On the afternoon of December 16, a delegation from Xay Som Bun province (Laos) led by Comrade Deng - Pa Thum Thong - Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Zone 18, Chairman of the Xay Som Bun Provincial People's Council visited and worked in Bac Giang province on the leadership and direction of socio -economic development of the two localities; cooperation results and cooperation plans in the coming time.
The working delegation of the leaders of Xay Som Bun province (Laos) included comrades: Tong Mua - Xua Co - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of Xay Som Bun province, Deputy Head of the delegation; Phet Sa May - Pho Xay Nha Vong - Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Party Inspection Committee and State Inspectorate, Deputy Head of the delegation; leaders of a number of departments, branches, districts, and enterprises of Xay Som Bun province.
Receiving and working with the delegation, Bac Giang province had the following comrades: Mai Son - Member of the Provincial Party Standing Committee, Acting Chairman of the Provincial People's Committee; Tran Van Tuan - Deputy Head of the Provincial National Assembly Delegation; Nghiem Xuan Huong - Vice Chairman of the Provincial People's Council; representatives of leaders of a number of provincial departments, branches, sectors and units.
Welcoming the delegation of Xay Som Bun province, Comrade Mai Son - Acting Chairman of Bac Giang Provincial People's Committee emphasized that in the world , there are few countries and peoples that have such a special relationship as the two peoples of Vietnam and Laos. That special, loyal and pure relationship was built and nurtured throughout the struggle for national independence in the past as well as in the period of renovation, construction and protection of the Fatherland today.
In order to foster the special solidarity between the two countries and at the same time bring the cooperation between the two provinces into reality and effectiveness, in recent times, Bac Giang province and Xay Som Bun province have signed a Cooperation Program and organized many activities according to the signed Cooperation Agreement. The two provinces have done well in the following areas: Exchange of high-level delegations; exchange of experiences in Party building, government building, socio-economic development, administrative reform, agriculture and rural development; education and training; health, sports, radio and television... It can be said that the two provinces have become brothers in one family, cooperating and fostering the Vietnam - Laos, Laos - Vietnam relationship "forever green, forever sustainable".
Bac Giang province always attaches importance to the friendly cooperative relationship with Xay Som Bun province and is pleased to see that the Government and People of the two localities have increasingly close relations and mutual understanding based on the spirit of equality, accompanying and moving forward in the cause of building and developing Bac Giang province and Xay Som Bun province.
The meeting was an opportunity for the two sides to share and exchange experiences in the fields of leadership and direction of socio-economic development of the two localities; Party building work; discuss and exchange results of the implementation of cooperation agreements between the two provinces; difficulties, obstacles and issues of mutual concern to continue to implement cooperation more effectively in the coming time.
He hoped that through this working session, the two provinces of Bac Giang and Xay Som Bun would continue to effectively coordinate in implementing cooperation contents, contributing to further deepening the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.
According to the report at the working session, after signing the Cooperation Agreement between the People's Committee of Bac Giang province and the Government of Xay Som Bun province (Laos) for the period of 2021-2025 , delegation exchange activities between Bac Giang province and Xay Som Bun province (Laos) are carried out regularly. Every year, the two provinces maintain the exchange of delegations of provincial leaders to inform about the leadership situation, direction of socio-economic development and cooperation implementation of the two provinces, promptly resolving issues arising in cooperation activities.
In recent times, agencies and localities of the two provinces have actively deployed working delegations. From 2022 to present, Bac Giang province has sent 07 delegations at the department, branch and district levels to work in Xay Som Bun province, mainly in the fields of agriculture, national security and defense, radio and television, and people's foreign affairs. During the working delegations between the two provinces, there were 06 cooperation agreements signed between the Women's Union of Bac Giang province and the Women's Union of Xay Som Bun province; Bac Giang Provincial Police and Xay Som Bun Provincial Police; Luc Ngan district, Bac Giang province and Anuvong district, Xay Som Bun province; between BAGICO Investment Joint Stock Company (Bac Giang) and Xay Som Bun Provincial Development Fund; between the Vietnam - Laos Friendship Association of Bac Giang province and the Laos - Vietnam Friendship Association of Xay Som Bun province; between the People's Court of Bac Giang province and the People's Court of Xay Som Bun province. At the same time, the sectors and units organized training programs and sent expert delegations to share and provide professional support to cadres and civil servants of Xay Som Bun province.
