Attending the conference were Central Committee members and Deputy Ministers of National Defense : General Nguyen Tan Cuong, Standing Member of the Central Military Commission and Chief of the General Staff; Lieutenant General Pham Hoai Nam, Standing Member of the Central Military Commission; Lieutenant General Nguyen Truong Thang, Standing Member of the Central Military Commission; Lieutenant General Nguyen Van Hien; and Lieutenant General Nguyen Quang Ngoc. Also present were the heads of the General Staff, the General Political Department, and representatives of the leadership and commanders of agencies and units under the Ministry of National Defense.
At the conference, delegates reported, discussed, and clarified the results of military and national defense tasks, Party work, and political work, and pointed out existing shortcomings and limitations that need to be overcome in the coming period. Accordingly, in May 2026, the Standing Committee of the Central Military Commission and the leadership of the Ministry of National Defense led and directed the entire army to comprehensively and decisively complete all tasks. The entire army maintained strict combat readiness, accurately assessed and predicted the situation, promptly advised and effectively handled situations, preventing passivity and surprise, firmly protecting territorial sovereignty; and coordinated to maintain security and order throughout the country.

Control and prevention of illegal entry and exit have been strengthened; naval forces, border guards, coast guard, and permanent militia squadrons maintain good combat readiness in key maritime areas; and efforts are being made to combat illegal, unreported, and unregulated fishing.
Civil defense tasks were carried out effectively; over 7,000 troops and militia members, along with 355 vehicles, were promptly deployed for disaster prevention, mitigation, and search and rescue operations in various areas. National defense work was seriously implemented in ministries, sectors, and localities; militia and reserve forces; and education and training in national defense and security knowledge.
The organization of forces was adjusted, ensuring weapons and equipment were properly and in accordance with regulations. Training, drills, competitions, and sports events at all levels were conducted seriously and with guaranteed quality. Delegations were organized to visit and inspect combat readiness in the Truong Sa archipelago, the DKI platform, and the southwestern sea area, ensuring thoroughness and safety.

The entire army effectively carried out political and ideological education, information dissemination, and propaganda, promptly guiding public opinion and managing and resolving the ideological issues of soldiers, especially new recruits; strengthening the fight against erroneous and hostile viewpoints, and protecting the Party's ideological foundation within the Army. Organizing a competition for excellent lecturers; providing training on political education work in 2026; summarizing and awarding prizes for the writing competition "Protecting the Party's Ideological Foundation in the New Situation"; commemorating the 72nd anniversary of the Dien Bien Phu Victory, the 136th anniversary of President Ho Chi Minh's birthday, and other holidays and traditional days of agencies and units in a practical and meaningful way.
Strictly implement inspection and supervision work; closely protect internal political security, ensuring the security and safety of all military activities. Effectively carry out mass mobilization work, socio-policy activities, "Gratitude and Remembrance" activities, and the "500-day campaign to intensify the search, collection, and identification of the remains of fallen soldiers".
Furthermore, international integration and defense diplomacy have been implemented extensively and effectively. Logistics, technical support, defense industry, and other aspects of work have been actively implemented, promptly meeting the demands of various tasks. The material and spiritual well-being of the troops has been maintained; the entire army is stable, highly determined, and ready to receive and successfully complete all assigned tasks.

Concluding the conference, General Phan Van Giang commended the leaders, commanders at all levels, and officers and soldiers throughout the army for their proactive approach, overcoming difficulties, and successfully completing their tasks during the month.
Emphasizing several key tasks for the coming period, General Phan Van Giang requested that officers and soldiers throughout the army continue to strictly maintain combat readiness, closely manage airspace, sea areas, borders, inland areas, cyberspace, and strategic and key locations; accurately assess and predict the situation, promptly advise and effectively handle situations, firmly protect territorial sovereignty, and coordinate to maintain security and order throughout the country.
Successfully carry out the preliminary review of military and national defense work at all levels and prepare the content for the all-army military-political conference and the preliminary review conferences of various sectors for the first six months of the year. Continue to research and finalize the guiding and operational documents for the 2026 exercises and the system of operational documents suitable to the new situation. Continue to adjust the organization of the armed forces to be lean, efficient, and strong. Organize the oath-taking ceremony for new recruits meticulously, conduct the final inspection of the first phase of training in 2026; conduct training on the new regulations for the entire army; inspect the recruitment and quality assessment of educational institutions in the Army. Effectively implement national defense work at the ministerial, sectoral, and local levels; build and operate the reserve mobilization force, militia, self-defense forces, Party branches, and commune-level military commands to meet the requirements of the mission.

Regarding Party and political work, General Phan Van Giang requested that the entire army actively innovate and improve the quality of political and ideological education, information dissemination, and public opinion guidance; combat and refute erroneous and hostile viewpoints, and protect the Party's ideological foundation. He also called for the systematic implementation of inspection and supervision; strict protection of internal politics, state secrets, and military secrets; and ensuring the security and safety of all army activities. Furthermore, he urged the effective implementation of mass mobilization work, policies, and "Gratitude and Repayment" activities.
Particularly with the "500-day campaign to intensify the search, collection, and identification of the remains of fallen soldiers," General Phan Van Giang emphasized that the search for and return of heroic martyrs is the duty and responsibility of the entire Party, army, and people to honor those who sacrificed their lives and blood for the Fatherland. Therefore, relevant agencies and units must be determined to complete the task according to plan by all means.
At the same time, focus on doing well in other areas of work such as: foreign affairs, logistics and technical support, finance, inspection, legal affairs, auditing; investigation; administrative reform, digital transformation… ensuring that the requirements of the mission are met.
