"Leverage" to escape poverty

Over the years, policy-based credit has become an important "lever," contributing to stabilizing livelihoods, ensuring social security, and promoting socio-economic development in Tra Tap mountainous commune.

Tra Tap currently has 1,875 households and over 8,300 inhabitants, mainly Ca Dong and Xo Dang ethnic minorities. In a context of significant hardship, access to capital for production development used to be a major obstacle for the people here. This has gradually been overcome as policy-based credit has been widely implemented in every village and household.

In 2019, from a poor household lacking capital for production, Mr. Ho Van The's family (in Hamlet 8) boldly borrowed capital from the Social Policy Bank to invest in cinnamon cultivation. The previously barren hillside is now covered with over 5,000 thriving cinnamon trees, opening up a sustainable path for the family.

“Thanks to support from state resources, especially policy credit, my family has boldly invested in expanding the area for cinnamon cultivation. Not only me, but many other households have also developed cinnamon gardens with thousands of trees, gradually forming a concentrated production area,” Mr. The said.

In Hamlet 6, the deer farming model for antler harvesting implemented by a group of households in Tak Ri village is also showing positive results. Initially, the households received breeding stock from the national target program. However, to maintain and develop the model, they need additional resources to invest in enclosures, feed, and care. In this context, policy-based credit has provided timely support, helping the villagers maintain their deer herds and gradually increase their income.

Mr. Tran Quang Huy, a member of the deer farming group, said: “Thanks to the timely attention and support of the local government in providing breeding stock, along with the preferential loan conditions created by the Social Policy Bank, my family has been able to repair and upgrade the barns and maintain the farming operation. This policy credit has helped us become more confident, gradually stabilize and expand the model, aiming to increase income and improve our living standards.”

According to Mr. Ngo Tan Lac, Vice Chairman of the People's Committee of Tra Tap commune, the total amount of policy credit capital in the commune has reached over 48.7 billion VND, with 1,112 households still having outstanding loans. In the first three months of 2026 alone, loan disbursements reached over 2.3 billion VND, with 38 households accessing capital. Of this, the job creation loan program accounts for a large proportion, along with the capital supporting labor export, which continues to be effective.

“After implementing the two-tiered local government model, resources from the Social Policy Bank through preferential credit programs have been even more effectively utilized. The capital is not only used for direct support but is also linked to new economic development models under national target programs. With the matching contributions of beneficiaries, many models have been implemented effectively, suitable to the actual conditions of the localities,” Mr. Lac said.
