This information was presented at the Conference on the results of science, technology, innovation and digital transformation (S&T) activities in the first 6 months of 2025 on the morning of July 14. At the conference, Deputy Minister of Science and Technology Pham Duc Long said that 2025 is the key year to successfully complete the 5-year Socio-Economic Development Plan 2021-2025.
Thoroughly implementing the Government's directive spirit of "Discipline, responsibility; proactive and timely; streamlined and efficient; accelerated breakthrough", the Ministry of Science and Technology (MOST) has strived to overcome many challenges, especially the consolidation of the organizational apparatus after the merger, to synchronously deploy all aspects of work, creating breakthroughs and making practical contributions to the overall development of the country.

In the first 6 months of 2025, the total revenue of the science and technology sector is estimated to reach VND 2,400,035 billion, an increase of 16% over the same period in 2024 and estimated to reach 53% of the 2025 plan. State budget contribution is estimated to reach VND 54,317 billion, an increase of 10% over the same period last year and estimated to reach 53% of the 2025 plan.
The contribution to GDP of the science and technology sector is estimated at VND 537,769 billion, an increase of 15% over the same period last year and estimated to reach 52% of the 2025 plan. The total number of employees in the sector as of June 2025 is estimated at about 1,673,916, an increase of 4% over the same period last year.
Outstanding results in 4 strategic pillars
According to the Mid-term Review Report for the first 6 months of 2025, the 4 strategic pillars of the Ministry of Science and Technology have recorded remarkable achievements, not only affirming Vietnam's position on the world science and technology map but also opening up many new opportunities for sustainable development in the future.

In the field of science , the number of international publications in Vietnam's science field has increased by nearly 9%, especially prominent in key fields such as Engineering, Computer Science, Mathematics, Medicine and Social Sciences.
Over the past year, 849 certificates of scientific and technological research results were issued, demonstrating the continuous efforts in improving the quality of research. Currently, 42 national scientific and technological programs are being implemented, closely connecting research with production and practical application.
In the field of technology , Vietnam has granted 15 technology transfer certificates and 5 renewal certificates. In particular, more than 1,000 licenses in the field of atomic energy have been granted, along with many radiation and isotope applications deployed in medicine, agriculture and industry.
The number of international standards adopted by Vietnam increased by 25%, while the issuance of codes and barcodes also increased by nearly 9%. Notably, more than 40,000 protection certificates were granted, marking an increase of 58.3% compared to the same period in 2024.
In terms of innovation , Vietnam continues to affirm its position in the Global Innovation Index (GII) 2024, ranking 44th out of 133 countries, up 2 places from last year. Vietnam is currently leading the group of middle-income countries.
In addition, the Vietnam Technology Exchange was officially launched, bringing the total number of technology exchanges operating nationwide to 24. There are currently 940 science and technology enterprises and about 4,000 innovative startups, along with a rich ecosystem of 208 investment funds, 84 incubators and 40 business promotion organizations.
In the field of digital transformation , the National Data Integration and Sharing Platform has 630 million transactions, reaching 73% of the annual plan. The rate of online records throughout the process is nearly 40%, contributing to improving the efficiency of public service provision. More than 75,000 digital technology enterprises are operating stably, while the post and telecommunications sector recorded a revenue growth of 12.8%.
Vietnam's network speed is currently leading the region, with IPv6 reaching 65%, putting the country in the world's top 10. The digital economy currently accounts for 18.72% of GDP, up 10% year-on-year, of which the core digital economy accounts for 8.63%.
Institutional improvement
One of the highlights of the first 6 months of the year of the Ministry of Science and Technology is that this unit has advised the Politburo to issue 4 key Resolutions: Resolution 57 on breakthrough development of science, technology, innovation and digital transformation; Resolution 59 on international integration; Resolution 66 on innovation in law-making; Resolution 68 on private economic development.
Notably, at the 9th Session of the 15th National Assembly, the Ministry of Science and Technology submitted and simultaneously approved 5 important draft laws: Law on Science, Technology and Innovation; Law on Digital Technology Industry; Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Atomic Energy (amended).
The Ministry of Science and Technology became the unit with the largest number of laws passed at the session, demonstrating its outstanding policy capacity and role as an "institutional architect" for the national development model in the new period.
Speaking at the conference, Minister of Science and Technology Nguyen Manh Hung emphasized that the last 6 months of 2025, the Ministry of Science and Technology determined that this is a pivotal time, of decisive significance for the successful completion of the 5-year Plan 2021-2025. In the context of the newly merged organizational apparatus and the piled up work, the Ministry still implements 3 key points in parallel: perfecting the organization, perfecting the institutions and implementing professional tasks in 4 key areas.

Accordingly, the Ministry of Science and Technology will continue to submit to the Government draft laws and amendments. For the first time, the Law on Digital Transformation will be officially drafted along with three amended laws: the Law on Intellectual Property, the Law on High Technology, and the Law on Technology Transfer.
The Ministry of Science and Technology will also submit to the Prime Minister decrees guiding the implementation of five new laws passed by the National Assembly and at the same time implement the National Program for Strategic Technology and Industrial Development.
In addition, the Ministry of Science and Technology will organize the Congress of the Party Committee of the Ministry of Science and Technology for the 2025-2030 term and continue to improve the industry's database system, promoting the implementation of the new phase of the Digital Vietnamese Knowledge System Project.
