People's livelihoods were ensured during typhoon number 3.

On the morning of September 28th, Ms. Nguyen Thi Tuyen, Standing Deputy Secretary of the Hanoi Party Committee, chaired the Hanoi branch of the Government's conference to review, evaluate, and draw lessons from the work of preventing, combating, and mitigating the consequences of Typhoon No. 3. Also attending were Mr. Nguyen Manh Quyen, Vice Chairman of the Hanoi People's Committee, and representatives from various departments, agencies, and 30 districts, towns, and cities.

Damages amounted to nearly 2.3 trillion VND.

Typhoon No. 3 and its aftermath had a wide impact across the Northern region to Thanh Hoa (26 provinces and cities), including Hanoi. The typhoon's circulation caused heavy rain in the Northern region, and upstream hydroelectric dams on the Red River system operated flood releases, causing water levels in reservoirs and the river system to rise.

Due to the impact of the storm and floods, Hanoi recorded significant casualties (4 deaths and 28 injuries); including 1 death and 10 injuries during the storm itself; the remainder were due to the thunderstorm, falling trees on the afternoon of September 6th, and other incidents after the storm.

Most localities in the city were affected, suffering property damage. Statistics show that the storm and floods caused over 100,000 trees to be broken or uprooted (including urban trees and other types of trees); over 2,800 livestock died; approximately 460,000 poultry died or were lost; and nearly 30,000 households had their homes flooded.

Agriculture was the most severely affected sector, with over 23,000 hectares of rice fields damaged, flattened, or destroyed; 15,000 hectares of rice fields flooded; over 13,000 hectares of vegetable crops flooded and affected; over 9,000 hectares of fruit trees damaged; and over 4,000 hectares of aquaculture affected…

The entire city also recorded approximately 40 incidents involving dikes and embankments, over 150 incidents involving irrigation works, along with other incidents and impacts related to flooding… The estimated economic damage (especially to agriculture) caused by Typhoon No. 3 and the subsequent floods is over 2,287 billion VND.

To stabilize people's lives as soon as possible.

According to Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen, immediately after receiving information about Typhoon No. 3, the Standing Office issued a document on proactively responding to Typhoon No. 3. Based on the Central Committee's directive, the Standing Committee of the Hanoi Party Committee issued a telegram on September 5th.

The Standing Committee of the Hanoi City Party Committee also held a meeting to implement, assign, and direct tasks, and issued Notice No. 1863-TB/TU on September 6th regarding the proactive response to Typhoon No. 3.

With the close attention and guidance of the City Party Committee, the Hanoi People's Committee has issued numerous official dispatches and directives to respond to and mitigate the consequences of Typhoon No. 3 and other types of natural disasters.

The entire political system, from the city level down to the grassroots, including departments, agencies, and district and commune-level People's Committees, has continued to proactively direct the response to and mitigation of natural disasters according to its functions, duties, and areas of responsibility.

“Thanks to proactive measures taken early and from afar, disaster prevention and search and rescue efforts have yielded good results, minimizing damage to people and property. People's lives are ensured to be safe; infrastructure systems are stable, and no major incidents have occurred…” - Deputy Secretary of the City Party Committee Nguyen Thi Tuyen emphasized.

Regarding future tasks, the Standing Committee of the City Party Committee requests that all levels, departments, and localities continue to implement Resolution No. 143/NQ-CP of the Prime Minister. Simultaneously, they should carry out activities to mitigate the consequences of storms and floods; paying particular attention to ensuring the safety and quickly stabilizing the lives and livelihoods of the people, especially those households affected and displaced.

The Standing Committee of the City Party Committee also requested localities to focus on inspecting and assessing affected structures, landslides, and subsidence to advise the Hanoi People's Committee on directing emergency handling. They were also asked to study and propose the renovation and upgrading of weak bridges. Furthermore, they were instructed to review and update response plans for potential natural disasters and incidents in the future, and be ready to implement response and remediation plans based on the "four on-the-spot" principle.

To support disaster prevention and control efforts in Hanoi, the Standing Deputy Secretary of the Hanoi Party Committee, Nguyen Thi Tuyen, requested the Ministry of Agriculture and Rural Development to report to the Prime Minister, directing central ministries and agencies to study and propose investment in upstream water regulation projects on the Ca Lo River, contributing to flood control and minimizing damage to downstream areas, including Hanoi.

Hanoi also requested the Ministry of Agriculture and Rural Development to study and apply engineering solutions and implement planning to improve drainage for the Day River (renovating and dredging from the Day Dam to the sea); and at the same time, to support and propose solutions to cope with flash floods across the Bui and Tich rivers, which frequently cause flooding in Hanoi, especially in the districts of Chuong My, Quoc Oai, Thach That, My Duc, etc.

 

In response to the impact of Typhoon No. 3, the Hanoi People's Committee decided to provide support to districts, towns, and communes (in 3 phases) with a total budget of 188.5 billion VND, and other units with 24.787 billion VND. To date, the Hanoi Fatherland Front Committee has also received registrations and donations totaling 177.646 billion VND; and has provided 101.84 billion VND in support (15.9 billion VND to the people of Hanoi and 85.94 billion VND to the affected provinces) and many essential supplies to people affected by the storm and floods.
