Over the past years, both Khanh Hoa and Ninh Thuan provinces have consistently pursued the goal of developing the marine economy as an important driving force and pillar to promote socio-economic development. After the merger, with expanded sea and island space, greater potential and advantages, the new Khanh Hoa province will develop into a key national center for marine economy and renewable energy.

Expanding sea and island space

In recent years, Khanh Hoa and Ninh Thuan provinces (before the merger) have both identified the marine economy as an important pillar and driving force to promote the socio-economic development of each province. That important role is further affirmed in Resolution No. 09 of the Politburo on building and developing Khanh Hoa province to 2030, with a vision to 2045; Khanh Hoa province planning for the period 2021 - 2030, with a vision to 2050 with the following viewpoints: Building and developing Khanh Hoa to become a centrally-run city by 2030, in accordance with its particularly important strategic position in terms of socio-economics, national defense - security, protecting national sovereignty over the sea and islands of the Fatherland, a regional connection center, the main gateway to the East Sea of ​​the Central Highlands and the South Central Coast region; The construction and development of Khanh Hoa must be based on sustainable development of the marine economy and the effective and sustainable exploitation and use of marine resources. At the same time, exploit and maximize the potential and advantages for development with the marine economy as the foundation, tourism as the spearhead economic sector; high-tech processing and manufacturing industry, logistics services, energy industry, and digital economy as breakthroughs. Along with that, promote the construction and development of Truong Sa district to become the economic, cultural and social center at sea of ​​the whole country; a solid fortress to protect the sovereignty of the Fatherland. Up to now, Khanh Hoa's marine and coastal economy has contributed up to 80% of the province's GRDP, with the pillars: marine tourism services, fisheries, shipbuilding industry, seaport and logistics services, energy industry, etc.

For Ninh Thuan province, the focus is on developing marine economic sectors such as: Energy and new marine economic sectors; urban areas, tourism and marine services; coastal industry; aquaculture and seafood exploitation; maritime economy; exploitation of other marine resources and minerals; step by step research and planning for deep-sea seafood farming and offshore wind power development. This policy and orientation has been specified by the Ninh Thuan Provincial Party Committee in Resolution No. 17/2022 on marine economic development to 2025, with a vision to 2030, which identifies the goal of developing Ninh Thuan into a strong marine province in the region, focusing on mobilizing all resources to make the marine economy a driving force for development; promoting the application of information technology, rapidly implementing digital transformation, promoting sustainable development of the marine economy; preserving and promoting marine cultural values, improving the material and spiritual life of coastal people, ensuring national defense and security. Up to now, the contribution of the marine economy to the GRDP of Ninh Thuan province has reached 42.2%; marine economic sectors have been focused on synchronous development. In particular, renewable energy has become a breakthrough sector in the development of marine and coastal industries, contributing greatly to the growth of the marine economy, accounting for 74.2% of the total electricity output of the province.

After the merger, the new Khanh Hoa province will have expanded development space, with the longest coastline in the country, with nearly 500km of coastline, about 200 large and small islands; many famous bays such as: Van Phong, Nha Trang, Cam Ranh, Vinh Hy; large seaports such as: Cam Ranh, Nha Trang, Ca Na... After the merger, the strengths of the previous Khanh Hoa and Ninh Thuan provinces will be promoted and complemented to develop marine tourism, seafood, seaports, industry, coastal urban areas and logistics, renewable energy... The new Khanh Hoa province will become a new dynamic economic region, developing a balance between industry, agriculture and services. In addition, the new Khanh Hoa province will have outstanding advantages in terms of location and inter-regional infrastructure, with a national and international transportation system, with a lot of potential and special advantages to develop into a national key marine economic and renewable energy center, a growth pole of the South Central Coast and Central Highlands.

Turn potential into development momentum

After the merger, Khanh Hoa province has many potentials and outstanding advantages, converging enough "heavenly time, geographical advantage, and human harmony" to open up new space and development momentum. For that reason, comrade Nghiem Xuan Thanh - Member of the Party Central Committee, Secretary of the Provincial Party Committee has repeatedly shared that: "On the basis of outstanding potentials and opportunities, Khanh Hoa province is determined to enter the "decade of reaching out for development", improving its economic ranking among the 34 new provinces and cities of the country. The determination and aspiration of Khanh Hoa province is reflected in the goal of 10 consecutive years of double-digit growth in economic growth, increased budget revenue and increased per capita income. With 10 years of continuous growth, the province's position and ranking will be enhanced, the material and spiritual life of the people will be improved. The province strives to be among the 10 provinces and cities with the highest domestic budget revenue in the country by 2030, and among the 10 provinces and cities with the highest provincial competitiveness index (PCI)".

Many experts believe that in order to promote the development of the marine economy, in the coming time, Khanh Hoa province needs to focus on removing major bottlenecks in the lack of synchronization in strategic infrastructure (including scientific infrastructure, digital technology infrastructure, coastal industrial infrastructure, etc.). Along with that, Khanh Hoa province needs to aim to increase the application of high technology, promptly complete the National Research Center Project on Ocean Technology; effectively implement the Pilot Project on developing high-tech marine aquaculture...; focus on developing the blue marine economy to recover and promote the development of the marine economy in an effective and sustainable direction...

According to Associate Professor, Dr. Vo Si Tuan - Chairman of the Provincial Marine Science and Technology Association, former Director of the Institute of Oceanography, the province needs to divide the sea space to use it effectively according to the perspective of multi-purpose use, minimizing conflicts and optimizing the effective operation of marine economic sectors. If there is no division of use and effective management, and spontaneous development continues, it will be very difficult to develop the marine economy in the coming time. Dr. Vo Si Tuan also said that in order to promote the development of the marine economy, the province needs to urgently allocate sea surface to economic entities. Because if the sea surface is not allocated, no one will dare to invest and there needs to be policies to support effective marine economic development...

Development of Truong Sa special zone

After the arrangement of commune-level administrative units, Khanh Hoa province is proud to have Truong Sa special zone (the entire natural area and population of Truong Sa town, Song Tu Tay commune and Sinh Ton commune are arranged), a sacred part of the Fatherland; a place with a particularly important position and role in the strategy of protecting and developing the country in the new era. To build and develop Truong Sa, the Government has established and assigned the Khanh Hoa Provincial People's Committee to manage the Khanh Hoa Provincial Fisheries Development Support Fund. From the mobilized resources, in the past time, the Khanh Hoa Provincial Fisheries Development Support Fund has coordinated with relevant agencies to invest in a number of construction projects serving people's lives in Truong Sa; the fund is continuing to mobilize more resources to invest in socio-economic development in Truong Sa.

Mr. Nguyen Tan Tuan - former Chairman of Khanh Hoa Provincial People's Committee emphasized: "Focusing on investment and development of Truong Sa special zone is a very important task of the new Khanh Hoa province in particular and the whole country in general to realize the orientation of the Politburo in Resolution No. 09. To do so, after the merger, Khanh Hoa province needs to continue to review and complete the Project to build Truong Sa special zone into an economic, cultural and social center at sea of ​​the whole country for early implementation. Along with that, focus on mobilizing maximum resources to supplement the Khanh Hoa Province Fisheries Development Support Fund to serve the development of fisheries, invest in items, infrastructure works of fishing ports, processing facilities, fisheries logistics services and other essential works to prevent and combat natural disasters, serve people's lives in Truong Sa special zone...".
