General Secretary To Lam: The internal affairs sector must take the lead in creating a modern administration and ensuring social security.

On the afternoon of August 27, in Hanoi , the Ministry of Home Affairs held a ceremony to celebrate the 80th anniversary of the establishment of the Ministry of Home Affairs (August 28, 1945 - August 28, 2025) and the 1st Patriotic Emulation Congress. General Secretary To Lam attended and delivered an important speech, recognizing, expressing gratitude and orienting the development of the sector in the new period.

Speaking at the ceremony, General Secretary To Lam emphasized the special significance of this anniversary when from March 1, 2025, the new Ministry of Home Affairs was established on the basis of merging the Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs, with a strategic vision of building a multi-sectoral, multi-field ministry with sufficient scale and stature to create a modern administration, ensure social security, contribute to a fair, progressive, civilized society, and increasingly prosperous and happy people.

The General Secretary reviewed the 80-year journey, from the early days of nation building, when the country's administrative system faced countless difficulties and challenges, with different names and many changes from the Ministry of Home Affairs in the Provisional Government of the Democratic Republic of Vietnam, to the current Ministry of Home Affairs, the home affairs sector under the leadership of the Party, the Government, and the support of the people has accompanied the country through a journey of nearly a century to affirm its mettle, efforts, and specific, direct contributions to the country and the people.

In difficult times, especially the recent COVID-19 pandemic, the industry has proactively and promptly advised on policies to ensure social security for people across the country, and is ready to go to the epicenter to support workers and businesses.

In particular, recently, the Ministry of Home Affairs has left a strong mark in its role as an advisor and organizer of the implementation of the revolution in organizational structure: Streamlining and reducing tens of thousands of internal units of administrative organizations, public service units of the Government and authorities at all levels, establishing a 2-level local government model, creating a new development space for the country.

Along with that, social security policy has been perfected, becoming an international model for implementing the millennium goals, unemployment rate maintained below 3%, labor productivity increased steadily, wage policy and care for people with meritorious services have been given comprehensive and thoughtful attention.

"It can be affirmed that, regardless of the period, wartime or peacetime, construction or innovation, the home affairs sector is always a steadfast, dedicated, and creative force, directly contributing to building national governance and caring for social security," General Secretary To Lam emphasized.

On behalf of the Party and State leaders, the General Secretary expressed gratitude for the contributions of generations of leaders and officials of the home affairs sector through the ages. From General Vo Nguyen Giap, Mr. Huynh Thuc Khang, President Ton Duc Thang, other outstanding ministers... to the officials and civil servants today, all have left behind a spiritual legacy, valuable experience and glorious tradition for the home affairs sector.

"We are proud to have a team of loyal, creative and devoted internal affairs cadres for the Party, the country and the people; at the same time, we always respect and express gratitude for the sacrifices and contributions of those who have devoted their youth and their lives to this glorious cause," said the General Secretary.

Breakthrough to realize the aspiration of power

According to the General Secretary, our country is entering a new stage of development with many great opportunities but also many intertwined challenges. After 40 years of Doi Moi, our country has achieved great achievements, but there are still many challenges when the middle-income trap still exists, the golden population era is about to pass, labor productivity has improved a lot but is still low compared to other countries in the region and the world.

"The time left to achieve the great goal of celebrating the 100th anniversary of the Party's founding and the 100th anniversary of the country's founding is not much, but there are many tasks to worry about and take care of. We do not have much time left. Either we make a breakthrough to realize our aspirations for greatness, or we will fall behind and miss the historic opportunity," the General Secretary emphasized.

In that context, the home affairs sector, with its particularly important position and role in the country, needs more than ever to continue to unite, join forces, be unanimous, act more decisively and effectively, and constantly be proactive in innovation.

The Home Affairs sector identifies its mission in creating development, caring for social security, working with the Party and State to care for the happiness of the people, striving to contribute to building a national administration that is service-oriented, democratic, rule of law, modern, effective, efficient, and manages fair and sustainable social development, so that no one is left behind.

To realize that aspiration, the General Secretary requested the Ministry of Home Affairs and the entire sector to focus on performing well a number of major tasks.

First of all, the sector needs to perfect the institutions of state administration, public service, civil servants, and social policies; the administration must truly be an administration serving development, creating space for development, so that all levels of government can best promote their capacity, creating momentum for innovation, creation, and strong and sustainable development.

Along with that, it is necessary to continue the revolution of streamlining the apparatus, consolidating and enhancing the achievements. The General Secretary requested that the internal affairs sector needs to closely follow the reality, promptly identify difficulties and obstacles, and guide their solutions; proactively advise on innovation of organizational structure, working methods, and operating mechanisms so that the two-level government apparatus operates smoothly, synchronously, effectively, and better serves the people and businesses, especially creating breakthroughs for socio-economic development.

