At the conference, General Secretary To Lam praised the Ministry of Public Security for continuing to take the lead in building and repairing houses for poor households, policy families, families with revolutionary contributions, and ethnic minorities across the country. The image of the police in the hearts of the people continues to improve significantly, from grassroots cadres such as commune police to traffic police, criminal police... which is very encouraging.

Along with that, the building of a truly clean, strong, disciplined, elite, and modern people's police force has achieved many important results.

The General Secretary assessed that after 4 years of implementing Resolution No. 12 of the Politburo, the exemplary performance has been completely different, seeing the regularity, eliteness, and modernity right from within our force: basically completing the commune police headquarters, equipping facilities, and operating very effectively.

Right from the commune, many security and order issues at the grassroots level have been resolved, and the people's requests and aspirations have been resolved. Close to the people, close to the grassroots level, resolving issues early, right from the start; resolving administrative procedures for the people.

"People now do not need to go to the province or district but can do procedures at home, very convenient, not "one door" but no more "no door", the General Secretary noted and praised.

The General Secretary also highly appreciated the continued exemplary and pioneering role in implementing Resolution No. 18 of the Central Public Security Party Committee, for example, the provincial police do 24 tasks, very specifically, from those 24 tasks, how to build the organizational apparatus; The Ministry needs to focus on promoting research, proposing strategic issues, directing strategies and building institutions, promoting international cooperation, reducing direct tasks.

"Decentralization is great. Recently, you have done some earth-shattering cases. When asked who did it, it was the district police. Thousands of people were cheated, both domestically and internationally, earning VND5,200 billion, which if done thoroughly would be billions of dollars. If the district can do such things, the commune can do it too, when the Ministry guides and provides information. This is the basis for studying the organization of the district-level apparatus, the more directly at the commune level the better," the General Secretary acknowledged.

In ensuring security and order, we must contribute to expanding development space.

Regarding the future direction, General Secretary To Lam emphasized three key issues, including noting what the police need to do in the new era, the era of national growth, and thinking about what contributions they can make to the country's development and prosperity through their management work.

"If security and order are good, what must be done to maintain and manage them to develop the economy and society, to make the country more orderly and disciplined, to make society safer, and for the people to live happily? To protect the people, we must consider such things. The whole country is changing, so the police must also work to serve that cause," the General Secretary pointed out.

According to the General Secretary, the police must fully understand and implement President Ho Chi Minh's advice: "The police must have a plan. The police cannot lag behind industry, agriculture, commerce, and transportation. It is best for the police to go first."

The police force must continue to be exemplary and take the lead in implementing the Party's policies, first of all, be exemplary and take the lead in implementing the Politburo's Resolution on national digital transformation; on preventing and combating waste; on combating environmental pollution; continue to streamline the organizational apparatus, providing practices for the entire political system to refer to.

In ensuring security and order, we must contribute to expanding development space, strongly promoting investment, production and business activities; creating the most favorable conditions for normal activities within the legal framework, contributing to national construction, improving the lives of people, organizations, individuals, businesses, and entrepreneurs at home and abroad.

"The police are fully capable of doing such things. We must make people see the image of the police as friendly, dedicated to protecting, helping, and supporting the people," said the General Secretary.

Never be surprised in any situation.

In addition to grasping the situation and providing strategic advice to the Party and State on traditional and non-traditional security issues, General Secretary To Lam requested the People's Public Security force to focus on grasping and advising on development opportunities, pushing back the risk of falling behind, on strategic technology, digital transformation, green transformation, and enhancing Vietnam's contribution to peace in the region and the world.

Continue to do a good job of strategic consulting with the Party and State; maintain national security, absolutely not be passive and surprised in any situation; create positive changes in social order and safety.

The General Secretary emphasized that the most important issue in 2025 is that the People's Public Security force must devote all its heart and strength to absolutely protecting the security and safety of Party congresses at all levels, leading up to the 14th National Congress of the Party.

"This is a very important task, with very direct requirements, from the grassroots level of wards, communes, villages, hamlets, districts, cities, provinces to the Central level... it needs to be done well," the General Secretary stated.

According to General Secretary To Lam, our country is facing new opportunities and fortunes. Besides advantages, there are still many difficulties and complexities. Failure to grasp development opportunities means falling further behind our international friends and missing the "key" historical moment of entering a new era.

Therefore, the key tasks set by the Central Party Committee of Public Security in 2025 and the following years require high political determination and scientific working methods.

The General Secretary believes that with the tradition of solidarity, strong will, courage and the spirit of daring to think, daring to do, daring to take responsibility, the People's Public Security force will definitely successfully complete the 2025 work program; compete to achieve many achievements and feats to celebrate the country's major holidays and anniversaries in 2025 and the 80th anniversary of the Traditional Day of the Vietnam People's Public Security.
