Conditions for receiving attraction allowance

On July 1, 2025, Ms. Phan Thi Trung Kien (Lao Cai) transferred to work at the new commune Party Committee headquarters according to the merger decision. The (new) commune Party Committee headquarters is located in a particularly disadvantaged village. Ms. Kien asks whether she will receive the attraction allowance upon transferring to this new location.

Regarding this matter, the Ministry of Interior has the following opinion:

Regarding the incentive allowance regime for officials, civil servants, employees, and those receiving salaries in the armed forces, it is implemented according to Article 4 of Government Decree 76/2019/ND-CP dated October 8, 2019.

Accordingly, officials, civil servants, and public employees working in areas with particularly difficult socio -economic conditions as stipulated in Clause 2, Article 1 of Decree No. 76/2019/ND-CP are entitled to an attraction allowance equal to 70% of their current salary (according to the salary scale prescribed by competent agencies of the Party and the State) plus leadership position allowance and seniority allowance exceeding the standard rate (if any), applicable for the actual time working in areas with particularly difficult socio-economic conditions not exceeding 5 years (60 months).

The implementation of policies regarding officials, civil servants, and public employees in the province falls under the authority of the Chairman of the Provincial People's Committee. Therefore, we suggest you contact the provincial agency responsible for managing officials, civil servants, and public employees (Department of Internal Affairs) for clarification.
