Within the framework of the working trip to attend the Summit to celebrate the 50th anniversary of ASEAN-Japan relations and conduct bilateral activities in Japan from December 15 to 18, 2023, on the morning of December 16, Prime Minister Pham Minh Chinh and the high-ranking Vietnamese delegation attended a dialogue with leading Japanese economic groups and the Vietnam-Japan economic forum.

This is the 6th time this seminar has been held after a hiatus due to the impact of the Covid-19 pandemic. The major corporations participating in the seminar have all invested in Vietnam and affirmed their determination to continue operating and expanding their investment in Vietnam in the future.

At the seminar, in the spirit of sincerity, trust and cooperation, Japanese economic groups and representatives of Vietnamese ministries and branches analyzed the opportunities, as well as new difficulties and challenges; shared lessons learned; discussed practical and feasible solutions to promote bilateral trade and investment cooperation, especially in emerging fields. Leaders of ministries and branches also responded to each specific opinion and proposal of Japanese groups on renewable energy development, green transformation in transport infrastructure, electric vehicle policies, social infrastructure development, healthcare, education, preferential policies, supporting industry development, and the removal of difficulties and obstacles related to specific projects.

Speaking at the seminar, Prime Minister Pham Minh Chinh emphasized: Vietnam is a safe haven in the current storm in the world, in all aspects. Vietnam will continue to ensure the fundamental factors for development, maintain a peaceful and stable environment, firmly protect independence, sovereignty, territorial integrity, political stability, social order and safety, maintain macroeconomic stability, ensure major balances so that investors can feel secure and do business. In the coming time, Vietnam will continue to perfect institutions for digital transformation and green transformation to encourage the development of priority areas; at the same time, promote and improve the construction of green development infrastructure; train and supply human resources for green development with the view that people are the decisive factor.

The Prime Minister asked large Japanese corporations to help Vietnam access new-generation official development assistance (ODA) capital sources; green financial investment sources, investment in energy transition, and innovation from the Japanese Government to create momentum for sustainable socio-economic development in the coming period. Further strengthen cooperation in training high-quality human resources, exchanging management experiences, developing business culture; promote research and development, innovation, and technology transfer, contributing to enhancing the resilience of supply chains to ensure stable production activities, focusing on transparency, diversity, sustainability, and stability. The Vietnamese Government will always accompany, listen, support, and create favorable conditions for foreign investors in general and Japanese investors in particular to make successful, sustainable, and long-term investments in Vietnam.

After the discussion, Prime Minister Pham Minh Chinh and members of the delegation attended the Vietnam - Japan Economic Forum. This is a practical activity to celebrate the 50th anniversary of the establishment of Vietnam - Japan diplomatic relations, organized by the Ministry of Planning and Investment, the Japan External Trade Organization and the Vietnamese Embassy in Japan.

The theme of the forum is “Economic relations in the new era - Comprehensive strategic partnership for peace and prosperity in Asia and the world”. The forum was attended by hundreds of businesses and economic groups from Vietnam and Japan. Delegates exchanged and discussed cooperation and investment opportunities between the two sides, especially in the field of green transformation and sustainable development of the two countries.

Speaking at the forum, Prime Minister Pham Minh Chinh highly appreciated the role of businesses from both countries, contributing to consolidating and enhancing the relationship between the two countries over the past 50 years. The Prime Minister informed about Vietnam's national development policies that businesses are interested in investing in; at the same time, he emphasized that the Vietnamese Government will create all conditions for businesses to develop according to the orientation, economic development strategy, and foreign policy of Vietnam.

Also at the forum, under the witness of Prime Minister Pham Minh Chinh, ministries, branches and enterprises of the two countries, comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, awarded the Investment Registration Certificate for the Thai Binh LNG Thermal Power Plant project to a consortium of three investors: Tokyo Gas Company, Kyuden Electric Company of Japan and Truong Thanh Vietnam Group. This is a large-scale project, with a capacity of 1,500 MW, a total investment of about 2 billion USD. The project's technology uses modern and highly efficient gas turbine and combined cycle power generation technology, the main fuel used is imported liquefied natural gas (LNG). The project is of great significance, when put into operation it will promote the socio-economic development of the province, enhance the scale of the economy as well as the position of the province; contributing to ensuring national energy security.

Thai Binh province's participation in the working delegation to Japan this time is a great opportunity for the province to promote the province's potential and strengths, as well as investment cooperation opportunities between Thai Binh and Japanese partners; discuss development orientations and the province's needs for investment cooperation in 2024 and the following years.

During the working trip, in addition to granting the Investment Registration Certificate for the Thai Binh LNG Thermal Power Plant project to a consortium of three investors, Thai Binh province will have meetings and investment promotion activities with many Japanese partners to discuss and negotiate contracts for a number of major project programs of the province.

In addition to the contracts signed on this occasion, the provincial leaders expect that after the working trip, many more agreements will be signed, and many investment cooperation opportunities will be opened between Thai Binh province, provincial enterprises and Japanese enterprises and partners. This is also an important premise for Japanese enterprises to come to Thai Binh in the future to explore investment cooperation opportunities in many fields, contributing to the extensive strategic partnership between Vietnam and Japan and the development cooperation relationship between Thai Binh province and Japanese agencies, organizations and enterprises.
