To help fishermen organize safe and proactive fishing operations, address incidents, prevent natural disasters, and conduct rescue operations at sea, the City Border Guard Command, in coordination with relevant departments, agencies, and local People's Committees managing fishing vessels, has recently focused on promoting and encouraging fishermen to participate in fishing solidarity groups. These fishing solidarity groups are formed based on the principle of shared occupation, fishing grounds, and residential areas.

The model is based on voluntary participation, with each group providing mutual support during difficult times in the process of exploiting and catching seafood at sea. During implementation, agencies and units regularly review and strengthen established groups and guide them in improving operational efficiency.

To date, 94 fishing cooperative groups have been established in the city, with 680 fishing vessels participating. Of these, 85 groups, with 575 vessels, operate in offshore areas. After a long fishing trip at sea, fisherman Truong Van Phuong (owner of the fishing vessel ĐNa 90052 TS, group 12, Xuan Ha ward, Thanh Khe district) shared: “Besides sharing information about fishing grounds, the vessels in the fishing cooperative groups also support and assist each other during fishing at sea, especially in situations, incidents, and natural disasters.”

Besides supporting and assisting each other at sea, the fishing cooperatives also serve as a liaison with the maritime information monitoring units of the border guard posts under the city's Border Guard Command. Through information from fishing vessels, the Border Guard Command continuously updates information on weather developments, fishing vessel accidents, and foreign vessels violating the sovereignty of the sea and islands.

Lieutenant Colonel Dinh Ngoc Minh Son, Political Officer of Phu Loc Border Guard Station, said: Through the Solidarity Groups for Seafood Exploitation, the unit disseminates and guides boat owners on legal regulations to raise awareness of compliance with the law, preventing violations of regulations against illegal, unreported, and unregulated (IUU) fishing; and actively participating in protecting the sovereignty of the country's seas and islands.

In the central region, the stormy season typically lasts from the 10th lunar month of the previous year to the 3rd lunar month of the following year. Therefore, the maritime information monitoring units of the border guard posts in Hai Van, Phu Loc, Son Tra, and Non Nuoc regularly monitor weather information, notify and guide ships to proactively escape dangerous areas, and promptly receive reports of ship accidents for handling. In addition, units under the city's Border Guard actively coordinate with local Party committees, authorities, and mass organizations to organize programs to present national flags and portraits of President Ho Chi Minh; and to donate life jackets, first-aid kits, and lifebuoys to fishermen.

It can be said that maintaining the effectiveness of the Solidarity Groups for Seafood Exploitation at Sea, along with the timely and practical support of the Border Guard of the city, has contributed to helping fishermen feel more confident in venturing out to sea and staying close to the sea, contributing together with other forces to firmly protect the sacred sovereignty of the Fatherland's sea and islands.
