On the afternoon of October 10, Colonel Ha Duy Duong, Director of Military Hospital 354, held an urgent meeting with relevant agencies and the disaster relief team. Immediately after the meeting, preparations were quickly implemented. By 9:00 a.m. on October 11, forces from Military Hospital 354 were present and departed for Thai Nguyen - an area severely affected by the flood.
