At the inspection site, the leaders of the Provincial People's Committee listened to reports from relevant departments, branches and units on the land use plan on both sides of Vo Nguyen Giap Street (Road 706B). Accordingly, the plan has an area of 806.61 hectares, divided into 3 groups, equivalent to 7 areas, including: The auction group has 2 areas with an area of 58.12 hectares; the bidding group has 3 areas with an area of 685.8 hectares, bidding to select investors for residential land, residential land combined with commercial services, commercial services land.
The public investment group alone has 2 areas with an area of 89.69 hectares, including an area to create resettlement land fund and reserve for future social housing development and an area for headquarters of agencies, education , healthcare, parks, etc.

The investor and local authorities also reported to the provincial People's Committee leaders about some difficulties related to compensation and site clearance; the situation of re-occupation or encroachment of land for building houses, architectural works and planting trees on the land. Currently, the local authorities are advising on handling land encroachment, ensuring clean land to carry out auction work according to regulations.
Regarding the Project of Protection, enclosure, regeneration, planting and development of oil forest plants, some rare and precious animal species (group IB, IIB) and common (Hong Liem Oil Forest) of Rang Dong Joint Stock Company (Investor) in the territory of 3 communes before the merger: Hong Liem, Hong Son (Ham Thuan Bac) and Hong Phong (Bac Binh). The project has a land use area of 3,241.9 hectares, with an operating period of 50 years, starting from July 10, 2008. The scale and land use area of the project is 3,241.9 hectares. Specifically, there are 1,427 hectares of production forest land; 1,645 hectares of protective forest land and 169.9 hectares of perennial crop land (outside the planning of 3 types of forests).

According to the report of the Department of Finance, the Company has invested in afforestation, forest protection, and increased forest cover of the land since 2010. In addition, the biological environment in the project area is increasingly diverse, many endangered and rare animals have appeared in the project and need to be further preserved and developed...
However, the current difficulties and obstacles of the project are mainly related to investment incentives, land use duration and constructed works. Accordingly, the Company recommends that the constructed works remain and not be dismantled. The purpose is to continue to complete the procedural documents in order to put them into operation soon, avoid wasting socio -economic resources and contribute to diversifying tourism products for the province with cultural identity of eco-tourism. Currently, relevant departments, branches and localities continue to resolve difficulties in land allocation, allocation of protective forests, investment incentives on land use fees for production forest land, etc.

After listening to the report and inspecting the situation, Chairman of the Provincial People's Committee Ho Van Muoi said that for the land fund and the project on both sides of DT.706B road, the Provincial People's Committee will report to the Provincial Party Committee Standing Committee for specific instructions. At the same time, he emphasized that investors must be determined and work together with the locality to effectively implement the project. This is the right policy, after completing the legal procedures, the steps must be carried out according to regulations. In particular, the Chairman of the Provincial People's Committee clearly stated that the role of related communes and wards is very important in implementing the project. The Chairman of the Provincial People's Committee also requested departments and branches to promptly grasp information and promptly remove difficulties and obstacles.

Regarding the Hong Liem Oil Forest project, after the working delegation came to work, visit and survey the site, the leaders of the Provincial People's Committee acknowledged the results achieved by the enterprise. The Chairman of the Provincial People's Committee also grasped and acknowledged the difficulties the enterprise is facing. Thereby, the provincial leaders requested the Department of Agriculture and Environment to preside over and coordinate with relevant departments and branches to review the situation of the province's major projects, report back to the Provincial People's Committee to submit to competent authorities for resolution.
