Academy of Ethnic Minorities to the Academy of Ethnic Minorities and Religions to align with the ministry's state management functions and the academy's current functions and tasks.
The Ministry of Ethnic Minorities and Religions is a government agency responsible for the state management of ethnic minority, religious, and belief-related sectors and for the state management of public services within the ministry's purview, as stipulated by regulations.
