
According to DSEZA, in the context of the city promoting the attraction of high-quality investment and developing a sustainable industrial-technological ecosystem, the situation of illegal factory leasing is becoming an alarming issue, increasing risks to safety, the environment and seriously affecting transparency in management.
In some industrial parks, many investors, after being allocated land, do not implement the project on schedule or arbitrarily divide and sublease factories to secondary enterprises without the approval of the authorities. Many cases do not ensure requirements on fire prevention, environment, labor safety and are not in accordance with the planning.
Currently, DSEZA is closely coordinating with relevant departments and agencies to strengthen inspection and strictly handle violations. Investors are required to comply with planning, investment commitments and financial obligations. In case of intentional violations, land may be revoked or the project may be terminated.
To ensure the rights of secondary enterprises, legal information on land and factories in industrial parks will be made public and transparent. DSEZA also recommends that enterprises need to raise awareness of law compliance, not rent or use premises of unknown legal origin, to avoid legal and safety risks during operations.
