Proposal to build an elevated urban railway along the Red River

The Deo Ca Group - Van Phu Invest joint venture has just reported preliminary results on the Red River Boulevard - Landscape Project, after more than 2 months of research.

Accordingly, with a total estimated investment of 300,000 billion VND, the project includes a boulevard with a total length of up to 80 km, running along both sides of the river from Hong Ha bridge to Me So bridge. This boulevard will include 67 km of modern overpasses, 10 km of tunnels under the bridge with 6 lanes.

Along with that, the investor consortium proposed to build an urban railway (monorail) with a total length of about 84 km, with about 82 km of overpasses and 2 km of underpasses.

In addition, the project also has up to 3,300 hectares to develop green space, 8 parks and public areas, turning the riverside area into a unique landscape highlight serving services and tourism .

Regarding the implementation method, the consortium of investors researched and proposed to adjust the Red River urban zoning plan, and divided it into 3 independent projects including: Public investment project for site clearance implemented by the Hanoi People's Committee; PPP project (BT contract type) Red River Boulevard - Landscape; PPP project (BT contract type) Red River Monorail.

The investor consortium was assigned by the Hanoi People's Committee to start construction in January 2026 to celebrate the 14th Party Congress and complete before 2030.

Regarding the construction solution, the selected consulting unit is a combination of experienced domestic and foreign consultants, the solution of overpass going outside the dike combined with the tunnel system (applying TBM excavation technology) to ensure seamless connection of the route without affecting existing historical works. This solution also contributes to the development of a multi-modal transport network (road, waterway, inner-city railway and Noi Bai and Gia Binh airports ...), at different level intersections to ensure safety, convenience ...

In particular, the project focuses on developing green spaces, associated with nature conservation, preserving cultural sediments - Red River civilization and existing historical works.

Regarding financial solutions, the project is implemented in the form of PPP with a very large scale, requiring optimal financial solutions. Deo Ca Group will cooperate with real estate development enterprises and leading banks to arrange capital with the capacity to create a "circular ecosystem" to come up with a feasible financial solution.

With the advantage of coming later, the project can draw on experience from similar models in the world to adjust and optimize the overall urban planning along the Red River. From there, the "golden road will create golden value", when the capital recovery revenue comes not only from land funds but also from many related services such as parks, playgrounds, underground parking lots, etc. This solution both diversifies social resources and reduces the burden on the state budget.

After receiving preliminary research results, the Hanoi People's Committee leader requested the investor consortium to set a target of starting the project in January 2026 and completing it before 2030.
