Conditions for promotion of preschool teachers from December 15, 2024

The Ministry of Education and Training has just issued Circular 13/2024/TT-BGDDT stipulating the standards and conditions for considering promotion to the professional title of teachers. In particular, Article 3 contains the content on the standards and conditions for considering promotion to the professional title of preschool teachers, grade II (code V.07.02.25).

Standards and conditions for consideration of promotion to the professional title of preschool teacher grade II (code V.07.02.25) are as follows:

Appointed to the professional title of preschool teacher grade III (code V.07.02.26).

During the time holding the professional title of preschool teacher grade III or equivalent, there are 2 consecutive years of work before the year of consideration for promotion to the professional title with quality classified as completing tasks well or better; having good political qualities and professional ethics; not being subject to disciplinary action; not being subject to implementation of regulations related to discipline according to Party regulations and laws.

Meet the standards on training and fostering qualifications of the professional title of preschool teacher grade II as prescribed in Point a, Clause 3, Article 4 of Circular No. 01/2021/TT-BGDDT dated February 2, 2021 of the Minister of Education and Training stipulating codes, professional title standards and appointment, salary classification for teaching staff in public preschooleducation institutions and Clause 2, Article 1 of Circular No. 08/2023/TT-BGDDT dated April 14, 2023 of the Minister of Education and Training amending and supplementing a number of articles of Circulars No. 01/2021/TT-BGDDT, 02/2021/TT-BGDDT, 03/2021/TT-BGDDT, 04/2021/TT-BGDDT dated February 2, 2021 of the Ministry of Education and Training stipulating codes, professional title standards and appointment, salary classification for teaching staff in public preschool education institutions Salary of teaching staff in public preschool and general education institutions.

Meet the standards of professional competence and skills of the professional title of preschool teacher grade II as prescribed in Point a, Point b, Point c, Clause 4, Article 4 of Circular No. 01/2021/TT-BGDDT and Clause 4, Clause 5, Article 1 of Circular No. 08/2023/TT-BGDDT.

- Meet the requirements for the time holding the professional title of preschool teacher grade III (including the time holding the equivalent rank) as prescribed in Clause 6, Article 1 of Circular No. 08/2023/TT-BGDDT. In case the teacher, before being recruited and accepted, has worked for a period of time in accordance with the provisions of law and has paid compulsory social insurance, the provisions of the Government at Point d, Clause 1, Article 32 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government on recruitment, use and management of civil servants, as amended and supplemented at Clause 16, Article 1 of Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government amending and supplementing a number of articles of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government on recruitment, use and management of civil servants, shall apply.

For grade I preschool teachers, the regulations in Article 4 on standards and conditions for consideration of promotion to the professional title of grade I preschool teacher (code V.07.02.24) are as follows:

Preschool teachers are eligible to register for consideration for promotion to the professional title of preschool teacher grade I (code V.07.02.24) when meeting the following standards and conditions:

Appointed to the professional title of preschool teacher grade II (code V.07.02.25).

During the time holding the professional title of kindergarten teacher grade II or equivalent, there are 5 consecutive years of work before the year of consideration for promotion to the professional title with quality classified as completing tasks well or better, of which at least 2 years are classified as completing tasks excellently; have good political qualities and professional ethics; not within the disciplinary period; not within the period of implementing regulations related to discipline according to the Party's regulations and the law.

Meet the standards of professional competence and skills of the professional title of preschool teacher grade I as prescribed in Point a, Point b, Point c, Clause 4, Article 5 of Circular No. 01/2021/TT-BGDDT and Clause 4, Clause 7, Article 1 of Circular No. 08/2023/TT-BGDDT. In particular, the emulation titles and forms of commendation as prescribed in Clause 7, Article 1 of Circular No. 08/2023/TT-BGDDT must be the emulation titles and forms of commendation achieved during the time holding the professional title of preschool teacher grade II or equivalent.

Meet the requirements for the time holding the professional title of preschool teacher grade II (including the time holding the equivalent rank) as prescribed in Clause 8, Article 1 of Circular No. 08/2023/TT-BGDDT.

Ms. Luong Thanh Nga, a preschool teacher in Hanoi, expressed: "Regarding all regulations and adjustments related to the current benefits and salaries of teachers, I think that the Ministry of Education and Training has carefully considered, reviewed, and widely consulted before issuing the Circular. I believe that the Ministry of Education and Training is doing what is best for teachers, especially preschool teachers. I hope that the Departments of Education and Training will give priority to preschool teachers to receive benefits commensurate with their work."

Ms. Nguyen Mai Lan, a preschool teacher in Hanoi, also said: "When I first started working, my salary was lower than that of those who had been working for a long time. All the advantages were given to them because I was "just out of school and needed to learn from experience."

Now many years have passed, the promotion exam is also removed, but seniority does not prove anything. The staff members who are later recruited are recruited to higher ranks. We feel that we are at a disadvantage. If we wait for the promotion, we do not know when our turn will come. But anyway, we are still happy with what we have because every industry has its own hardships and difficulties. Hopefully in the future, we preschool teachers will receive more attention."
