The Ministry of Education and Training is seeking comments on the National Assembly’s draft resolution on a number of specific mechanisms and policies to make breakthroughs in education and training development. According to the draft, the higher education system will be reorganized in a streamlined and efficient manner, eliminating intermediate levels, meaning there will be no more governing ministries, except for a number of specific specialized fields.

According to Clause 1, Article 3 of the draft, the National Assembly will request the Government to continue to arrange and restructure public universities and vocational education institutions (except those under the Ministry of Public Security and the Ministry of National Defense) in the direction of reducing focal points, linking professional management with organization, personnel, and finance; eliminating intermediate levels , ensuring streamlining and efficiency.
The Ministry of Education and Training directly manages key universities and colleges, while ensuring comprehensive autonomy in organization, personnel, and academics for higher education institutions, regardless of the level of financial autonomy.
The Ministry of Health and the Ministry of Culture, Sports and Tourism shall manage a number of specialized and specific facilities. Transfer the remaining facilities to localities in line with the need for local human resource development; study the merger of research institutes with higher education institutions, ensuring a unified and modern system (except for specialized scientific and technological organizations).
Currently, according to the Law on Higher Education, the Ministry of Education and Training is the state management agency for the field of education and training, including higher education. Higher education institutions (including key institutions) are under the general management of the Ministry of Education and Training and other governing bodies (including many ministries and branches).
If the above contents are resolved by the National Assembly, there will basically be no more mechanism of ministries and branches being the governing bodies of higher education institutions (except for the Ministry of Health and the Ministry of Culture, Sports and Tourism).
According to the Ministry of Education and Training, the reason the ministry proposed the National Assembly to resolve the above contents is to institutionalize the direction in Resolution No. 71-NQ/TW dated August 22 of the Politburo on breakthrough in education and training development. Recent Government documents have also clearly defined the tasks of arranging and restructuring higher education institutions and Party organizations in higher education institutions; merging and dissolving lower-standard higher education institutions; eliminating intermediate levels, ensuring streamlined, unified and effective governance; strengthening state management of higher education institutions; ensuring the principle of linking professional management responsibilities with human resource and financial management.
Thus, the resolution that the Ministry of Education and Training is the focal point for managing key universities and higher education institutions; the Ministry of Health and the Ministry of Culture, Sports and Tourism manage specialized specialized schools; and localities manage the remaining higher education institutions is appropriate, ensuring proper implementation of the Party's guidelines and policies.
