On April 22nd, the People's Committee of Nam Ban commune, Lam Ha district (Lam Dong province), along with various departments and units of Lam Dong province, held a working session with Novaland Investment Group Joint Stock Company to discuss attracting investment and planning orientation in the commune.
Notably, the Novaland delegation included actor Chi Bảo (real name Phạm Gia Chi Bảo) as the head of the delegation.
During the meeting, Mr. Pham Gia Chi Bao, representing Novaland Group, proposed a mixed-use urban model in the Nam Ban Lam Ha commune area and the expansion and connection of the Lien Khuong - Prenn expressway, with a projected scale of 5,000 - 7,000 hectares in Nam Ban Lam commune.
The smart urban area (Nam Ban Lam Ha) will work alongside the local authorities to build expanded inter-regional transportation routes, applying modern management models to enhance inter-regional connectivity and alleviate urbanization pressure in central Da Lat areas;
The multi-functional resort complex (in Hiep Thanh commune) includes features such as a golf course, entertainment film studio; a multi-sport complex; a retirement and elderly care village; and international standard 4-5 star hotels. In addition, there is a Center for Innovation and Application of Science and Technology.
Regarding the urban development orientation (Nam Ban commune, Lam Ha district) and the expansion of the multi-functional resort area (Hiep Thanh commune), Novaland Group proposes that the two communes agree and report to the relevant departments and the Provincial People's Committee for consideration and approval to add it to the provincial planning, as a basis for completing the legal conditions for investment.

Prior to this, Mr. Chi Bảo had a long association with legal entities related to Novaland. Since 2022, he has held the position of General Director and legal representative at Novaland Dat Tam Real Estate Investment Company Limited – a joint venture between Novaland (holding 51% of the capital) and his company, Dat Tam Investment Joint Stock Company (holding 49%).
In early 2025, the company reduced its charter capital from 100 billion VND to 100 million VND to adjust the capital contribution ratio according to the group's restructuring plan, but Mr. Chi Bao still retained his management role.
Mr. Chi Bảo's involvement in the Novaland ecosystem is not limited to the real estate sector, but is also linked to social and educational projects. Currently, he continues to be the legal representative at several businesses such as Understanding the Heart Education Joint Stock Company, and is also involved in resort projects in Con Dao, Ta Dung Lake, and Lak Lake.
Observers believe that his arrival at Novaland is a combination of his personal prestige from philanthropic activities (Understanding the Heart Foundation) and his vision for development in the resort real estate sector.
