Conflicting viewpoints

The Dị Nậu craft village industrial cluster project in Tây Phương commune, Hanoi, is attracting attention due to conflicting opinions between residents and the investor regarding land lease prices and infrastructure conditions.

Some households engaged in production in the Dị Nậu craft village are expressing concern, stating that access to production land in the new industrial cluster is beyond the reach of many producers. According to some households, the land lease price offered by Hoàng Hưng Tiến Joint Stock Company currently ranges from 25-27 million VND/m² for the remaining duration of the project (approximately 43 years). This is significantly higher than the basic land lease price from the State.

Furthermore, the developer's requirement that secondary investors demonstrate a minimum financial capacity of 5 billion VND (through savings accounts or bank transfers) is considered an overly stringent "filter." In addition, the minimum plot size of approximately 1,000 will drive rental costs up to tens of billions of VND, exceeding the capabilities of most small-scale production facilities. Local residents hope the developer will implement preferential policies and provide support to local people.

Regarding the above information, a representative of Hoang Hung Tien Joint Stock Company, the investor of the Di Nau craft village industrial cluster project, stated that the company had started the project before 2019 and will only complete the procedures for transferring land use rights to secondary investors in 2026. Along with that, the company will have to invest in a series of costs such as: land clearance costs, loan interest, and investment in technical infrastructure such as roads, electricity, water supply and drainage, and waste treatment.

Furthermore, according to Decree No. 32/2024/ND-CP dated March 15, 2024, on the management and development of industrial clusters, Clause 4, Article 18 stipulates that the investor of an industrial cluster has the right to independently determine the price for subleasing land with shared technical infrastructure. This means that the price of 25-27 million VND/m² for the entire lease period is the price of land with complete infrastructure, and cannot be compared to the price of undeveloped land without infrastructure investment.

Regarding the requirement of proving financial capacity of 5 billion VND, a representative of Hoang Hung Tien Joint Stock Company stated that this amount was set to ensure that secondary investors have sufficient financial capacity to implement factory construction and put the land into use on schedule, avoiding situations of reserving land, speculation, or registering and then leaving the land vacant.

1,000m² Planning: A Mandatory Requirement from the Regulatory Authority

Regarding the regulation on the minimum area of ​​1,000m² per plot, a representative of Hoang Hung Tien Joint Stock Company stated that Clause 4, Article 8 of Decision No. 33/2022/QD-UBND dated October 3, 2022, of the Hanoi People's Committee stipulates that the minimum area for small and medium-sized enterprises, cooperatives, production groups, household production facilities, and individuals in craft villages to rent for production and business in craft village industrial clusters is 1,000m²/plot.

Based on Decision No. 33/2022/QD-UBND of the People's Committee of Hanoi City, the People's Committee of Thach That District (formerly) issued Decision No. 173/QD-UBND dated January 18, 2024, approving the partial adjustment of the detailed construction planning, scale 1/500, for the Di Nau craft village industrial cluster. This decision adjusted the land plot area from the previous 250-300m² to 1,000m² .

This regulation aims to ensure reasonable building density, meet fire safety and environmental protection requirements, and organize production in a concentrated and modern manner. In reality, the previous practice of small-scale production interspersed within residential areas has revealed many limitations, particularly the risk of fire and environmental pollution. Therefore, raising the standard area is not only a technical requirement but also a step towards transforming the model of craft village development towards sustainability.

According to a representative of Hoang Hung Tien Joint Stock Company, the Di Nau craft village industrial cluster project has basically completed the important legal conditions to become operational: it has been granted a construction permit; it has received a fire safety inspection certificate; and the Department of Industry and Trade has also issued a document approving the transfer of land use rights to secondary investors.

According to some experts, to harmonize the needs of small-scale producers with minimum area regulations, producers in the Di Nau craft village could consider options such as forming cooperatives, partnerships, or pooling capital to rent larger areas.

This approach not only helps reduce initial financial pressure but also facilitates the enhancement of production capacity, gradually transforming the model from individual household production to larger-scale, more professional production.

Sharing his views on the matter, Nguyen Duc Luong, Vice Chairman of the Tay Phuong Commune People's Committee, said that the implementation of the Di Nau craft village industrial cluster is a correct policy, consistent with the socio -economic development orientation of the locality and the city, aiming to gradually bring craft village production activities into order, modernize, ensure environmental requirements, fire prevention and control, and sustainable development.

Local authorities are sharing information with small-scale producers. The People's Committee of Tay Phuong commune will receive, compile, and submit recommendations to relevant agencies.

"We hope that the people will proactively study production linkage models to take advantage of development opportunities and contribute to enhancing the value of the Di Nau craft village in the new phase," emphasized Nguyen Duc Luong, Vice Chairman of the Tay Phuong Commune People's Committee.
