This is the first provincial-level project in the country aiming to realize the commitment to net zero emissions. After the provincial merger, Dong Nai still maintains this strategic orientation.
No change in goals or roadmap
The Net Zero project has selected 7 key areas that need to reduce emissions, including: energy; transport; industry; environment; agriculture, forestry and land use; construction and materials; urban areas. At the same time, the project proposes 3 implementation components: strengthening institutions and policies to support low-carbon economic development; promoting technology transformation and green production and consumption models; raising community awareness and action.
Each sector has a specific roadmap of action, from reducing electricity consumption in industry, replacing fossil energy with renewable energy, to developing smart cities, electric public transport systems, waste recycling and low-carbon agriculture .
Chairman of the Provincial People's Committee Vo Tan Duc emphasized that the goal of the Net zero Project is not only to reduce emissions, but also to aim for a new growth model based on efficient exploitation of resources, ecosystem protection and implementation of Vietnam's commitments at the COP26 and COP28 Conferences.
Not stopping at orientation, departments and branches in the province have quickly concretized the project into action programs and projects. Typically in the energy sector, many enterprises in industrial parks (IPs) such as: Amata, Long Duc, Giang Dien, Nhon Trach 3... have deployed rooftop solar power installation, conducted energy audits, prepared greenhouse gas emission reports and digital transformation in production.

General Director of Renze Textile Joint Stock Company (Nhon Trach 5 Industrial Park) Nguyen Cao Viet shared, we have registered to install a rooftop solar power system in the form of self-production and self-consumption with a total capacity of about 25 thousand kW. This is not only a step in line with the province's policy, but also a green energy criterion that makes products more favorable for export.
In the field of transportation, Deputy Director of the Department of Construction Nao Thien Anh Minh said that after the merger of the province, people's travel needs will increase. Therefore, the department is advising the Provincial People's Committee to adjust the overall planning of the bus system to meet new needs, while building mechanisms and policies to support the conversion to public passenger transport by electric buses in the direction of convenience, quality, safety, efficiency; ensuring the environment, urban beauty and contributing to reducing traffic congestion and accidents.
In the field of waste treatment and environmental protection, Dong Nai is the leading locality in planning centralized waste treatment areas and wastewater treatment plants in industrial zones. Currently, the collection and treatment rates of domestic waste, industrial solid waste, and industrial wastewater in the province are all higher than the national average.
In the agricultural sector, the province has re-planned livestock farming areas, oriented the development of specialized crop areas and large fields, and built production chains to improve product quality and value to meet export requirements.
Green growth pole of the country
From July 1, 2025, Dong Nai province will officially come into operation, opening a development phase with larger scale and potential. In this context, the Net zero project is identified as a pillar throughout the province's sustainable development strategy.

The merger of administrative units creates conditions for the province to re-plan development space in an ecological direction. According to this orientation, existing industrial parks will gradually convert to green, ecological models; old industrial parks that are no longer suitable such as Bien Hoa 1 will be relocated to make room for new projects; only projects with high science and technology content, high added value, less labor-intensive and environmentally friendly will be accepted.
Areas such as Cat Tien National Park (nearly 72 thousand hectares), Bu Gia Map National Park (over 26 thousand hectares), Dong Nai Nature and Culture Reserve (about 100.5 thousand hectares), Chua Chan Mountain, Ba Ra Mountain... will be strictly protected to preserve biodiversity, balance the environment and develop eco-tourism. Along with that, the province will re-plan new residential areas and urban areas according to low emission standards.
The advantages of Binh Phuoc province (old) are large forest areas, biomass energy potential and agricultural land. Therefore, the goals and 11 task groups in the Green Growth Action Plan of Binh Phuoc province for the period 2024-2030 will be integrated into the general development system, contributing to carbon credits, green energy and sustainable agriculture of the new Dong Nai province. These are important factors helping the province successfully implement the Net Zero Project and become one of the leading localities in building a model of a carbon neutral province by 2050.
One of the highlights of the Net Zero Project that Dong Nai is implementing is the proactive participation of businesses and people. This result was achieved because the Provincial People's Committee directed departments and branches to promote communication, organize training, and at the same time build a mechanism to support capital, green credit, tax and land incentives for environmentally friendly production and consumption models.
Dong Nai is also one of the few localities to establish a provincial-level Steering Committee on Green Growth with the participation of associations, businesses and scientists to research and propose comprehensive, interdisciplinary solutions for green development.
The initiative in building and implementing the Net zero project shows that Dong Nai is not only the industrial center of the country, but also a pioneer in the transition to a green economic model, a circular economy, an inevitable development trend of the world. In the future, when the green infrastructure system, green transportation, smart cities and biodiversity areas are closely linked, the province is expected to become a green economic growth pole of the region and the whole country.