The General Secretary also noted the task of building a streamlined, high-quality team of officials and civil servants, equal to the task. The Ministry of Home Affairs needs to promptly advise the Government to restructure the team of officials and civil servants, screen and eliminate weak, irresponsible, negative, corrupt, and insensitive officials towards the people.

At the same time, it is necessary to have outstanding remuneration policies to attract and retain talented people, have effective mechanisms to nurture and develop talented people, and protect those who dare to think, dare to do, and dare to take responsibility for the common good. We must always keep in mind Uncle Ho's teachings: "Cadres are the root of all work".

The General Secretary requested the Ministry of Home Affairs to promote its central role in advising and implementing social security policies to ensure comprehensiveness, coverage and effectiveness. It is necessary to continue advising on perfecting a multi-layered, flexible and modern social security system, developing a dynamic and effective labor market; continuing to reform wage and social insurance policies so that they can truly be a safe support for workers.

For those who have rendered service to the revolution, continue to implement the care policy so that they and their families have a standard of living "equal to or higher than that of the local people". This is not only a moral but also a responsibility and conscience of the current generation towards the glorious past of the nation.

"Do not let those who have contributed and their relatives wait because of rigid procedures and processes, so that in some cases we no longer have the opportunity to express our gratitude or have to regret because the gratitude is not as complete and thoughtful as we would like," said the General Secretary.

Regarding emulation and reward work, General Secretary To Lam proposed continuing to deeply innovate this work to truly create widespread emulation movements with great impact, arousing the desire to contribute in the new era of development.

Historical practice has proven that patriotic emulation is not about noise and appeals, but the success of emulation movements lies in urging people's hearts, creating excitement, permeating and penetrating into hearts and minds, becoming very natural thoughts and actions as a way of life.

"I look forward to outstanding emulation movements in the coming period so that we can see again the new Duyen Hai waves, Dai Phong winds, Ba Nhat flags... in the new era of development," the General Secretary expressed.

General Secretary To Lam hopes that the home affairs sector will pioneer digital transformation and administrative reform, becoming a model in the system. The Ministry of Home Affairs must take the lead and reach the finish line early in building a digital Ministry of Home Affairs and a digital home affairs sector. Public administrative services must be provided on a digital platform, conveniently, economically, transparently, serving the people effectively, taking people's satisfaction as a measure, reducing all inconveniences for people and businesses.

In addition, the Ministry of Home Affairs needs to take the lead in synchronously and effectively implementing key and breakthrough tasks in line with important resolutions of the Politburo, such as Resolution No. 57, Resolution No. 59, Resolution No. 66, and Resolution No. 68.

The General Secretary believes that the Ministry of Home Affairs and the home affairs sector will definitely complete all tasks assigned by the Party, Government and people, and continue to be the pioneer and core force in providing strategic advice to the Party and Government on building and perfecting institutions, creating a state administration and social security in the new era of development.

The collective leadership, cadres, civil servants and workers of the home affairs sector will continue to promote the spirit of solidarity, responsibility, daring to think, daring to do, and strive to better perform assigned tasks, contributing to realizing the aspiration of bringing the country to prosperous development, prosperity and happiness.

"The home affairs sector must continue to be a pioneering, courageous, innovative, creative force for the people, for a prosperous and powerful Vietnam, worthy of the trust and expectations of the Party, State and people," the General Secretary emphasized.

At the ceremony, Head of the Central Emulation and Reward Committee Pham Huy Giang announced the President's decision to award the First Class Labor Medal to the Ministry of Home Affairs for its outstanding achievements in advising on the implementation of the reorganization of the State apparatus, administrative units at all levels and the organization of two-level local government apparatus, contributing to the development of the country.

General Secretary To Lam, on behalf of the Party and State leaders, pinned the Medal on the traditional flag of the Ministry of Home Affairs and presented a certificate of merit and commendation to Minister of Home Affairs Pham Thi Thanh Tra.

Also at the ceremony, Permanent Deputy Prime Minister Nguyen Hoa Binh awarded the First Class Labor Medal to three groups: Department of Organization - Personnel, Department of Local Government, Department of Civil Servants - Public Employees; and awarded the Second Class Labor Medal to the Department of Administrative Reform.

These are units that have made outstanding achievements in advising on the implementation of the reorganization of the state apparatus, administrative units at all levels, and the organization of two-level local government apparatus, contributing to the development of the country.
