A radical shift in thinking about national security protection is needed.

General Secretary To Lam called for a strong renewal of thinking on national security protection, thereby strongly reforming the work of gathering information, providing strategic advice to the Party and State, and implementing measures to protect security and order.

The image of the police in the hearts of the people continues to improve significantly.

On December 17th, in Hanoi, the Party Committee of the Central Public Security Ministry held a conference to evaluate the results and review the leadership in implementing political tasks in 2024; and to set forth directions and tasks for 2025.

At the conference, General Secretary To Lam commended the Ministry of Public Security for continuing to lead in building and repairing houses for poor households, families entitled to preferential policies, families with meritorious services to the revolution, and ethnic minorities nationwide. The image of the police in the hearts of the people continues to improve significantly, from grassroots officers such as commune police to traffic police and criminal police... this is very encouraging.

Alongside this, significant results have been achieved in building a truly clean, strong, professional, elite, and modern people's police force.

The General Secretary assessed that, after four years of implementing Resolution No. 12 of the Politburo, the exemplary conduct is distinctly different, and we can see the regularity, professionalism, and modernity within our forces: the basic construction of commune police headquarters has been completed, equipment has been provided, and operations are very effective.

Right from the commune level, many security and order issues have been resolved at the grassroots level, addressing the needs and aspirations of the people. Being close to the people, close to the grassroots, resolving issues early and from the beginning; streamlining administrative procedures for the people.

"People no longer need to go to the province or district; they can complete procedures from home, which is very convenient. It's not just a 'one-stop shop,' but there are no other options left," the General Secretary noted and praised.

The General Secretary also highly appreciated the continued exemplary leadership in implementing Resolution No. 18 of the Central Party Committee of the Public Security Ministry, for example, the provincial-level police force is tasked with 24 specific tasks, and from those 24 tasks, how should the organizational structure be built? The Ministry needs to focus on promoting research and proposing strategic issues, strategic guidance, and institutional building, promoting international cooperation, and reducing direct involvement in these tasks.

"The decentralization is excellent. Recently, you comrades handled some 'earth-shattering' cases, and when asked who handled them, it was the district-level police. Thousands of people were scammed, both domestically and internationally, recovering 5,200 billion VND, which, if thoroughly investigated, would amount to billions of USD. If the district can do such things, then the commune can also do them, with guidance and information provided by the Ministry. This is the basis for studying the organization of the district-level apparatus, the more directly at the commune level the better," the General Secretary observed.

Ensuring security and order must contribute to expanding the space for development.

Regarding future directions, General Secretary To Lam emphasized three key issues, noting what the police force needs to do in the new era, the era of national progress, and what contributions they must make to the country's development and prosperity through their management work.

"Once security and order are good, what should we do to maintain and manage them in order to develop the economy and society, to make the country more orderly and disciplined, to make society safer, and for the people to live in happiness? Protecting the people must take these things into account. As the whole country is undergoing transformation, the police must also work to serve that cause," the General Secretary pointed out.

According to the General Secretary, the police must thoroughly understand and implement President Ho Chi Minh's advice: "The police must have a plan. The police cannot lag behind industry, agriculture, commerce, and transportation. It is best for the police to take the first step."

The police force must continue to set an example and take the lead in implementing the Party's policies, first and foremost by setting an example and taking the lead in implementing the Politburo's Resolution on national digital transformation; on preventing and combating waste; on combating environmental pollution; and continue to streamline the organizational structure, providing practical examples for the entire political system to learn from.

We need to strongly innovate our thinking on national security protection, thereby significantly improving our intelligence gathering, strategic planning for the Party and State, and the implementation of security and order protection measures. This should be done in a way that emphasizes national security protection not only by firmly safeguarding the nation's security from early on and from afar, and defending the country before it is in danger, but more importantly, by maximizing opportunities, transforming challenges into opportunities for national development, continuously strengthening national defense and security capabilities, and increasing Vietnam's contribution to peace and stability in the region and the world.

In ensuring security and order, it is necessary to contribute to expanding the development space, strongly promoting investment, production and business activities; creating the most favorable conditions for normal activities within the framework of the law, contributing to national development, improving the lives of the people, organizations, individuals, businesses and entrepreneurs both domestically and internationally.

"The police are fully capable of doing such things, so that the people see an image of the police as friendly, protective, helpful, and supportive of the people," the General Secretary said.

Never allow yourself to be caught off guard in any situation.

Besides monitoring the situation and advising the Party and State on traditional and non-traditional security issues, General Secretary To Lam requested the People's Public Security force to focus on understanding and advising on development opportunities, overcoming the risk of falling behind, on strategic technologies, digital transformation, green transformation, and strengthening Vietnam's contribution to peace in the region and the world.

Continue to do a good job of providing strategic advice to the Party and the State; maintain national security, absolutely not allowing any unexpected or passive situations; and create positive changes in social order and safety.

The General Secretary emphasized that the most important issue in 2025 is that the People's Public Security force must dedicate all its efforts to absolutely protecting the security and safety of Party congresses at all levels, leading up to the 14th National Congress of the Party.

"This is a very important task, requiring very direct action from the grassroots level of wards, communes, villages, hamlets, districts, cities, provinces to the Central Government... it needs to be done well," the General Secretary stated clearly.

According to General Secretary To Lam, our country is facing new opportunities and prospects. Alongside the advantages, there are fundamentally many difficulties and complexities. Failure to seize these development opportunities means falling further behind our friends in the world and missing the "crucial" historical moment of entering a new era.

Therefore, the key tasks set forth by the Central Party Committee of the Ministry of Public Security for 2025 and the following years require high political determination and a scientific approach to work.

The General Secretary expressed confidence that, with their tradition of unity, unwavering will and courage, and spirit of daring to think, daring to act, and daring to take responsibility, the People's Public Security force will certainly excellently complete the 2025 work program; and strive to achieve many accomplishments and victories to celebrate the major national holidays and anniversaries in 2025 and the 80th anniversary of the Traditional Day of the Vietnam People's Public Security.