Speaking at the meeting, Comrade Deng - Pa Thum Thong - Deputy Secretary of the Provincial Party Committee, Chairman of the Xay Som Bun Provincial People's Council said that since Xay Som Bun province and Bac Giang province signed the Cooperation Agreement on September 8, 2021, the two provinces have been actively implementing 09 contents of the Cooperation Minutes, many activities have been completed. Through the cooperation programs between the two provinces in the past time, it can be seen that many activities have been implemented and gone into depth, contributing to fostering the friendship, special solidarity and comprehensive cooperation.
In the spirit of solidarity, friendship, cooperation and an open, frank and sincere atmosphere, the delegates discussed and agreed to report on the results of cooperation between the two provinces in the past time; highly appreciated the results achieved in the past time. At the same time, they shared and exchanged experiences in the fields of leadership and direction of socio-economic development of the two localities; discussed difficulties, obstacles and issues of mutual concern; agreed on a number of solutions to continue focusing on effectively implementing the cooperation agreement between the two provinces in the coming time.
At the meeting, the leaders of Xay Som Bun province proposed to Bac Giang province a number of contents: Bac Giang province continues to send volunteer teachers to train Vietnamese for cadres and civil servants of Xay Som Bun province for a period longer than 03 months/year. Support cadres, civil servants and students of Xay Som Bun province to study at the Vietnam - Korea Bac Giang College of Technology.
Speed up the implementation of necessary procedures according to regulations to be able to deploy support for infrastructure construction of Xay Som Bun province for the project of building 5 friendship schools in 5 districts; Long Cheng district agricultural office; irrigation system that Bac Giang province has sent experts to survey. Bac Giang province considers, studies, and introduces Hom district, Xay Som Bun province to be twinned with a district of Bac Giang province, thereby supporting the construction of infrastructure and socio-economic development of Hom district.
In the coming time, Xay Som Bun province plans to establish a Department of Foreign Affairs, proposing to consider allowing the Department of Foreign Affairs of Bac Giang province to sign a Memorandum of Cooperation with the Department of Foreign Affairs of Xay Som Bun province after its establishment to learn from operational experience. Bac Giang province continues to exchange, help, and share experiences in building cooperatives, supporting varieties, market prices, and agricultural product consumption; supporting, training, and coaching medical staff in using medical equipment; and technical staff of Xay Som Bun province's Radio and Television Station.
Concluding the meeting, Comrade Mai Son - Acting Chairman of Bac Giang Provincial People's Committee affirmed that through the exchange and discussion at the meeting, the two sides had more information and a better understanding of the general situation of each province; agreed on a number of solutions to continue focusing on effectively implementing the Cooperation Agreement between the two provinces in the coming time.
He shared some experiences in economic development of Bac Giang province, and said that despite many difficulties and limitations, the implementation of the Cooperation Agreement between the two provinces has achieved many results. He emphasized that Bac Giang province always attaches special importance to and implements with the highest determination and effort within its capacity to support Xay Som Bun province in various fields, especially the contents identified in the cooperation agreement such as: Agriculture; health; education, training and fostering of cadres and civil servants; culture, sports and tourism, security and order...
To effectively implement the signed cooperation contents, comrade Mai Son said that the People's Committee of Bac Giang province will focus on directing departments, branches and localities to closely follow the implementation plan of the agreement, closely coordinate with relevant agencies of Xay Som Bun province to effectively implement the contents to ensure timeliness, practicality and suitability to the needs and actual conditions of both provinces.
On this occasion, Comrade Mai Son - Acting Chairman of Bac Giang Provincial People's Committee requested the Deputy Secretary of the Provincial Party Committee and leaders of Xay Som Bun province to regularly pay attention to directing the agencies, units and localities of the province to continue to coordinate more closely and effectively, together with Bac Giang province to effectively implement the cooperation contents in the coming time.
On the same morning, the delegation of Xay Som Bun province visited and worked at the Vietnam - Korea College of Technology, Bac Giang. According to the program of the delegation of Xay Som Bun province, in the next two days, the delegation will visit and conduct field surveys in some key agricultural, industrial and spiritual - ecological tourism development areas of Bac Giang province./.
