The Agribank Party Committee leads the key financial institution.
Over more than 37 years of formation and development, the Vietnam Bank for Agriculture and Rural Development (Agribank) has consistently maintained its position as a leading state-owned commercial bank, especially in the "three rural sectors" (agriculture, farmers, and rural areas). Behind these impressive figures lies the pivotal leadership role of the Agribank Party Committee – a strong political organization that has continuously innovated, adapted, and led the system's comprehensive development.
During the 2020-2025 term, amidst numerous global and domestic challenges and changes due to the COVID-19 pandemic, geopolitical instability, natural disasters, and climate change, the Agribank Party Committee demonstrated strong leadership, intelligence, and a high level of unity. This included thoroughly implementing the resolutions of the 13th National Party Congress and the 3rd Congress of the Party Committee of the Central Enterprise Bloc, as well as concretizing them into action programs tailored to the specific characteristics of the banking system.
During its term, the Agribank Party Committee twice received party organizations from other units (in 2021 and 2023), thereby completing the model of a system-wide Party Committee comprising 211 subordinate party organizations and over 24,500 party members - accounting for 60% of the total workforce in the system. In addition to synchronizing the organizational structure, the Party Committee also focused on improving the quality of party members and the fighting capacity of each party organization.
Areas of work such as political and ideological education, ethics, personnel organization, inspection and supervision, and mass mobilization have all been given priority. Many Party members and officials play a pioneering and exemplary role, contributing to consolidating a clean and strong political system, creating momentum for the entire system to successfully achieve the set targets.

With comprehensive efforts, the Agribank Party Committee has exceeded all four targets set forth in the Resolution of the 10th Party Congress. Specifically, the percentage of Party members who successfully completed their tasks consistently reached at least 80% each year; and 5,654 new Party members were admitted – reaching 177% of the plan, far exceeding the target set by the Party Committee of the Bloc.
Based on the achievements, Agribank's reputation and brand continue to be enhanced. During the term, Agribank was honored to receive many prestigious awards from the Party, State, Government, and State Bank of Vietnam, such as: the First-Class Labor Medal, ranking among the TOP 50 largest enterprises in Southeast Asia according to Fortune; and continued to receive a Ba2 rating with a Stable outlook from Moody's and a BB+ rating with a Stable outlook from Fitch Ratings, equivalent to the national credit rating and the highest rating for Vietnamese banks.

Implementing political tasks – connecting visions, accompanying innovation.
The Agribank Party Committee not only plays a key political role but also serves as the strategic planning center for the entire system. Many major plans and projects have been implemented throughout, such as: the strategic development plan until 2025, with a vision to 2030; the restructuring plan for Agribank linked to bad debt resolution; and the digital transformation strategy… With close guidance, Agribank achieved impressive business results: total assets exceeded 2.2 trillion VND, outstanding loans to the economy reached nearly 1.8 trillion VND, and deposits exceeded 2 trillion VND. Notably, the bank received an additional 17,100 billion VND in charter capital, raising its total capital to over 51,600 billion VND, enhancing its competitiveness and expanding its business operations. Agribank continues to be the leading provider of credit to the agricultural and rural sectors – accounting for approximately 65% of outstanding loans in this sector. The bank is also a leader in implementing green credit, green growth, and ESG, executing a comprehensive financial strategy, and playing a supporting role in carbon credit sales transactions worth nearly $51.5 million. More than just a commercial bank, Agribank has made a profound mark as a "Bank for the Community," dedicating over VND 2,650 billion to social welfare activities. From education and healthcare to building charitable homes and disaster relief, Agribank's presence is felt in all these areas.

Not only at the central level, but also at the local level, Party committees play a central and unifying role. For example, in Nam Dinh, the role of the Agribank Party committee is clearly demonstrated through the harmonious coordination between the Party organization, the bank branch, and the local government.
Mr. Vu Tan Bang, Secretary of the Party Committee and Director of Agribank Nam Dinh, said: To prepare for the transition to a two-tiered government model, the Board of Directors of Agribank Nam Dinh province and the directors of its branches have proactively contacted and worked with the authorities of districts and communes. Many district-level officials are now assigned to key positions in communes. These are people who have effectively collaborated with Agribank in the past, so the existing relationship will continue to support the work in the future.
"We have always received strong support from all levels of government, therefore, Agribank considers this a key factor in helping the banking system play its role in supporting people, especially in the field of agricultural and rural development," said Mr. Vu Tan Bang.
From a local perspective, Mr. Cao Hoang Nam, Secretary of Giao Thuy commune, said that the Party branch and the Agribank branch have a close relationship, linking socio-economic development with the bank's goals. This has contributed to raising the average per capita income of the district to nearly 100 million VND/year.
For three consecutive years, Agribank Giao Thuy has been the leading unit in the province in the emulation movement, and is a first-class branch.
The Agribank Giao Thuy branch actively participates in social welfare with many meaningful activities such as: building 30 houses for needy families, donating medical equipment worth 5 billion VND…
"This result is a combination of many factors, including the leadership from the provincial Agribank branch, the coordination of the district government, and especially the leading and exemplary role of the Agribank Party Committee," said Mr. Cao Hoang Nam.
The leaders of Agribank's Nam Dinh branch shared: The branch's operational indicators have all exceeded targets, such as: Mobilized capital increased by an average of 10.6% per year, far exceeding the target set by the Party Congress Resolution (6-8% per year); Outstanding loans increased by an average of 8% per year, exceeding the Resolution target by 2% (6-8% per year); Credit quality is ensured...
One of the highlights in Giao Thuy is the loan group model, which involves close coordination between the Party branch, branch leaders, and local authorities.

We could not have achieved that without close coordination with the local government, especially in implementing the loan group model," shared a leader of Agribank Nam Dinh.
The leaders of Agribank Nam Dinh further shared: In the context of Giao Thuy gradually transforming into an industrial locality, Agribank Nam Dinh has also clearly defined its strategic direction, shifting from serving traditional customers and expanding to large enterprises, while maintaining its role as a key provider of capital and financial services.
