New impetus for Nha Trang development

In a series of activities to celebrate the 100th anniversary of the construction and development of Nha Trang City (1924 - 2024), and the 15th anniversary of Nha Trang being recognized as a class I city under Khanh Hoa province (2009 - 2024), on the morning of April 2, Deputy Prime Minister Tran Hong Ha presented the Prime Minister's decision on the Project to adjust the general planning of Nha Trang City to 2040 to Khanh Hoa province. This is an important event, creating new momentum for Nha Trang City to realize its aspirations for development, contributing to the completion of the goals of Resolution No. 09 of the Politburo on the construction and development of Khanh Hoa province to 2030, with a vision to 2045.

Enhancing the brand of tourist city

According to the Nha Trang City Master Plan Adjustment Project approved by the Prime Minister , the planning scale has a total natural land area of about 26,736 hectares, of which more than 1,300 hectares are from Dien Khanh district. Nha Trang is oriented to develop the brand of a coastal resort city for the country and the world, through upgrading the quality of urban space and tourism, attracting international-class tourism investors, diversifying tourism products, sustainably exploiting existing tourism resources, with the unique highlight being the chain of coastal spaces, island spaces and ecological spaces. At the same time, investing in new and continuing to complete and improve the quality of key technical infrastructure works (seaports, logistics areas, railways, key bus stations) and key traffic routes; completing and upgrading the urban social and technical infrastructure system. From there, we will move towards enhancing the international brand position of the coastal resort city, initially becoming a financial and commercial city of national and Southeast Asian stature.

The planning will also specify the goals and orientations for the construction and development of Khanh Hoa province until 2030, with a vision to 2045 according to Resolution No. 09 of the Politburo and the Planning of Khanh Hoa province for the period 2021 - 2030, with a vision to 2050, Nha Trang City is a core urban area, an economic, political, cultural, social, scientific, technological, and human resource training center; further promoting the role of an important growth pole and international integration gateway of Khanh Hoa province. The planning also clearly states that Nha Trang will be the economic, scientific, technical, educational and medical center of the South Central Coast and Central Highlands; the political, economic, cultural, scientific and technical administrative center of Khanh Hoa province; the center of tourism, trade - finance, and seaport tourism services of the South Central Coast and the whole country; a national and international sea and island tourism urban area. Forecasting population size by 2030, Nha Trang will have about 630,000 people; by 2040, there will be more than 750,000 people. Regarding land size, by 2030, the total urban construction land will be about 9,981 hectares (an average of about ^156m2 /person); by 2040, it will increase to about 11,792 hectares (an average of about ^151m2 /person).

According to comrade Nguyen Hai Ninh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, the project to adjust the general planning of Nha Trang City to 2040 is an extremely meaningful gift, marking an important milestone, opening a new vision, a new direction for Nha Trang City in particular, Khanh Hoa Province in general. With the approved planning, Nha Trang City will have more favorable conditions, a solid foundation to become a prosperous, civilized, happy city, making Khanh Hoa Province "become a new standard for quality of life, work and tourism". Nha Trang will be a green, clean and sustainably developed coastal and island city, with diverse services, national and international-class tourism services, associated with unique natural landscape values and culture and ecology; gradually striving to become a financial and commercial city of national and Southeast Asian stature.

Open up new space

According to the planning, model, and urban structure of the city, the city is organized as a multi-center urban area, focusing on the coastal urban strip and centers associated with landscape areas, main urban axes, and specific ecosystems. The direction of urban development is to expand the construction space to the north, northwest, west, south, and east towards the sea in Vinh Luong, Phuoc Dong areas and on the islands. In particular, the development direction on the sea and island areas of Nha Trang Bay and the coastal sea of Vinh Luong commune has a total area of about 3,848 hectares, with an estimated population of about 10,000 people. In the mountains: Hon Ro, Chin Khuc, Co Tien, the area of Vinh Thai, Vinh Phuong communes and on the mountainous area west of National Highway 1 in Vinh Luong commune, thematic parks and golf courses (about 776 hectares) are planned. In addition, the development orientation of the city's urban subdivisions includes 14 areas, with main planning orientations on scale, area, population, nature, and function; planning control indicators are specified in the planning management regulations according to the project...

Nha Trang City will have many conditions for development after the planning adjustment project is approved.

Notably, the planning of high-rise landmark construction works is carried out in coastal areas, along Cai River, around squares, urban public parks, urban center areas in the south of Phong Chau Street, on Hon Tre Island, along Vo Nguyen Giap Street, old Nha Trang airport area... Regarding the system of parks, landscapes, and public spaces, they will be organized according to an open space system (including the sea surface system, Cai River, Quan Truong River, Tac River, Vinh Hoa Lake, Lo Luong Lake, Dac Loc Lake... associated with the system of parks, public squares along the coast, along rivers, in mountainous areas, in low-lying areas, in urban areas...), creating identity and enhancing the value of construction space; promoting and at the same time controlling urban development spaces. The planning orientation for building riverside embankments at locations at risk of landslides is designed to combine with entertainment spaces, interwoven and directly connected with streets and urban areas to provide services for public activities along the river.

Deputy Prime Minister Tran Hong Ha affirmed that Resolution No. 09 of the Politburo has identified Nha Trang as a core urban area along with the urban chain of Van Phong, Cam Lam, Cam Ranh, which will shape and contribute to making Khanh Hoa a centrally-run city, the center of the South Central Coast, Central Highlands and the whole country in terms of marine economy in the future. The Prime Minister's adjustment of the general planning of Nha Trang City has expanded the space, created new momentum and new values for the city to develop strongly. Nha Trang in the future will be a commercial and financial center of national and regional stature, becoming a center of science, technology, and training of human resources for tourism. Deputy Prime Minister Tran Hong Ha also noted that Nha Trang's urban development land fund is over 70%, so the city needs to make the most of the land fund, renovate urban areas, and create a sustainable urban area that adapts to climate change. Artificial structures must enhance the value of the natural landscape. Nha Trang City in the process of implementing detailed planning and specialized planning needs to pay attention to exploiting underground space, height, sea space and protecting the environmental landscape. The land area for urban development is not much left, therefore, the city must ensure land fund for green space, culture, education, health, public, synchronous social security system for all people; effectively use land resources.

The Prime Minister assigned the Provincial People's Committee to organize the establishment, adjustment and approval of zoning plans, detailed plans and urban designs according to its authority to specify the adjustment of the general planning of Nha Trang City to 2040 approved in accordance with the law, ensuring compliance with construction planning standards and other relevant standards. In existing residential areas, step by step, renovate and supplement social infrastructure, technical infrastructure, and urban renovation so that land use indicators gradually approach the prescribed indicators. At the same time, conduct a comprehensive survey of the risk of landslides in areas with existing construction works and areas with development potential according to the orientation of the general planning project; establish programs and plans to relocate existing works located in areas at high risk of natural disasters; renovate and reinforce areas that allow construction of works in mountainous terrain; have solutions to implement construction works and non-construction works to ensure environmental landscape and safety for people; Evaluate and review approved plans and projects or approved investment policies to ensure compliance with approved planning schemes...
