Listening to and addressing the opinions, suggestions, and aspirations of voters has always been a priority for the Provincial People's Council and the authorities at all levels in Quang Ninh province . This has contributed to strengthening voters' trust in the People's Council representatives and the local government.
With a commitment to thoroughly addressing voters' petitions, the Provincial People's Council actively implements thematic oversight activities on the resolution of voters' petitions before each session. The committees of the Provincial People's Council proactively monitor and promptly identify the resolution of voters' petitions within their respective areas of responsibility, and simultaneously conduct verification of the Provincial People's Committee's reports on the resolution results. The principle is that all opinions and petitions from voters forwarded by the Standing Committee of the Provincial People's Council to the People's Committees at all levels and relevant agencies must be considered, resolved, and answered clearly, specifically, and within the stipulated timeframe.
In fact, the process of resolving issues related to multiple sectors has involved close coordination among agencies, departments, and local People's Committees on the basis of shared responsibility. In 2024, along with addressing the opinions and recommendations of voters submitted to the mid-year regular session of the Provincial People's Council, localities also continued to research, consider, resolve, and respond to recommendations that had not been definitively resolved in previous sessions.
With the close supervision and monitoring of the Standing Committee of the Provincial People's Council, the committees of the Provincial People's Council, the groups of delegates of the Provincial People's Council, along with the direction of the Provincial People's Committee and the coordination of agencies and units, most of the opinions and recommendations of voters have been resolved promptly. This result has contributed to gradually improving the efficiency and effectiveness of state power management, protecting the rights and interests of citizens, stabilizing the situation, and promoting socio-economic development in the locality.
The main road in Van Ninh commune (Mong Cai city), from Cau Voi village to the intersection near bridge number 4 (Bac village), previously had obstructed visibility at the curve near Lui Pagoda, leading to frequent traffic accidents. Responding to voter feedback, the Van Ninh commune People's Committee recently coordinated with relevant departments to install warning signs at this curve. They also collaborated with the city's Project Management Board to regularly clear vegetation, level the road shoulders, and mow the grass on both sides of the road to ensure visibility; and implemented the painting of speed bumps.
The People's Committee of Van Ninh commune has mobilized resources to pave the road with gravel, widening the curve by nearly 2 meters, thus ensuring good traffic safety for vehicles. Mr. Hoang Van Sinh (Cau Voi hamlet, Van Ninh commune) said: "Thanks to the attention of the local government, the voters' requests have been resolved. However, we hope that in the future, the local authorities will continue to pay attention to paving this curve with concrete so that people can travel more conveniently."
Recently, voters in Tien Yen district petitioned the province to direct a review and promptly submit to the competent authority for approval the adjustment of the forest protection area plan. This plan, which had previously been reviewed and proposed for adjustment by the District People's Committee, the Department of Agriculture and Rural Development, and its consulting unit, includes areas of production forest owned by local people, but which have been included in the forest protection plan. Additionally, some areas of "depleted" forest have been assigned to the District Forest Protection Management Board for management, enabling local people to develop effective forest-based economic activities . In response to the voters' petition, the Provincial People's Committee issued a directive to the Department of Agriculture and Rural Development to continue reviewing, updating, and finalizing the plan to align with the results of the provincial forest inventory and the forestry maps in the provincial plan and the national forestry planning map. These maps are currently in the final stages of completion; once published, they will serve as the basis for the Provincial People's Committee to approve and implement the plan.
According to the report of the Provincial People's Committee on the situation and results of resolving voter petitions submitted to the mid-year regular session of the Provincial People's Council in 2024 and petitions that were not fully resolved in previous sessions, to date, 37 out of 37 voter petitions have been directed for resolution by the Provincial People's Committee. Of these, 29 petitions have been resolved, explained, and communicated back to the voters; 8 petitions are currently being addressed.
