Youth union members in Thieu Hoa commune assist residents when they come to complete administrative procedures at the commune's Public Administrative Service Center.

Early in the mornings of mid-July, the Tho Xuan Commune Public Administrative Service Center is usually crowded with people registering for social retirement benefits after Decree 176/2025/ND-CP dated June 30, 2025, detailing and guiding the implementation of some articles of the Social Insurance Law on social retirement benefits, takes effect from July 1, 2025. According to the regulations, people aged 75 and over who do not receive a pension are entitled to social retirement benefits from July 1, 2025, at a rate of 500,000 VND per month. To support the people, Tho Xuan commune youth union members have guided residents through the necessary paperwork; helped them download electronic applications and digital platforms; and assisted them in filling out personal information on the application forms.

Hoang Thi Phuong, Secretary of the Tho Xuan Commune Youth Union, said: “In recent days, the working atmosphere at the Commune Public Administrative Service Center has been always urgent and serious. Many people are very happy, especially the elderly, because they have received active support from the volunteer team, which has helped shorten the time for processing administrative procedures for both citizens and the government.”

In Thieu Hoa commune, worried about the time-consuming nature of administrative procedures, many residents arrived at the commune's Public Administrative Service Center very early. While many were still confused by the QR code-based list of administrative procedures, commune youth union members proactively approached them and provided detailed guidance on how to select and register the necessary services with a single scan. Simultaneously, the commune's youth union deployed a team of volunteers to actively promote and guide residents on using online public services and raise awareness about digital transformation.

According to the Thanh Hoa Provincial Youth Union, after the merger of administrative units, the Provincial Youth Union mobilized 245 volunteer youth teams to support local authorities and citizens, focusing on key tasks such as: accessing and using online public services; guiding citizens through administrative procedures; installing and using the VNeID application and electronic identity accounts; assisting citizens in using the National Public Service Portal; assisting with basic operations on public devices, electronic applications, and digital platforms; submitting online applications, checking application results, making online payments, and registering for electronic citizen accounts...

According to the plan, youth volunteer teams participating in supporting local authorities to effectively operate the two-tiered government model will continue their activities until the end of August 2025. This also serves as a training ground and a platform for young people to contribute to building a digital government and a digital society right from the commune and ward levels.

At the same time, we request that units continue to closely follow directives and proactively innovate in their approaches to best meet the practical requirements of each locality.”
