On August 9, the people of Ha Long City were very happy and excited about the event that the city organized the groundbreaking ceremony for the project to build a new Trong Diem Secondary School and build the technical infrastructure of the Provincial General Hospital and high-quality medical andeducational facilities. After only 2 days (August 11), the city continued to issue the groundbreaking ceremony for 4 key projects for the highland communes. This shows that Ha Long City's special attention and priority for the highland communes has always been implemented consistently and throughout the city's development journey.

In 2020, after merging Hoanh Bo district, with the mindset of "having a highway means having great wealth" under the attention of the province, Ha Long City has focused resources on investing in technical infrastructure, building major roads connecting wards between the city center and communes, especially highland communes. Notable ones include the Trai Me - Dong Tra road project with a total investment of 812 billion VND, the Mo Dong - Dong Son road project with a total investment of 375 billion VND. Both of these projects have now been completed and put into use, creating great convenience in traffic for people's travel. At the end of 2023, the city also organized the groundbreaking ceremony for the road project through the center of Son Duong commune with a total investment of nearly 820 billion VND....

The city has also invested thousands of billions of VND in communes in other areas. Thanks to the attention and large investment, by the end of 2021, the city had 12/12 communes meeting the new rural standards; recognized by the Prime Minister for completing the task of building new rural areas in 2021. By the end of 2023, the city had 6/12 communes meeting the advanced new rural standards. In 2019, the number of poor and near-poor households in ethnic minority communes was 457 households, but up to now, the city has no poor or near-poor households and is the leading locality in the whole province to complete 100% of newly-arising difficult households to repair and build new houses and support children who have lost their source of support until they are 18 years old.
In the field of education, the ethnic minority communes have 22/25 schools recognized as meeting national standards, 25/25 schools meeting level 1 facilities. In the field of health , 100% of the communes meet the national criteria for health. The communes have also gradually formed concentrated production areas associated with community ecotourism.

It can be affirmed that, after nearly 5 years of merger, the infrastructure and life of the city's highland communes have changed and developed significantly. However, due to the large area, ethnic minorities account for only 7.3% of the population but live on 70% of the natural area, many people still have a mindset of waiting and relying on others... leading to the results achieved still not commensurate with the potential and strengths of the locality, especially the development potential of the communes has not been awakened. Agricultural production is still mainly traditional, small-scale, fragmented, without concentrated production areas, large-scale cultivation, and high-tech application. The infrastructure of the communes has not been invested synchronously, the inter-commune and inter-village transportation system has not changed much. Cultural institutions have not been used effectively, indigenous cultural identity has not been promoted to become a resource and driving force for development.
Notably, the average income of ethnic minority people ranks 6th out of 13 localities and is still lower than the average of the whole province. The rate of people using clean water is the lowest.

In response to the need for rapid development and to promote the attraction of strategic investors, remove bottlenecks in resources, and open up development directions to the northern region of the city, on January 2, 2024, the Standing Committee of the Ha Long Party Committee issued Resolution No. 78/NQ-TU on prioritizing resources, exploiting potentials, and promoting socio-economic development of communes by 2025, with a vision to 2030 (referred to as Resolution 78). The Resolution has set many outstanding targets by 2025 as follows: Average income per capita in rural areas strives to reach over 100 million VND/person/year; each commune has at least one model of concentrated production development; expand an additional 290 hectares of fruit trees with high economic value; bring Son Duong, Bang Ca, and Dan Chu to the status of outstanding model NTM communes in production and environmental development; attract at least 3 enterprises in the agricultural sector; 80% of people will have access to clean water... By 2030, the city will have 100% of communes meeting advanced NTM standards, at least 30% of communes meeting model NTM standards, 98.6% of NTM villages; 100% of inter-commune roads will have public lighting systems; complete the attraction and implementation of the construction of a waste treatment plant in Son Duong commune.

Mr. Vu Quyet Tien, Member of the Provincial Party Standing Committee, Secretary of the Ha Long City Party Committee affirmed: Resolution 78 will be a strategic resolution, the backbone for the comprehensive development of communes in the coming period. The issuance of this resolution demonstrates great concern and care for the development of communes, while meeting the expectations and aspirations of the people of the communes after the expansion of administrative boundaries. Especially right after the Resolution was issued, in less than 6 months the city approved the General Planning for communes; approved the list, established construction planning projects, including: planning to promote investment in the agricultural sector; socio-economic development; social housing development projects; religious and belief works. From the work of establishing general, detailed, regional planning... the position of communes will certainly change differently from before in terms of infrastructure, landscape, architecture, and development of production areas. At the same time, it also creates a “path” to attract investors in agricultural development. In particular, we also believe that, with the care of the city, the mindset, thinking and working methods of the people will gradually change. This is the overarching goal of Resolution 78.
Pulling urban areas closer to the highlands

Implementing Resolution No. 78-NQ/TU, in the first 7 months of 2024, Ha Long City has resolutely led and directed the dissemination and implementation of the Resolution and plans to specify tasks and solutions.
Accordingly, the city has allocated nearly 600 billion VND from the budget to invest in rural infrastructure projects in 12 communes, including: 4 projects to build clean water supply systems for communes with over 228 billion VND; communes registered to implement 45 infrastructure projects with nearly 327 billion VND; established 110 planning projects with a budget of 28.5 billion VND.
To date, the communes have organized the construction of 38 projects, disbursing over 64 billion VND (reaching 79% of the capital plan for 2024). The City People's Committee has approved the general planning for 10 communes and assigned the communes to proactively organize the establishment of detailed planning to attract investment in agricultural development projects. The communes have also carried out propaganda and mobilized people to donate land, expand roads, and expand production areas for valuable fruit trees and medicinal plants. Thanks to investment in infrastructure and production development, the appearance and quality of life of people in the city's rural communes have been significantly improved.

