On January 29, according to a report by the Ho Chi Minh City Department of Construction submitted to the Ho Chi Minh City People's Committee, in 2023, the city planted and renovated nearly 12,500 trees (target of 6,000 trees); developed 8.2 hectares of public parks (target of 5 hectares); developed more than 32 hectares of public green space (target of 2 hectares). In 2024, the above targets will remain the same.

Ho Chi Minh City Department of Construction proposed to build 6 more parks with a total area of nearly 800 hectares.

According to the Department of Construction, in the decision of the Ho Chi Minh City People's Committee in 2021 on the plan for the development of public parks and trees in the period of 2020 - 2025, the City set a target of increasing 150 hectares of public park land, equivalent to 0.65 square meters/person (calculated on a scale of 10 million people).

Regarding the further goal, in the period of 2026 - 2030, Ho Chi Minh City strives to increase 10 hectares of public green space, park land to 1 square meter/person (based on a population of 11 million), and plant and renovate 30,000 trees.

Therefore, to complete this target, the city needs to implement at least 54 projects with an estimated investment cost of more than VND9,000 billion. However, to date, only 8 projects have been completed and submitted for investment proposals. Of these 8 projects, Ho Chi Minh City has approved 4 projects with a cost of VND1,590 billion.

In addition, the report of the Ho Chi Minh City Department of Construction also proposed building 6 more large-scale parks from public land or vacant land.

The largest of these is Saigon Safari Park in Cu Chi district, covering 485 hectares, about 50km from the center.

Saigon Safari Park project is located in An Nhon Tay and Phu My Hung communes, part of the Cu Chi historical cultural tourism cluster with functional areas for releasing semi-wild animals; open animal exhibition (open cage system and landscape, displaying typical animals of continents around the world , night zoo displaying animals that live at night).

The largest proposed park, covering 485 hectares, is Saigon Safari in Cu Chi district.

The 128-hectare Thu Duc City Ecological Park is planned to have the main function of an area for environmental protection and surface drainage, preserving the natural ecosystem... This is one of the 6 proposed plots of land to be used as a green park. The current state of this area is like a dense forest, full of naturally growing plants.

Thu Thiem Square Park in Thu Duc City, covering an area of 20 hectares, has been renovated and put into operation at the end of December 2023. The park has more than 200 trees, lawns, miniature landscapes, walking paths, benches, and a park lighting system. In recent days, this area has attracted a large number of people to come and have fun and take pictures because of the beautiful and brilliant sunflower field.

Go Cat Park (Binh Tan District) is 13 hectares wide, originally a landfill belonging to the Ho Chi Minh City Urban Environment Company. This landfill has been closed and ceased operations since 2007 and is currently abandoned.

The green park in the green park - sports area (Ward 12, Binh Thanh District) is 3.8 hectares wide and is currently an empty lot, the residential road has been formed.

Finally, Thanh Xuan green park in district 12 is 150 hectares wide.

However, according to a report by the Ho Chi Minh City Department of Construction, while public investment capital has not been allocated enough for projects, it is impossible to invite private investment in developing green parks. The reason is that green parks are not in the investment sector under the public-private partnership (PPP) and socialization methods.

Currently, the guidance on the use and exploitation of park land still has many shortcomings and problems.

There are currently no regulations on the management, use and exploitation of public assets, so in the management process, there are difficulties and problems in management and exploitation. For example, organizing essential services in the park to serve the needs of people such as parking lots, canteens, and vending machines.

To implement the above projects, the Department of Construction recommends that the City People's Committee assign the Department of Planning and Architecture to preside over and coordinate with localities to review and adjust the detailed construction planning of the above projects.

Assign the Department of Natural Resources and Environment to review the origin, duration of use, and lease of these lands to advise the Ho Chi Minh City People's Committee on land recovery procedures according to regulations.
