Hai Phong City Digital Transformation Forum 2025

On the morning of December 24th, the Department of Science and Technology (S&T) of Hai Phong City organized the Hai Phong City Digital Transformation Forum 2025 with the theme "Building a Digital City - Aspiration for a New Era" at the Hai Phong City Convention and Performance Center. The forum aimed to exchange and share experiences, models, and practical solutions among state management agencies, experts, research institutes, universities, and technology businesses in the process of building a digital city and smart city.

Attending the Forum, on behalf of the Central Government were Comrade Pham The Binh – Deputy Director of the Digital Transformation and Cryptography Department, Central Party Office, along with representatives from several central agencies. On behalf of Hai Phong City were: Comrade Hoang Minh Cuong - Member of the City Party Committee, Vice Chairman of the People's Committee of Hai Phong City; Comrade Nguyen Cao Thang - Member of the City Party Committee, Director of the Department of Science and Technology, along with leaders of departments and units under the Department; representatives from various departments, agencies, and localities; and representatives from institutes, universities, and science and technology enterprises inside and outside the city.

In his opening remarks at the Forum, Comrade Hoang Minh Cuong, Member of the City Party Committee and Vice Chairman of the People's Committee of Hai Phong City, emphasized that 2025 marks a significant turning point in the city's development with the merger of Hai Duong and Hai Phong, forming a large-scale urban area in terms of space, population, and economic potential. This necessitates an urgent need to innovate urban governance methods towards a more modern, intelligent, efficient, and sustainable direction. In this context, digital transformation and the development of a digital city and smart city are not just choices but inevitable paths for Hai Phong to expand its development space, effectively utilize data resources, and improve the quality of services for citizens and businesses.

Comrade Hoang Minh Cuong - Member of the City Party Committee, Vice Chairman of the People's Committee of the city - delivered the opening speech at the Forum.

The comrade also affirmed that Resolution No. 57-NQ/TW of the Politburo has established the goal of developing a digital government, digital economy, digital society, digital citizens, and digital cultural industry at a high level compared to the rest of the world; and at the same time, laid the foundation for a new governance philosophy – data-driven governance. In that spirit, the comrade proposed that the Forum focus on discussing and offering suggestions to the city on key issues such as: the model of a digital city and smart city; solutions for deploying and applying science and technology, innovation, and digital transformation to create breakthroughs for 2026 and subsequent years; solutions to support the unique characteristics of Hai Phong; and plans for mobilizing resources and the participation of the entire society.

Within the framework of the program, the Forum heard numerous presentations from speakers from departments, institutes, technology corporations, and businesses nationwide, focusing on clarifying the following contents: the concept and core principles in building a Digital City; the Digital City architecture framework according to the National Master Architecture Framework; typical Digital City models around the world and their applicability to the Vietnamese context. In addition, the presentations also proposed solutions for building the functional layers that constitute the Hai Phong Digital City architecture framework, including: shared digital infrastructure and cybersecurity; data and core platforms; shared applications and business processes; and interaction channels and performance measurement.

In particular, the Forum dedicated time to discussing the development of high-quality digital human resources, through presentations on the needs of the Hai Phong business community for digital human resources in the current period, as well as the "Three-Party" cooperation model (State - School - Enterprise) in training and developing digital human resources, from educational and training institutions to digital human resource supply centers, contributing to meeting the requirements of the city's comprehensive digital transformation.

In his closing remarks at the Forum, Comrade Nguyen Cao Thang - Member of the City Party Committee, Director of the Department of Science and Technology, affirmed that the heartfelt and insightful opinions of the leaders, experts, scientists, and representatives of agencies, units, and businesses who exchanged and discussed at the Forum comprehensively reflected the current situation, orientation, and solutions for building a digital city in Hai Phong. He also received and summarized 05 action messages for the next phase, including: (1) synchronizing architectural thinking; (2) shared infrastructure, cybersecurity from the source; (3) considering data as a strategic asset; (4) practical touchpoints; (5) ready human resources; These are important foundations for the city to continue researching, refining, and concretizing the discussion points into feasible tasks, solutions, and implementation roadmaps, linked to the National Digital Master Architecture Framework and the city's practical conditions, ensuring that digital transformation is in-depth, substantive, and brings practical benefits to citizens, businesses, and urban governance.
