In recent times, the Ha Long City People's Council has focused on innovation and improving the quality of resolving voters' petitions in a comprehensive manner. Many voters' petitions have been resolved promptly, creating trust among voters and people in the government apparatus at all levels, creating a driving force to promote local socio-economic development.

Before the 19th session (regular session at the end of 2023) of the 2nd term City People's Council, voter Trieu Quy Cuong (Dong Quang village, Dong Lam commune) made a proposal to the City People's Council to supplement the lighting system in Dong Quang village and fix the low-voltage power line locations due to the impact of the construction of the project to upgrade, renovate and expand the section from the Ha Long - Van Don expressway overpass intersection in Trai Me village, Son Duong commune to Dong Tra village, Dong Lam commune. Because, when constructing the new road through the residential area, it affected the existing low-voltage power line supplying electricity to households, did not ensure the height across the road, and lost the aesthetic due to the temporary bamboo poles.
Immediately after receiving voters' opinions, the City People's Council requested the City People's Committee to direct the construction unit to organize the planting of new electric poles according to the approved construction design, the lighting poles were planted alternately on both sides of the road to take advantage of hanging the existing low-voltage electric wires of households on the lighting poles according to the standards of the electricity industry, ensuring aesthetics and safety.
Not only did the urgent petitions be resolved immediately, many complicated and prolonged petitions were also classified by the City People's Council, focusing on assessing the situation and causes as well as clearly identifying the responsibilities of each agency and unit in resolving them. Typically: The Vung Dang Sea Encroachment Residential Area Project invested by Construction Joint Stock Company 507 (referred to as Company 507), after 20 years of construction, some locations in the project have subsided. When the tide rises and heavy rains occur, it will lead to localized flooding, directly affecting 260 households. Faced with this situation, voters in the affected area submitted a petition to the 8th Session (Regular Session in mid-2022) of the City People's Council. Immediately after that, the City People's Committee coordinated with the Department of Construction and Company 507 to find a solution to overcome this situation.
After nearly 2 years of geological survey, calculating optimal solutions, and allocating resources, in mid-May 2024, Company 507 started to renovate 22 routes with a total length of 3km; renovating and repairing nearly 24,000m2 sidewalks; renovating 413 tree planting holes, 272 water collection holes... with a total investment of about 27 billion VND. It is expected that by November 2024, the unit will complete the items. Company 507 is focusing on constructing 3 main roads, completing about 50% of the project progress by the end of July 2024.
Mr. Le Van Sang, Party Cell Secretary, Head of Zone 6, Yet Kieu Ward (Ha Long City) excitedly said: Not only did he request Company 507 to have a solution to overcome the flooding situation for the neighborhoods, but during the project implementation process, the City Party Secretary himself went to the scene to inspect, urge the progress and requested Company 507 to readjust the renovation and sidewalks in a synchronous and modern direction. We, the voters, are very happy when our recommendations are listened to, understood and resolved by the city leaders. So in just a few months, Zone 6 will be spacious, clean and beautiful, and people will no longer worry every time there are high tides. This is also the practical work of the city in improving the quality of people's lives and building a model city.

In order to promptly listen to the thoughts, aspirations and recommendations of voters, the Standing Committee of the City People's Council has focused on assigning committees and groups of City People's Council delegates to monitor and supervise the settlement of voters' recommendations. After being compiled, reviewed and classified, voters' opinions and recommendations are sent to the City People's Committee and relevant agencies for consideration, response and resolution.
In addition, the Standing Committee and committees of the City People's Council have also strengthened supervision, especially thematic supervision related to areas of interest to voters and urged the implementation of conclusions and recommendations after supervision. Thanks to that, many voters' recommendations have been thoroughly resolved. Of the total 34 recommendations sent to the 19th Session of the City People's Council, term II, up to now, 32/34 recommendations have been resolved and the recommendations have been answered, explained, and informed to voters, the remaining 2 recommendations are continuing to be concerned and resolved by the City People's Committee.
In the coming time, the City People's Council will continue to improve the quality of contact and handling of voters' opinions and recommendations, first of all listening so as not to miss anything, not to misunderstand, and especially selecting issues that are causing great concern among the people.
