Proposal to amend the Regulations on national excellent student selection exams

(Chinhphu.vn) - The Ministry of Education and Training is drafting a Circular amending and supplementing a number of articles of the Regulations on national excellent student selection exams issued together with Circular No. 17/2023/TT-BGDDT dated October 10, 2023 of the Minister of Education and Training.

Each participating unit can register a maximum of 10 candidates for each team in each subject.

According to the Ministry of Education and Training , the amendment and supplementation of a number of articles of the Examination Regulations aims to guide the participating units in registering the maximum number of candidates for each exam team, and at the same time, deploy the work of checking and supervising the stages of the exam in accordance with regulations.

The draft proposes to maintain the maximum number of candidates registered for each exam subject for each unit as in previous years. This regulation aims to avoid disruption and ensure the rights of candidates before implementing the arrangement of administrative units according to Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly .

Specifically, for the national excellent student selection exam: Each participating unit is allowed to register a maximum of 10 candidates for each team in each subject (in particular, the Hanoi participating unit is allowed to register a maximum of 20 candidates for each team). The participating units that arrange provincial-level administrative units according to Resolution No. 202/2025/QH15 of the National Assembly shall comply with the appendix issued with this Circular.

In addition, the draft adjusts the Examination Regulations to suit the functions and tasks of inspection and examination activities during the organization of the examination, according to the provisions of Decree No. 109/2025/ND-CP dated May 20, 2025 of the Prime Minister on the functions, tasks, powers and organizational structure of the Government Inspectorate.

Specifically, the draft proposes to amend and supplement Clause 1, Article 38 of the Examination Regulations: The Ministry of Education and Training decides to establish inspection teams for the preparation and organization of examinations for participating units and the Examination Council; inspect the work of marking and reviewing examinations according to legal regulations; if necessary, the Minister of Education and Training decides to establish inspection teams.
