A typical example is Iêl Văn Nam (born in 2016) and Iêl Thị Linna (born in 2018), children of Ms. Iêl Thị Thảo, a Khmer ethnic minority woman in Phú Lợi ward. While working as a factory worker in Bình Dương, Ms. Thảo gave birth but did not have birth certificates, so for many years she was unable to obtain birth certificates for her children. After local officials verified the information, provided guidance, and assisted in completing the procedures, both children were issued birth certificates.
Holding her children's birth certificates in her hands after years of waiting, Ms. Thao said emotionally, "My children can now go to school and learn to read and write, unlike me..."
Similarly, Hữu Tuấn Hùng (born in 2014), the son of Ms. Hữu Kim Linh, has not yet been registered due to a lack of a birth certificate. After learning about their situation, staff from the Center directly visited the family to assist them in completing the necessary paperwork.
For example, Son Tuan Du (born in 2010), who lives with his grandmother in Area 23, did not have a birth certificate for many years because his father left and his mother worked far away. After receiving assistance from the local authorities, he now has all the necessary civil registration documents.
According to Ms. Nguyen Thi Tuyet Hang, after completing the issuance of birth certificates, local officials continue to coordinate with relevant units to assist in issuing health insurance cards, and at the same time encourage children to attend school, reducing the rate of school dropout.
Double the effectiveness
In addition to assisting with civil registration, the model also helps many disadvantaged children obtain health insurance cards, making it easier for them to access medical examinations and treatment.
Baby Thach Bao Nhu (born in 2025), residing in Zone 24, received assistance in obtaining a birth certificate and a health insurance card. According to the family, this significantly reduced medical expenses when the baby was hospitalized for fever treatment.
Similarly, Thach Thai Duy Khanh (born in 2024), residing in Area 19, previously had to be taken to private clinics for treatment whenever he was sick because he lacked the necessary documents and health insurance. After receiving assistance in completing his personal paperwork, he was able to receive medical treatment under health insurance.
Currently, the model has been expanded to support the elderly and people with disabilities being cared for at the Social Work Center, Branch 3. To date, 12 cases have had their birth certificate applications reviewed as a basis for issuing identity cards.
Ms. Tran Thi Hong Van, Vice Chairwoman of the Phu Loi Ward People's Committee, said that the locality will continue to expand the model, strengthen coordination with relevant departments and organizations, and promote awareness among the people about the importance of birth registration.
Each birth certificate issued not only completes an administrative procedure but also opens up opportunities for education, healthcare, and ensures basic rights for disadvantaged children.