Not only improving social infrastructure, to improve economic conditions for people, the city has directed departments, specialized agencies, and People's Committees of communes to actively coordinate, support, and create favorable conditions for businesses wishing to invest in the agricultural sector to create motivation and encourage socio-economic development in 12 communes, promote cooperation and linkage in production and diversify forms of agricultural product consumption.
For example, CMT Investment and Development Company Limited is researching and implementing an investment in a medicinal herb processing area in Quang La commune, with an area of 5 hectares; implementing a concentrated medicinal herb growing area, developing medicinal herbs under the canopy of planted forests in Son Duong and Dan Chu communes, with an area of 200 hectares. KINHSAM Medicinal Herbs Joint Stock Company has piloted planting of Bo Chinh Ginseng in Dan Chu and Tan Dan communes (about 0.6 hectares), and is researching and implementing medicinal herb planting in the above two communes. Rung Vang Group Joint Stock Company proposed to research and implement medicinal herb planting under the canopy of planted forests in village 1, Dan Chu commune, with an area of about 30 hectares and linking up with households to expand to about 517 hectares...
At the same time, cultural and educational work, ensuring living environment, medical services, and social security for people have been given attention. In the first 7 months of 2024, the rate of people participating in health insurance in 12 communes was over 43,000 people (reaching 98.8%); nearly 35.6 billion VND was supported in loans through the Social Policy Bank for 396 households (reaching 99.9% of the plan); the rate of trained workers reached 89.6%; the rate of trained workers with degrees and certificates reached 65.6%. The national defense and people's security posture has been firmly consolidated. Thus, in a very short time, Resolution No. 78 has gradually come into life, gradually arousing the spirit of self-reliance and the will to proactively rise up of the people in the highlands of the city.

Not stopping at the above results, immediately after the general planning of the communes was approved and in order to realize the General Planning of the city until 2040 approved by the Prime Minister, the city has prioritized resources to focus on completing the socio-economic infrastructure and identifying the really urgent and essential items and works, ensuring that by the end of 2024 the appearance of the communes must have a fundamental change and by the end of 2025 all communes must have access to clean water.
Accordingly, on the morning of August 11, Ha Long City simultaneously organized the groundbreaking ceremony of key projects to celebrate the Party Congresses at all levels for the 2025-2030 term. Including: Investment project to renovate infrastructure in the central area of Bang Ca commune; Project to expand the campus and build additional classrooms for Bang Ca Kindergarten; Investment project to renovate infrastructure in the central area of Hoa Binh commune. The total investment cost is about 70 billion VND.

Present at the groundbreaking ceremony of the Infrastructure Improvement Investment Project in the central area of Bang Ca commune on the morning of August 11, we somewhat felt the joy and excitement of the people in the commune. It is known that the Project will contribute to completing the infrastructure, synchronous and modern landscape architecture, with construction items such as: renovating the infrastructure of the commune center on the inter-district traffic route Uong Bi - Hoanh Bo; adding items of technical infrastructure system, sidewalks, trees; building flower beds, connecting traffic roads...

Ms. Ban Thi Luyen (village 2, Bang Ca commune) shared: Joy and excitement are the feelings of each of us at this time. Although in recent years, the city's Party Committee and government have done a lot to help the people, such as building roads, bringing new varieties of seedlings for people to produce, and building new and upgrading schools and stations, making travel and daily life more convenient for the people. The commune also has many more well-off households, many new economic models have been developed. However, after this project, the central area of our commune will have a modern landscape like new urban areas, the roads will be expanded, spacious, and beautiful... Bang Ca will become more and more beautiful, a livable hometown for us.

Sharing this joy, in Quang La commune, when the project to build additional classrooms for Quang La Kindergarten was officially started, it brought great hope to the people when their children came here to study and be cared for in a modernly invested school.
Ms. Luong Thi Mai (village 5, Quang La commune) happily said: We are very grateful for the attention of leaders at all levels to the mountainous ethnic minority area. So not only has Quang La secondary and high school been built very spacious and beautiful, but now the city has also built additional classrooms for the kindergarten. We, the parents, are very excited and confident because our children have been cared for and educated in the best educational environment, studying in the best schools.

After the groundbreaking ceremony of the above key and dynamic projects, Ha Long City will also focus on implementing the peak period for site clearance for the Project of the Road connecting Provincial Road 342 to National Highway 279 through the center of Son Duong commune; speeding up the progress of investment, construction and connection projects for clean water supply systems in the communes of Son Duong, Dong Lam, Vu Oai, Hoa Binh, Dan Chu, Quang La, Bang Ca, Tan Dan; Dong Son, Ky Thuong; completing the construction, expansion, renovation and repair of schools to ensure that they meet the standards of facilities in preparation for the new school year 2024 - 2025. At the same time, strengthening the implementation of solutions to develop agriculture and forestry associated with community tourism; promoting investment attraction to develop medicinal plant growing areas under the forest canopy, associated with commodity processing, building high-value brands; building safe agricultural production models according to the chain.
Mr. Nguyen Ngoc Son, Vice Chairman of Ha Long City People's Committee, said: Continuing to focus resources on investing in completing infrastructure in highland communes in the area is one of the important factors to create a new look and new vitality for Ha Long. From there, it will create momentum for the city to achieve even stronger and more comprehensive development steps; continue to affirm its position as the capital city of the province. At the same time, it will contribute to the successful implementation of one of the three breakthroughs identified at the 15th Provincial Party Congress, which is to build a culture rich in Quang Ninh identity associated with rapidly narrowing the gap between rich and poor and regional differences; further improving the quality of life of the people.
