The Ministry of Science and Technology is drafting the revised Postal Law and seeking feedback from affected parties.

Those sending goods via postal services must provide identifying information.
The draft regulations detail the identification and tracing of postal items. Postal items are defined as: Letters and packages/parcels that are accepted, sorted, transported, and delivered to the recipient's address or agreed-upon receiving location.
Each postal item must be assigned a unique identifier within the postal service's system, created by the postal service from the moment the item is accepted and maintained continuously and without interruption throughout the service provision process.
The postal identification code is used to track, manage, and trace postal items throughout the entire process of acceptance, sorting, transportation, and delivery, and also serves to manage and utilize postal data in accordance with the law.
The sender is obligated to provide identifying information as required by law regarding electronic identification and authentication. Postal businesses also need to identify the person directly using the postal service when processing the receiving and sending of items.
According to the Ministry of Science and Technology, the new regulations on ensuring safety and security in the application and use of postal services include: supplementing regulations on the responsibility of postal enterprises in identifying senders and storing sender identification information and postal item information so that it can be retrieved for verification purposes when requested by competent authorities.
When there are grounds to believe that a postal item shows signs of violating the law, the postal enterprise is responsible for temporarily suspending service for that item for the necessary period to inspect, verify, and notify the competent state agency for handling in accordance with the law.
The competent state agency is required to temporarily suspend the provision of services, inspect and process postal items, or request information on the use of postal services within the scope of its assigned functions and duties; ensure that copyright documents, origin of goods, and other necessary documents as prescribed during the transportation of goods, and may present them to the competent authorities upon request.
The purpose of identification is to supplement the sender's responsibility in providing their identifying information when using postal services, being responsible for the contents of the postal item, and providing the original or a copy of the invoice, receipt, professional license, certificate, or other document certified by a competent authority along with the package or parcel.
According to the plan, the draft Law on Postal Services (amended) will be submitted to the National Assembly for consideration at the October 2026 session.
