Data synchronization, process standardization – Key foundation for implementing Plan No. 02-KH/BCĐTW

According to the Department of Digital Transformation - Cryptography, Central Party Office, after more than a month of implementation, by July 31, 2025, the two-level local government model, 34 provinces and cities across the country have fully implemented the tasks assigned in Plan No. 02-KH/BCĐTW on schedule.

Comprehensive "Green" coverage

According to the synthesis report of the Standing Office of the Central Steering Committee on Science , Technology Development, Innovation and Digital Transformation, by 4:00 p.m. on July 31, 2025, 34/34 provinces and cities had achieved GREEN status in terms of progress in implementing tasks in Plan No. 02-KH/BCĐTW, no locality was in YELLOW or RED status.

Of which, 8 provinces and cities achieved 100% GREEN coverage of communes and wards, including: Son La, Lang Son, Phu Tho, Lao Cai, Ca Mau, Hanoi , Thua Thien Hue and Hung Yen. 13 other localities achieved GREEN coverage of over 70% of communes and wards, and 19 localities achieved GREEN coverage of over 50%.

At the commune and ward levels, the operating conditions of the Public Administration Service Center have improved a lot. Out of a total of 3,321 communes and wards nationwide, 1,981 units (equivalent to 59.7%) have fully met the basic conditions, with many criteria reaching over 90% such as: Deploying online meetings from the Central to the commune level, equipping digital devices and computers for officials, using digital signatures and official digital certificates.

The gap between "completing the task" and "actually operating"

Although the overall results are very positive, there are still some localities with very low GREEN coverage rates. Cao Bang only reached 5.36% and Lai Chau 7.89% of communes and wards reached GREEN coverage rate, which shows that progress at the grassroots level is still slow and needs stronger encouragement and support.

The operational efficiency of the Public Administration Service Center in some places is still limited. Although equipped with software and equipment, many localities such as Khanh Hoa, Lai Chau, Lam Dong, Tay Ninh, Can Tho, Da Nang, Vinh Long still lack secret digital signatures or have not completed the provision of public digital certificates.

The rate of online applications is still limited. In Hanoi, in July 2025, only 32.73% of applications were submitted online - the lowest in the country and the number of applications returned online was only 5.3%. Ho Chi Minh City also had a much lower number of applications submitted per day compared to June. The reasons stem from unstable public service software, frequent errors in the electronic one-stop system, civil status software not yet connected to the national database, lack of instructions, support personnel, terminal equipment and unstandardized processing procedures.

Some tasks are behind schedule.

As of July 31, 2025, there are 6 tasks in Plan No. 02 that have expired but not yet been completed. Of which, the group "Completing institutions and legal architecture" has 2 unfinished tasks; the group "Building digital infrastructure and key databases" has 1 unfinished task; the group "Developing resources" has 1 task related to practical training. The above tasks are all important and have fundamental significance for the long-term operation of the entire system. The cause of the delay needs to be identified and timely solutions must be found.

From this reality, ministries, branches and localities need to continue to review and update the situation on the monitoring system and take drastic and synchronous measures to remove obstacles. In particular, key conditions for the effective operation of communal-level Public Administration Service Centers such as digital signatures, digital certificates, human resources, public service software, and digital data need special attention.

The Standing Office of the Steering Committee recommends the need to develop an independent output monitoring mechanism for each specific task. Urgently complete tasks on digital infrastructure and key data. Localities carefully review the arrangement of headquarters, equipment, and personnel at the Commune-level Public Administration Service Center in accordance with Decree 118/2025/ND-CP and update the results to the monitoring system...

Moving from "making progress" to "achieving real results"

From July to December 2025, the regular tasks of Plan No. 02-KH/BCĐTW need to be implemented drastically and continuously, including: Connecting and interconnecting data; reducing paperwork with digital data; organizing programs to support people in digitizing and using online public services; upgrading software and infrastructure; ensuring network safety and security; training digital skills for officials, civil servants and public employees. In particular, updating and integrating data into national databases, exploiting data to replace paper records, and enhancing public services throughout the process are the pillars for effective implementation of digital government.

Three pillars are identified as priorities in the coming period: process standardization, data standardization and technology modernization. This is the foundation for forming a modern, transparent and effective service-oriented administration.

Plan No. 02-KH/BCĐTW has created a strong push for digital transformation in the political system. However, in order for the "GREEN" results to not only be a color on the monitoring map but also truly reflect the quality of service to the people, it is necessary to continue to resolutely remove bottlenecks, synchronize infrastructure, standardize processes and improve the capacity of grassroots teams. Digital transformation is only truly successful when people feel the convenience, openness, transparency and trust in digital government./.
