Urge the implementation of the assigned capital plan of project owners

Implementing the direction of Deputy Prime Minister Tran Luu Quang, the Chairman of the Ho Chi Minh City People's Committee assigned the Urban Railway Management Board, the Urban Infrastructure Construction Investment Project Management Board, the Traffic Construction Investment Project Management Board (project owners using ODA capital and foreign preferential loans) to implement a number of contents.

Accordingly, project owners using ODA capital and foreign preferential loans focus on implementing programs and projects to promptly have the volume for disbursement; report to the City People's Committee on difficulties and problems beyond their authority. Take full responsibility before the Chairman of the City People's Committee for the disbursement rate of ODA capital and foreign preferential loans according to the assigned plan and the effectiveness of loan use.

Project owners using ODA capital and foreign preferential loans are also assigned to select consultants with sufficient capacity and experience, ensuring quality and suitability to reality; in cases where consultants are hired by foreign parties, plans must be made to closely monitor the progress, volume and quality of the consultants' work to take immediate action when problems arise.

The City People's Committee assigned the Department of Finance to preside over and coordinate with project owners using ODA capital and foreign preferential loans to review and allocate detailed estimates to each project, ensuring close progress and disbursement needs of the project and timely input into the TABMIS system to have a basis for disbursement; develop a suitable re-lending capital plan for 2024.

The Department of Planning and Investment, as the Head of the Working Group, reviews difficulties and problems related to projects using official development assistance (ODA) and preferential loans from foreign donors, inspects, reviews, supervises and urges the implementation of capital plans assigned by project owners; coordinates with members of the Working Group, relevant departments and branches to promptly remove obstacles and difficulties in project implementation and disbursement; reports to the City People's Committee in cases beyond its authority.

The Department of Finance and the Department of Planning and Investment shall preside over and coordinate with other departments and branches to urge project owners using ODA capital and foreign preferential loans to receive and take responsibility for seriously implementing the direction of Deputy Prime Minister Tran Luu Quang; promptly report to the City People's Committee to consider and resolve difficult issues beyond their authority./.
