Comrade Nguyen Quang Phuc holds the position of Head of the Propaganda and Mass Mobilization Department of Hai Duong Provincial Party Committee.

Comrade Secretary of the Provincial Party Committee Tran Duc Thang presented the decision to appoint Comrade Nguyen Quang Phuc, member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department to hold the position of Head of the Propaganda and Mass Mobilization Department of the Hai Duong Provincial Party Committee.

Comrade Nguyen Quang Phuc, member of the Standing Committee, Head of the Provincial Party Committee's Propaganda and Education Department, was appointed by the Provincial Party Committee's Standing Committee to hold the position of Head of the Provincial Party Committee's Propaganda and Education and Mass Mobilization Department from March 1, 2025 to February 28, 2030.

Comrades: Nguyen Thuy Ha, Secretary of the Party Committee of the Provincial Agencies; Nguyen Hong Sang, Deputy Head of the Provincial Party Committee's Propaganda and Education Department; Tran Anh Tuan, Deputy Head of the Provincial Party Committee's Mass Mobilization Department; Nguyen Hong Ha, Deputy Head of the Provincial Party Committee's Mass Mobilization Department; Nghiem Xuan Tuan, Deputy Secretary of the Party Committee of the Provincial Agencies were mobilized and appointed by the Standing Committee of the Provincial Party Committee to hold the position of Deputy Head of the Provincial Party Committee's Propaganda and Education Department from March 1, 2025 to February 28, 2030.

Comrade Dao Van Hung, Deputy Secretary of the Party Committee of the Provincial Agencies Bloc, was transferred by the Standing Committee of the Provincial Party Committee to work at the Provincial Political School and appointed to hold the position of Vice Principal of the Provincial Political School from March 1, 2025 to February 28, 2030.

The Provincial Party Executive Committee assigned the Provincial Party Committee's Propaganda and Mass Mobilization Commission to receive and hand over documents, personnel, finance, assets, facilities, and equipment according to regulations; coordinate with the Provincial Party Committee's Organization Commission to complete the organization, apparatus, cadres, and civil servants of the commission according to the cadre management hierarchy; and at the same time, promulgate the agency's working regulations to come into operation from March 1, 2025.

The Standing Committee of the Provincial Party Committee presented decisions and congratulated the leaders of the Propaganda and Mass Mobilization Department of Hai Duong province.

The functions, tasks, powers and organizational structure of the Provincial Party Committee's Propaganda and Mass Mobilization Department shall be implemented according to Regulation No. 1588-QD/TU dated February 7, 2025 of the Standing Committee of the Hai Duong Provincial Party Committee.

Accordingly, the Provincial Party Committee's Propaganda and Mass Mobilization Commission has a head and no more than 5 deputy heads; special cases are decided by the Provincial Party Committee Standing Committee but must ensure the principle that the total number of deputies of heads of advisory and support agencies of the Provincial Party Committee does not exceed 18 people (or according to Central regulations).

The Provincial Party Committee's Propaganda and Mass Mobilization Department consists of 6 specialized departments: Office; Political theory, Party history; Information, Propaganda, Press, Culture-Arts; Science and education; Mass organizations and associations; Mass mobilization of state agencies, ethnic groups and religions.

Previously, two Deputy Heads of the Provincial Party Committee's Propaganda Department and one Deputy Head of the Provincial Party Committee's Mass Mobilization Department submitted applications for early retirement to contribute to facilitating the work of reorganizing the apparatus.
