
Many difficulties
Living in Doc Gop village (Ka Dang commune), Mr. Alang Xoai's household (born in 1970) is one of the poor households in the commune. The family's income depends on 3 hectares of acacia trees, which is not enough to cover living expenses and education for 4 children. Currently, 2 girls are married, 1 son is a worker, and the remaining child is sick. Due to the family's difficult economic situation, the dream of building a small semi-permanent house to shelter from the rain and sun has never come true.
So, over the years, the makeshift house with bamboo walls, corrugated iron roof and leaves became the residence of Mr. Xoai's family. Implementing the policy of eliminating temporary and dilapidated houses, the State has a policy of supporting new construction of 60 million VND/house. However, for Mr. Xoai's family, no matter how hard they try, they still cannot find enough money to cover the cost of building a house. On the contrary, the price of normal materials is already high, now increasing due to the scarcity of supply mines and having to transport them from the plains to the mountains, causing the investment cost to increase accordingly.

For Dong Giang district, Mr. Xoai's family situation is also a common reality, causing hundreds of households living in temporary houses in the area to not have enough funds to build decent houses. Recently, communes and towns have made efforts to mobilize many sources of support; associations and organizations have mobilized members to contribute working days and support the demolition of old houses. In Za Hung commune and some localities, volunteers also go to the stream to carry sand to have more materials to build houses, reducing the cost of buying for people.
However, the above support mobilization does not completely solve the problem, especially for single elderly households, poor households without help from relatives... Ms. Alang Thi Hung - Head of the Savings and Loan Group in Doc Gop village (Ka Dang commune) shared that in addition to Alang Xoai household, there are 9 other households in the same situation in the village. They really hope to borrow social credit capital to build a decent house.
Remove obstacles
Director of the Dong Giang District Social Policy Bank Transaction Office - Mr. Dang Van Dung said that on April 4, 2025, the Provincial People's Committee issued Decision No. 873 on implementing Resolution No. 07, dated March 12, 2025 of the Provincial People's Council on amending and supplementing a number of articles of Resolution No. 13, dated September 22, 2023 of the Provincial People's Council regulating the level of support for eliminating temporary and dilapidated houses in the province for the period 2023 - 2025 and Resolution No. 27, dated September 26, 2024 of the Provincial People's Council amending and supplementing a number of articles of Resolution No. 13, dated September 22, 2023 of the Provincial People's Council regulating the level of support for eliminating temporary and dilapidated houses in the province for the period 2023 - 2025. In which, there are regulations on lending to eliminate temporary and dilapidated houses from the provincial budget entrusted through the Social Policy Bank.

“On this basis, the Board of Directors of the District Social Policy Bank has directed the implementation of regulations on lending to eliminate temporary and dilapidated houses. First of all, the bank will coordinate with the authorities and mass organizations of communes and towns to promote information and propaganda about the loan policy to support the elimination of temporary and dilapidated houses,” said Mr. Dang Van Dung. The relevant parties have promptly compiled the loan needs of communes and towns and reported to the Provincial Social Policy Bank Branch. The unit has proactively coordinated with localities, mass organizations, and Savings and Loan Groups to guide people in completing loan application procedures.
Deputy Director of the Transaction Office of the Bank for Social Policies of Dong Giang District - Mr. Nguyen Quang Minh said that the total number of households supported to remove temporary and dilapidated houses in Dong Giang District is 1,382. According to the bank's survey, the whole district has 428 households in need of loans with a total amount of 15.92 billion VND. Currently, the province has only allocated 5.14 billion VND for 129 households to borrow to build new houses (including 29 policy households, people with meritorious services to the revolution, and relatives of martyrs). After the province allocated the capital, the unit is disbursing immediately to eligible households according to regulations, working even on holidays.

Mr. Nguyen Quang Minh added that by May 13, the District Social Policy Bank Transaction Office had disbursed loans to 37 households with a total amount of 1.08 billion VND. Accordingly, Ba commune has 3 households, Ka Dang commune has 22 households, Ma Cooih commune has 12 households. This week, the unit will continue to disburse to the remaining households that have ensured the procedures, creating favorable conditions for people to have resources to eliminate temporary and dilapidated houses, contributing to completing this work of Dong Giang district on time.
