Lesson 1: The nature of evil
The process of infiltration, development and operation of heresies, new types of beliefs and religions have negatively impacted the economic, cultural, political life and social order and safety as well as spreading deviant concepts and lifestyles that are contrary to the spiritual life, beliefs and religions of the people. These are potential problems that pose a risk of causing complications in security and order in the area.

Negative effects of evil
Dien Bien has 4 religions operating in compliance with the law: Catholicism, Protestantism, Buddhism, and Vietnam Seventh-day Adventist Christianity. Recently, a number of heretical and strange religions have appeared in the province, causing instability in religious security. These include: "Church of God the Mother"; "Saving Grace"; "Almighty God"; "Dharma of Miraculous Sound"; "Ho Chi Minh Spiritual Belief" (Hoang Thien Long); "Ho Chi Minh Charity Group" (Long Hoa Hoi); heretical religions "Gie Sua", "Ba Co Do". These heretical and strange religions have attracted many participants, mainly ethnic minorities, remote areas, with limited education and difficult economic life. Notably, the evil cults "Gie Sua" and "Ba Co Do" spread the idea of secession and autonomy and called on the Mong people to participate in establishing a "separate state", causing complications in security and order.
The short meeting was more than a year ago, but we still remember clearly the story of Mr. Vu A Denh, Head of Huoi Meo village, Muong Muon commune, Muong Cha district when talking about the tricks of bad elements, luring villagers to follow the "Gie Sua" heresy. That was about 4 years ago, Huoi Meo village was exploited by bad elements to propagate, entice and entice 19 households, 130 people to follow the "Gie Sua" heresy. By means of direct propaganda or via the internet, the subjects enticed people to leave the religion recognized by the State and approved by the local government to register for group activities (Vietnam Seventh-day Adventist Church) to follow the heresy; causing cracks in national solidarity, causing political and social instability.
Village chief Vu A Denh shared: “The “Gie Sua” cult has some articles and teachings related to violations of the law and has not been recognized by the State, so as a citizen of Vietnam, I myself and the villagers are not allowed to violate the regulations… Because the State has issued legal regulations on beliefs and religions, I realized what was wrong and returned to the orthodox religion. After understanding, I analyzed for the villagers what was right and what was wrong, helping them understand and abandon the “Gie Sua” cult, not listening to the bad guys anymore…”.
Not only in Huoi Meo village, in late 2018 and early 2019, members of the "Gie Sua" organization participated and actively operated in reactionary organizations in the districts of Muong Nhe, Nam Po, Muong Cha and Tuan Giao. The "Gie Sua" and "Ba Co Do" cults propagated division in the great national unity bloc, considered themselves the orthodox religion and other religions were heretical, slandered the traditional customs of ethnic minorities, propagated division between the Mong people and other ethnic groups, called on people not to send their children to school, not to comply with the State's policies and guidelines, not to make citizen identification cards, not to receive support policies for those in need...
In the period of 2021 - 2022, some key members of the "Auntie" organization propagated and called on people not to participate in Covid-19 vaccination with the argument that "Covid-19 virus is a pathogen created by humans to kill each other and producing vaccines to inject into people will kill more people, requiring people not to be vaccinated against Covid-19" or "God taught that the government will use vaccines to vaccinate Mong ethnic children, when Mong children are about 5 years old or older, their memory and intelligence will decrease". The propaganda, disturbance, and sabotage of the Party and State by the evil cult have significantly affected security and order, socio-economic development in the province.

Evil transformation in cyberspace
Due to their plots to sabotage our State, hostile forces and reactionaries have taken advantage of religious beliefs to propagate, distort, and entice believers into illegal acts. In addition to direct propaganda, these subjects are now taking full advantage of cyberspace as a means of propaganda and enticement.
In the context of strong development of science and technology, religious activities on social networks are becoming increasingly rich and diverse. Besides the activities of organizations, dignitaries, and religious followers with the direction of "good life, good religion", there have appeared all kinds of evil religions with superstitious activities, contrary to good customs and traditions, propagandizing to divide the great national unity bloc, and opposing the State.
Colonel Ta Van Duong, Head of the Department of Internal Security (Provincial Police), said: The propaganda of evil cults on social networks is thoroughly exploited by evil cult followers due to the openness of the cyberspace environment, not limited by geographical distance, space, time; can reach many people at the same time, in many countries. The propagandists can operate anonymously, making it difficult to detect and handle. Especially when the authorities have organized fierce struggles, dispersing illegal evil cult gathering places, the subjects have shifted their activities to cyberspace to avoid detection. The subject Vu Thi Do has emerged as propagating and practicing the evil cult "Ba Co Do" via the Zoom application; The Sung Sinh group took advantage of social networks to propagate the "Ca Menh" cult... To prevent and limit the impact and influence of cults on cyberspace, the police force has strengthened the State management of security on cyberspace, especially the management of religious activities, promptly detecting, attacking, and neutralizing social networking sites with content promoting cults. Implementing drastic measures to combat all types of crimes using high technology, taking advantage of social networks to carry out superstitious and cultic activities. At the same time, doing a good job of propagating and disseminating the Party's policies and guidelines on religious activities on social networking sites and mass media. Compile and publish articles to fight against and refute heretical propaganda so that people can clearly identify the plots and tricks of bad guys, and thus not believe in them... Thereby creating "resistance" for people, not allowing themselves to be provoked or drawn into heretical cults, illegal religious organizations that are operating strongly in cyberspace.
