Infrastructure is key.
In the city, several projects have been implemented to build and upgrade fishing logistics service facilities. Among them, the Thuan An Fishing Port project, combined with a mooring and storm shelter area, with a total investment of 215 billion VND, has been completed, officially opened, and handed over to the management unit, the Thuan An Fishing Port Management Board.
The Thuan An fishing port project ensures a minimum capacity of 20,000 tons per year for vessels to dock and depart. In addition, local authorities and relevant agencies have invested in infrastructure and logistics services for the fishing industry to facilitate the docking, unloading, and preservation of seafood, ensuring compliance with EU technical standards. Simultaneously, investments have been made in warehouses, freezing facilities, ice factories, offices, and other service areas to accommodate approximately 500 vessels of various types (6 meters or longer, with engine capacities ranging from 45 to 300 horsepower) for mooring and storm shelter, aiming to minimize damage during the rainy and stormy season and promote sustainable fishing development.
Fisherman Nguyen Van Dung (57 years old, residing in Thuan An ward) said: "With the support of the local authorities, my family boldly upgraded our boat to a 440 HP engine to fish offshore more effectively, creating stable jobs for about 10 crew members. Decades ago, fishermen struggled because the fishing infrastructure was poor, and there was a lack of harbors to shelter from storms, forcing them to evacuate whenever the rainy season came. Now, the harbors in Phu Hai (formerly) and Thuan An have been upgraded, dredged, and cleared, serving not only as logistical service points for thousands of fishing boats operating in the area for fishing and trading seafood when coming ashore, but also as safe shelters during natural disasters."
Recently, the People's Committee of the city also reported and proposed to the Prime Minister and central ministries and agencies the allocation of additional funds for the construction and upgrading of fisheries logistics service facilities, with a budget of approximately 350 billion VND from the surplus compensation funds of Hung Nghiep Formosa Ha Tinh Steel Company Limited. Accordingly, the city will invest in projects to improve the capacity of waterway transportation in the Tu Hien estuary area (now Vinh Loc commune); upgrade the storm shelter anchorage area in Phu Thuan commune (now Thuan An ward); and dredge the waterways and channels to serve ships entering the anchorage area and prevent flooding to protect aquaculture areas along the lagoon in the former Phu Vang district.
With its advantageous geographical location, Hue boasts a coastline of approximately 128km, which has been planned with port areas that are highly convenient for transshipment of goods between provinces and cities in the region, connecting the two ends of the country and facilitating international trade, thus serving national security and defense strategies. Therefore, the city is focusing on completing planning, attracting investment, and investing in infrastructure construction in accordance with the planning orientation. Along with this is the advantage of the natural deep-water port of Chan May, which currently has 3 berths in operation: No. 1, 2, and 3, with a capacity of 4.5 to 9 million tons per year depending on technology and handling capacity, accommodating cargo ships of 50-70 thousand tons and larger, and passenger ships up to 3,500 passengers. This opens up great opportunities for the development of the logistics and transportation service industry to serve the city's cargo transportation needs as well as neighboring provinces and cities, including countries along the East-West Economic Corridor.
Growth drivers
According to the Department of Agriculture and Environment, with its long coastline and the Tam Giang - Cau Hai lagoon system, the largest in Southeast Asia, the city is implementing solutions and focusing resources to maximize the potential and advantages from the sea, making the marine economy one of the city's growth drivers in the future.
Accordingly, the city will focus on strongly developing the maritime economy, investing heavily in port and logistics systems, and leveraging its advantageous location on the East-West economic corridor as well as its central position in Central Vietnam to develop the Chan May deep-water port into a major international transshipment port. The city is also focusing on implementing berths 4 and 5 and preparing to implement berths 6, 7, and 8 of Chan May port. This will be a new growth driver for the southern area of the city in the future when the berths are completed and put into operation.
The city aims to develop the Tam Giang - Cau Hai lagoon area into a nationally and internationally significant ecotourism destination, a driving force for the development of the Central Vietnam marine economic cluster, and to build the Hue - Da Nang area into a strong, internationally-recognized national marine economic center.
According to the Department of Construction, in the coming period, the city will continue to accelerate the work of preparing, appraising, and completing planning according to the issued plan. This includes focusing on completing specialized planning for the city's technical infrastructure; the general planning for the High-Tech Park; completing planning to attract investment and promote socio-economic development; and assigning responsibility to relevant agencies and units to review previously approved urban and construction plans as a basis for considering and adjusting approved plans, ensuring they align with the city's overall planning orientation and meet the development needs of the new phase.
At the same time, promote investment in socio-economic development projects in accordance with the approved planning orientation. Priority will be given to infrastructure projects in industrial parks, coastal economic zones, and high-tech zones; key projects such as: Laguna Lăng Cô Phase 2 (including a casino) and Phase 3; Kim Long Motor Hue Production and Assembly Complex; Minh Viễn International Resort; and coastal urban and tourism areas in the region to boost marine economic development...
