New motivation, new mechanism for Dong Nai province to develop faster and more sustainably: Maximizing potential and strengths for Dong Nai to develop (Part 1)

The new Dong Nai province has an area of over 12.7 thousand square kilometers, with developed industry, agriculture, trade and services. Therefore, people expect that with a new, expanded space, Dong Nai province will quickly adjust its planning appropriately to develop into a green industrial, agricultural, trade and services center of Vietnam.

Lesson 1: Adjusting planning, maximizing development space for the new Dong Nai province

The newly established Dong Nai province, based on the merger of Dong Nai and Binh Phuoc provinces, will open up a new development space. This requires reviewing and adjusting the Provincial Planning to suit the new context and development space.

From there, maximize the spatial advantages, potentials, and development strengths of the new locality.

Reorienting planning towards great achievements

The planning of Dong Nai province (old) for the period 2021-2030, with a vision to 2050, was approved by the Prime Minister in Decision No. 586/QD-TTg dated July 3, 2024. Meanwhile, the planning of Binh Phuoc province (old) for the period 2021-2030, with a vision to 2050, was approved by the Prime Minister in Decision No. 1489/QD-TTg dated November 24, 2023 and adjusted in Decision No. 1259/QD-TTg dated October 24, 2024. These are all quality plans, carefully invested, maximizing the potential and strengths of each locality in the development process.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee VO TAN DUC emphasized that Dong Nai province is located in the center of the Southern key economic region. With a favorable geographical location, Dong Nai has many opportunities and space for development after the merger.

However, in the process of socio-economic development, the Party Central Committee and the Government have comprehensively considered issues related to the common economic space of the country and each locality. On that basis, the "revolution" in the arrangement of provincial administrative units has been implemented to open up new development space for localities, creating a strong driving force for the effective implementation of socio-economic development tasks in the coming time. In particular, Binh Phuoc province merged into Dong Nai province to form the new Dong Nai province. This has created changes in the development space, potentials and strengths of the new province.

In the case of Dong Nai province, in the old planning, the administrative boundary of the province did not have a border adjacent to the Kingdom of Cambodia. However, with the merger of Binh Phuoc province, Dong Nai province has nearly 260km of border adjacent to the Kingdom of Cambodia.

According to Dr. Ngo Viet Nam Son, Chairman of NgoViet Architects & Planners, when Binh Phuoc province merged with Dong Nai province to form the new Dong Nai province, the development situation was completely different. Therefore, the planning of the new province needs to be adjusted.

Mr. Son believes that we should not use the component planning of approved plans for implementation. Because at that time, the achievements that these plans bring may only stop at 4-5 points. Meanwhile, if oriented and adjusted appropriately, the achievements from the new plan can reach 9-10 points.

“This is a problem of addition on one side and multiplication on the other. We must have a new perspective on the development situation to grasp new opportunities from the province merger, as well as possible risks,” said Mr. Ngo Viet Nam Son.

Sharing the same opinion, architect Khuong Nguyen Duc Chuong, Chairman of the Provincial Association of Architects, said that there should be a review to adjust the approved plans into a new plan that meets the conditions and context of the new province. In particular, special attention should be paid to planning for transport infrastructure development, economic structure, and urban development.

Making Dong Nai one of the leading economic centers in Vietnam

According to Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc, after the merger, Dong Nai province will be among the top provinces in the country in terms of population, area and economic scale. The new Dong Nai province has an important position, being the center of the Southern key economic region, an inter-regional gateway, and the largest industrial "capital" in the country. With this position, the new Dong Nai will become an important economic corridor axis, a diverse and multi-modal transportation network (air, road, rail, waterway) with Long Thanh International Airport as the international aviation gateway of Vietnam, and Phuoc An Port as the major seaport center of the country.

"Therefore, the province's development goal is to become one of the leading economic, industrial and logistics service centers in Vietnam" - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc emphasized.

To achieve this goal, it is necessary to adjust and reorient the planning to suit the new context and situation. Therefore, recently, the province has taken the first steps towards this important task.

In Document No. 6481/UBND-THNC dated May 27, 2025 of the Provincial People's Committee sent to units on the implementation of key tasks and solutions to complete the Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050, the Provincial People's Committee assigned the Department of Finance to preside over and advise the Provincial People's Committee to adjust the Provincial Planning, after the Project to merge Dong Nai and Binh Phuoc provinces is approved by the competent authority.

Next, in Report No. 200/BC-UBND dated June 20, 2025 of the Provincial People's Committee sent to the Government Office to report on the implementation results of Resolution 90/NQ-CP dated June 16, 2025 of the Government on promulgating the Government's Action Program to implement Resolution No. 81/2023/QH15 of the National Assembly on the National Master Plan for the period 2021-2030, with a vision to 2050 in the province, one of the main tasks in the coming time is to adjust the Provincial Planning for the period 2021-2030, with a vision to 2050, after merging Dong Nai and Binh Phuoc provinces into the new Dong Nai province.
